A data center can bring construction work, tax revenue and high-wage operations jobs, but it may employ fewer permanent workers than a similarly sized factory while placing substantial demands on electricity and, depending on its design and location, water, land and nearby residents. There is no reliable universal ranking of data centers against factories, warehouses, power plants or other large developments. A fair comparison uses the same local measures for the specific data-center proposal and the specific alternative—and accounts for who pays, what is enforceable and what the figures actually measure.
How to compare a data center with another large development
Compare proposals on shared measures, not labels or gross investment totals. A data center’s building size alone tells you little about its electricity load, permanent staffing or water demand. A factory, warehouse or power plant also varies by process, equipment, operating schedule and site. The right alternative is the one actually under consideration for that location, assessed under the same assumptions and time horizon.

For each number, establish whether it is measured, permitted or projected; identify the geography, date, facility scale and operating assumptions; and show whether the same method was applied to the alternative. If those details are missing, a headline comparison may be misleading.
Electricity demand, grid reliability and who pays
A data center’s local electricity impact depends on its peak load, the capacity available when it connects and the upgrades needed to serve it. Ask the utility or regulator to identify any required generation, transmission or substation work, the project’s expected contribution to peak demand, and how reliability will be maintained for existing customers. Then compare those requirements with the alternative development’s load profile and connection needs.

- Request the proposed load by phase, including expected peak demand and when each phase would come online.
- Identify which upgrades are attributable to the project, who funds them and whether costs could be shifted to other customers.
- Ask what happens if the project is delayed, downsized or cancelled after infrastructure work begins.
- Review the applicable utility tariff and cost-allocation rules rather than assuming a general policy applies.
Canada’s responsible-development principles offer a policy benchmark: proponents should pay costs attributable to their connection and electricity service. They also call for lasting local benefits, early transparent engagement and independently verifiable reporting. They are principles, not proof that every Canadian project is already subject to identical binding obligations. Electricity claims should therefore be checked against the rules and agreements that actually govern the project.
Water use depends on cooling, source and location
“How much water does a data center use?” has no single answer. Direct onsite cooling water is different from the indirect water associated with producing the electricity a facility consumes. A comparison that combines these into one number—or compares annual totals without showing seasonal peaks and local supply conditions—can obscure the relevant impact.
Check the cooling system, expected use at peak conditions, water source (such as potable or recycled water), wastewater capacity and watershed stress. Compare those details with the alternative development’s demand using the same accounting boundary. Michigan’s public guidance notes that data-center water use varies with facility size, cooling technology, electricity source and location.
One reported projection illustrates why a single figure should not be treated as typical: CoreSite projected use of up to 805,000 gallons per day for a planned north Denver campus, as reported by the Denver Post and relayed by Colorado Legislative Council Staff in 2026. The staff memo said it was unclear whether the projected water would be potable or non-potable. It is a project-specific projection, not a measured or generally representative data-center figure.

Noise, backup generators and nearby residents
Cooling equipment can operate continuously, while backup generators can add episodic noise and air emissions during testing or operation. The effect depends on equipment, operating conditions, distance, barriers, terrain and nearby sensitive uses. A useful review models expected sound at nearby receptors, considers low-frequency noise as well as average sound levels, and specifies how generator testing and emissions will be controlled.
A Colorado Legislative Council Staff memo summarizing Ngata et al. (2025) reported an afternoon average of 28.0 dB in neighborhoods 200 feet from data centers, compared with 22.3 dB in neighborhoods two miles away—a 5.7 dB difference in that Virginia comparison. The memo says those measured levels do not contribute to hearing loss, while relaying researchers’ concern that low-frequency hum may affect local well-being. This is a specific comparison, not a general prediction for every site or a recommended setback.
Scotland’s planning review identifies noise and generator-related air quality among possible location impacts, alongside landscape, biodiversity, soils and water. Its Chief Planner, Dr Fiona Simpson, FRTPI, wrote: “The Scottish Government recognises that data centres are a rapidly evolving sector attracting a broad range of views, opinions and concerns, and that evidence on the environmental impact of data centres continues to develop.”
Land, construction and ecological effects
Compare acreage, building height and visual presence, not just the site boundary. A review should also identify wetlands, habitat, soil conditions, stormwater handling and construction impacts, and distinguish previously developed land from agricultural or otherwise sensitive land. These issues are not unique to data centers; their significance depends on the site and design of each competing proposal.

