Business continuity keeps priority business processes operating through a disruption; disaster recovery restores the information systems and IT services those processes depend on. Data center disaster recovery is an important part of continuity planning, but it does not, by itself, cover staffing, communications, manual workarounds, suppliers, or other ways the business may need to operate while technology is unavailable.

Business continuity and disaster recovery compared

The terms describe related but distinct planning scopes. NIST SP 800-34 Rev. 1, published in 2010, distinguishes plans for sustaining mission or business processes from plans focused on restoring information systems. NIST also notes that organizations do not use standardized definitions and labels in exactly the same way, so the comparison below describes the plans’ purposes rather than a universal document requirement. What data center disaster recovery covers

When a data center is damaged or unavailable, DR planning addresses how affected systems and services can be recovered, including whether operations must move to another location. NIST’s contingency-planning guidance describes strategies such as alternate equipment, manual processing, and alternate locations. These approaches address different recovery needs; a backup or secondary site alone does not establish how the rest of the organization will function. See NIST’s contingency planning topic page.

What business continuity adds

BC considers how essential processes continue when normal resources are disrupted. Depending on the process and the disruption, that may involve temporary manual work, alternate operations, people and communications arrangements, or reliance on restored IT services. The exact scope depends on the organization and its plans; there is no single required set of document titles for every organization.

How the plans work together

BC and DR should be coordinated as parts of a broader plan suite. Business priorities determine which processes matter most and therefore which supporting systems need recovery, in what order, and with what acceptable interruption. DR supplies the technology recovery procedures that help those processes resume.

NIST advises that plans with distinct purposes and scopes should complement one another, and that changes to a plan, system, or process should be communicated to the owners of associated plans. A data center plan that restores servers without accounting for business priorities, dependencies, staff, communications, suppliers, or interim workarounds could restore technology without restoring the intended business outcome. That is a practical consequence of the different scopes, not a separate NIST definition.

How to build a coordinated recovery approach

NIST SP 800-34 Rev. 1 describes a seven-step information-system contingency-planning process. It is a federal guide, not the only planning framework used across every sector.

  1. Establish policy. Define the purpose, scope, responsibilities, and authority for contingency planning.
  2. Conduct a business impact analysis (BIA). Identify important processes and assess the effects of their interruption. Use the results to establish priorities.
  3. Identify preventive controls. Consider measures that can reduce disruption or limit its effects.
  4. Develop recovery strategies. Choose how systems and services will be restored in line with business priorities and dependencies.
  5. Develop the contingency plan. Document roles, procedures, resources, and recovery arrangements.
  6. Test, exercise, and train. Prepare personnel and check that the plan and its coordination work in practice.
  7. Maintain the plan. Keep it aligned with changes to systems, processes, responsibilities, and related plans.

The sequence is from NIST SP 800-34 Rev. 1. Its central practical implication is to establish business impact and priorities before selecting technology recovery strategies.

Choose recovery methods based on the disruption

Recovery strategies can combine different approaches. NIST characterizes manual processing as typically suited to short-term disruptions and alternate-location recovery as typically suited to long-term disruption or physical facility impacts. These are typical patterns, not fixed time thresholds.

  • Manual processing: A temporary way to continue selected work when systems are unavailable. It may be appropriate for short disruptions, but the process must be feasible for staff and the work involved.
  • Alternate equipment: A way to recover using replacement or alternate technology, depending on the system and recovery strategy.
  • Alternate location: A recovery option when the primary facility or systems cannot support operations, including certain longer disruptions or physical impacts.

Recovery time objectives (RTOs), recovery point objectives (RPOs), backup frequency, and site choices should follow the impact analysis and the organization’s requirements. The NIST guidance cited here does not establish one set of numerical targets for every organization.

What the NIST guidance does—and does not—require

NIST SP 800-34 Rev. 1 is federal information-system contingency-planning guidance. It distinguishes business-process continuity from system-focused recovery, but it should not be read as a universal legal or regulatory requirement for every business. Applicability depends on an organization’s sector, jurisdiction, contracts, and internal policies. Organizations outside the federal context should check the requirements that apply to them.

NIST’s publication record describes Revision 1 as guidance on information-system contingency planning and its relationship to other security and emergency-management plans, organizational resilience, and the system development lifecycle: SP 800-34 Rev. 1 publication record. The earlier 2002 edition was superseded by Revision 1; use the revised guide for this comparison: SP 800-34 original publication record.
