There is no reliable, like-for-like acreage figure that shows whether a data center or solar farm uses more land. U.S. utility-scale solar is often estimated at about 5–10 acres per megawatt, but the result depends on whether the estimate counts the whole site or only land directly occupied by equipment. The reviewed sources do not establish a comparable general figure for data centers. For a real proposal, compare its total parcel, building footprint, supporting infrastructure and expansion area—and assess power, water, noise and community commitments separately.

Why a simple acreage comparison is misleading

A solar farm and a data center use land for different purposes. A solar project spreads generating equipment and associated infrastructure across a site. A data center concentrates buildings and mechanical and electrical systems, while depending on substantial power and network connections. Designs and project boundaries vary, so a single number can conceal important differences.

For U.S. utility-scale, ground-mounted solar installations greater than 1 MW, the National Renewable Energy Laboratory (NREL) distinguishes total area—all land inside the site boundary—from direct area occupied by arrays, access roads, substations, service buildings and other infrastructure. Its work also reports land use per unit of capacity and per unit of electricity generation. Those measures answer different questions and should not be treated as interchangeable. NREL’s technical report explains these definitions and comparisons.

A commonly cited NREL summary gives an approximate range of 5–10 acres per MW for utility-scale solar. It is a broad estimate, not a universal project footprint: technology, configuration, site boundaries and the metric used affect the result. NREL summarized research in 2014, so use the figure with its definitions and date rather than as a current rule for every project. NREL’s 2014 summary provides the estimate.

The reviewed U.S. sources do not provide a harmonized, general data-center acres-per-MW figure. Dividing a data center’s site area by its power use or capacity would not create a fair comparison unless the source documents define both the land boundary and denominator consistently with the solar measure.

What land figures to request for each project

For a data center, the U.S. Department of Energy (DOE) Office of Indian Energy Policy and Programs asks: “What is the data center footprint (total site area of development, total square feet of data center)?” That question points to two distinct figures: the area of the full development site and the floor area of the data-center building. DOE’s development questionnaire also recommends asking about expansion and decommissioning plans, cooling mechanisms, water resources, predicted operational noise and mitigation for land, air, water, wildlife and community impacts.

For either proposal, ask the developer or permitting authority to identify the boundary behind every acreage figure. A useful comparison separates:

  • Total project site: all land within the stated project boundary or parcel.
  • Building footprint or floor area: the data-center building’s ground coverage and, separately, its total square footage.
  • Directly occupied or disturbed land: the land taken up by arrays, roads, substations, buildings and other project infrastructure.
  • Ancillary and off-site infrastructure: facilities such as transmission, interconnection, substations, water infrastructure and fiber connections, with their locations and boundaries identified.
  • Expansion area: land reserved or proposed for later phases, distinguished from the current development.

Do not compare a solar farm’s whole fenced site with only a data center’s building footprint. Also keep construction disturbance separate from land occupied during operation: a construction-area figure may describe temporary work, not the facility’s lasting footprint.

How solar farm impacts can reach a community

Land, agriculture and landscape

Solar siting can raise concerns about loss of agricultural land, visual change, community character and residential property values. These are documented concerns, not proof that every solar project causes each harm or that the effects have the same scale at every site. NREL’s 2024 summary of a Lawrence Berkeley National Laboratory (LBNL) developer survey reported those issues as leading causes of opposition from the developers’ perspective. The survey received responses from 123 individuals at 62 companies, a 19.2% response rate; respondents’ firms were responsible for approximately half of U.S. wind and solar developed from 2016 to 2023. This is a developer survey sample, not a census of residents or a measurement of how often or severely each impact occurs. LBNL’s survey publication and NREL’s 2024 summary describe the findings.

Other siting approaches may reduce land-use conflicts in suitable locations. DOE identifies agrivoltaics, which combines solar with agricultural uses, and floating solar as options; it also studies interactions involving wildlife, vegetation, soil and water. Neither approach is a universal substitute for ground-mounted arrays: suitability depends on the site and project. DOE’s solar land-use and wildlife overview describes these areas of work.

Information, influence and benefit sharing

A separate 2024 Berkeley Lab stakeholder study examined interviews around seven large-scale solar sites. It describes concerns about what information communities receive, how much influence they have during planning, community subscription efforts, and perceived economic, environmental, visual and landscape effects. The study identifies a range of issues raised around those sites; it does not establish that every solar project produces the same impacts. The stakeholder study provides its scope and findings.

When reviewing a proposal, find out which design decisions are still open to community input, who has been engaged and when, and whether promised benefits are specific and enforceable. A general statement about local benefit is not the same as a documented commitment.

How data center impacts can reach a community

For a data center, a site plan alone does not answer questions about operations. DOE’s questionnaire directs attention to cooling mechanisms, water resources, operational noise forecasts, mitigation, and expansion and decommissioning plans. These are matters to verify in project documents—not grounds to assume a particular cooling design, water demand or noise level for a facility whose plans have not been provided.

Power and connectivity also matter to the local picture. Data centers require substantial power and network connections, and projects can raise questions about transmission, interconnection and fiber access. National electricity-demand estimates do not reveal a particular facility’s acreage or settle what it will mean for local rates. LBNL’s 2024 U.S. Data Center Energy Usage Report estimates historical U.S. data-center electricity consumption and provides scenario projections through 2028; those projections are about electricity use, not land footprint or a project-specific rate impact. Potential benefits depend on the project terms

DOE’s tribal economic-development guidance identifies potential data-center opportunities such as land leases, power purchase agreements, infrastructure development and job expansion. It also flags water use, local and community impacts, transmission, interconnection and fiber access. These are possible opportunities and issues, not guaranteed outcomes. DOE’s guidance discusses them in a tribal economic-development context.

EPA says a data center may be one reuse option for a brownfield and may bring jobs and tax revenue when planning, cleanup requirements, engineering controls and environmental protection are addressed. Those benefits are contingent on the site and its terms, not a universal forecast for data-center projects. EPA’s brownfield guidance explains the conditions involved.

For either kind of development, assess who receives promised benefits and who bears costs or disruption. Check proposed jobs, lease or tax terms, utility and infrastructure effects, public costs and any community-benefit commitments against the project documents. Treat forecast benefits as proposals unless they are supported by specific, enforceable terms.

A practical checklist for evaluating a local proposal

  1. Get the boundary documents. Review the permit application, site plan and environmental assessment. Record the total site area, building area, directly occupied or disturbed acreage, off-site facilities and any expansion area as separate figures.
  2. Check what each number measures. Note the source, date, geography and denominator for every land figure. For solar, establish whether it is total or direct area and whether it is normalized by capacity or generation.
  3. Review operational needs and effects. For a data center, look for cooling and water plans, predicted operational noise and mitigation, plus power, transmission, interconnection and fiber arrangements. For solar, consider agricultural use, landscape and ecological context, and whether an approach such as agrivoltaics or floating solar is suitable.
  4. Separate construction from operation. Identify temporary construction disturbance as well as the land, water, noise and infrastructure effects expected during operation.
  5. Test the engagement and commitments. Ask who was consulted, which decisions can still change, and whether proposed jobs, leases, tax arrangements, infrastructure or other benefits are documented and enforceable.

Where the proposal does not disclose a comparable figure, mark it as unavailable rather than estimating it from a different boundary or denominator. This makes the comparison more useful than a single acreage headline.