Scotland’s planning direction reflects this case-by-case approach. From September 17, 2026, proposed data centers in Scotland exceeding 50 MW of power capacity require an environmental impact assessment. Proposals below that threshold remain subject to case-by-case assessment under applicable regulations. This is a Scotland-specific rule, not a general threshold for other jurisdictions.
Jobs: separate construction from ongoing employment
Construction employment can be large but temporary. Permanent operations staffing is a different measure and should be compared with the ongoing jobs expected from the alternative use. Ask for headcounts by phase, duration, wage ranges, local hiring assumptions and the extent to which contractors or suppliers are included.
Michigan guidance says data centers often create hundreds or thousands of good-paying union construction jobs, while permanent employment varies by project size and type. That state-level description is not a guarantee for a particular project. Prince William County’s 2022 fiscal analysis says data centers employ fewer workers than other manufacturing or industrial facilities of similar size. It characterizes data-center jobs as generally high paying, with average salaries over $100,000; that is the county report’s characterization, not a current national wage estimate.
Low permanent staffing does not by itself mean low local impact. A facility can have relatively few onsite workers and still require substantial electricity capacity or create site-specific water, noise, traffic or infrastructure effects.

Taxes, public costs and community benefits
Gross investment is not the same as net local benefit. Compare expected property and other tax receipts with tax exemptions, publicly funded infrastructure, additional service costs and the duration and enforceability of any community commitments. State clearly how costs and benefits were estimated and whether externalities such as noise or emissions were valued.
Prince William County’s 2022 fiscal analysis estimated direct net benefits of $9.67 per $1.00 of investment in 2020, $11.76 in 2021 and $13.41 in 2022. These are the report’s estimates under its selected method, not a forecast for another county or a universal return. The report cautions that broad industry-level estimates may not capture facility-specific externalities.
Community-benefit agreements and mitigation commitments are most useful when they name a responsible party, set measurable targets, establish monitoring and reporting, and specify what happens if commitments are missed. Canada’s principles call for lasting local benefits and independently verifiable reporting on power, water, infrastructure, sound and emissions; actual obligations depend on the project and governing jurisdiction.

Permits and local authority cannot be inferred from a data center’s industry label. Michigan says state agencies regulate matters including electric service, water withdrawals, air emissions, wastewater, wetlands and construction, while local governments have land-use and community-impact authority. It also notes that which permits apply varies by project. Those descriptions concern Michigan and should not be generalized to other states or countries.

For a specific proposal, identify the agencies with authority over land use, utility service, water, air, wastewater and environmental review. Confirm which permits are required, when public comment occurs and which proposed mitigations become enforceable conditions.
A practical checklist for a local comparison
- Define both proposals. Record location, acreage, scale, power capacity, cooling or industrial process, construction schedule and expected operating life.
- Standardize the evidence. Label every value as actual, permitted or projected, with its date, geography, source and assumptions. Use the same time period and accounting boundary for both proposals.
- Assess power and water locally. Document peak electricity load, grid upgrades and cost responsibility; separate onsite water from electricity-related water and identify sources, seasonal peaks and wastewater capacity.
- Measure effects at receptors. Review noise and emissions where people live or sensitive uses occur; assess stormwater, habitat, wetlands, soils, construction traffic and visual effects at the proposed site.
- Count jobs and services honestly. Separate temporary construction jobs from permanent positions, report wages and local hiring assumptions, and estimate added traffic and public-service demand.
- Calculate net fiscal outcomes. Include tax incentives, public infrastructure spending, service costs and any externalities included in the method.
- Make commitments verifiable. Tie mitigation and community benefits to named parties, measurable standards, monitoring, public reporting and remedies for nonperformance.
What the evidence can—and cannot—say
Available evidence includes government guidance, a county fiscal analysis, a legislative staff synthesis and jurisdiction-specific policy. It does not provide a comprehensive, matched dataset comparing data centers with factories, warehouses, power plants and other large developments across the same local-impact measures. A UK government study of commercial property uses eight case studies and econometric analysis of employment, turnover, wages and productivity across offices, manufacturing and warehousing, but it is not a comprehensive data-center-versus-industry impact study.
Accordingly, the reported figures are examples tied to their stated places, sources and periods—not national averages. A responsible local decision compares the actual data-center proposal with the real alternative, using common measures and transparent assumptions, rather than declaring one development type universally better or worse.
