None eliminates the need to reject heat from the facility. The right choice depends on equipment density, server compatibility, site conditions, existing infrastructure, reliability needs, and the operator’s ability to maintain the system.
How the three cooling methods move heat
The key difference is where heat is captured first. Air, direct-to-chip, and immersion are different heat paths—not interchangeable products with a universal efficiency ranking. Each still needs a facility-level system that carries heat to the outside environment.
Air cooling: fans move heat into room air
Server fans draw room air through equipment and carry away heat. The facility must keep hot exhaust from mixing with cool air supplied to server intakes; hot-aisle and cold-aisle separation, appropriate temperature setpoints, and airflow management all affect how well the system works.
A conventional arrangement uses computer-room air-conditioning equipment to remove heat from room air and transfer it to chilled water. A chiller can then transfer heat to condenser water, which carries it to a cooling tower. Other designs use economizers to reduce or bypass mechanical refrigeration when outdoor conditions allow. Air-side economizing also requires air quality and humidity controls that protect equipment.

Air remains the most common approach for mainstream datacom equipment, according to ASHRAE. Its established infrastructure and comparatively familiar operations make it relevant to many existing facilities and lower-density zones. At higher heat densities, moving enough air can demand more fan power and tighter airflow management. ASHRAE’s 2019 paper noted that some air-cooled server products had reached cabinet heat loads around 40–50 kW; that is dated design context, not a current universal limit.
Direct-to-chip liquid: cold plates capture heat at selected components
In direct-to-chip systems, cold plates attach to heat-generating components, commonly CPUs or GPUs. Coolant circulates through those plates and a technology-cooling loop. A coolant distribution unit (CDU) transfers heat from that loop to a facility loop or another heat-rejection stage.
This path can remove heat from selected components without first putting all of it into room air. But not every server part is necessarily liquid-cooled: memory, storage, power supplies, networking equipment, and other residual loads may still need room-air cooling. Many installations therefore combine liquid cooling with air cooling.

Liquid can carry more heat per unit volume than air, and pumping may use less energy than moving an equivalent amount of heat with fans. Those physical advantages do not, by themselves, establish how much energy a facility will save. The CDU, pumps, controls, facility water loop, heat-rejection equipment, and remaining air-cooling load all affect the result.

Immersion cooling places some or all IT equipment in a nonconductive dielectric fluid. In a single-phase design, the fluid stays liquid. In a two-phase design, it boils as it absorbs heat and then condenses back into the system. Fluid circulates in a tank or enclosure and transfers heat through a coolant-to-water heat exchanger to a facility loop.
Because fluid can surround more of the equipment than a cold plate does, immersion can capture heat from a larger share of the hardware and may reduce or remove the need for auxiliary air cooling. That does not remove the facility’s heat-rejection requirement. The tank, fluid, heat exchanger, facility loop, and final heat-rejection equipment all remain part of the system.

Immersion also changes how equipment is selected and serviced. Materials that contact the fluid need compatibility assessment; operators need fluid-specific maintenance and handling procedures; equipment removal may be more involved; and hardware warranty coverage should be checked before deployment. ASHRAE’s technical guidance recommends evaluating material compatibility and warranty impacts.
How the approaches compare
This is a qualitative comparison framework, not a measured product test. Actual performance depends on the specific IT equipment and the complete facility design.

Which method is most energy efficient?
There is no supported universal winner. Direct-to-chip cooling can reduce fan and refrigeration demand, particularly when warm-water operation and suitable heat rejection allow more economizer hours. Immersion can reduce air-side cooling needs. But neither design guarantees a specific reduction in total facility energy. Pumps, controls, heat exchangers, the remaining air load, climate, and the equipment that rejects heat outdoors all matter.

ASHRAE’s AI Data Center Energy Performance Framework describes warm-water direct-to-chip cooling as supporting high economizer hours; that is a design opportunity, not a promise that every climate or facility can eliminate chillers. Uptime Institute’s 2024 analysis likewise cautions against broad assumptions about liquid-cooling performance.
Use PUE carefully
Power Usage Effectiveness (PUE) is total facility energy divided by IT equipment energy. It is useful for following one facility over time, but it is not a fair standalone ranking of different facilities: climate, redundancy, and other conditions affect the value. ASHRAE’s 2023 Handbook, Chapter 20, states: “It was never intended as a means of comparing the efficiencies of different datacom facilities, because too many conditions, including climate zone and level of redundancy, can affect the number.”
A lower PUE also does not, by itself, prove lower absolute energy use or better overall environmental performance. Comparisons need consistent measurement boundaries and context about the IT workload and facility.

Include water and heat rejection in the comparison
Water Usage Effectiveness (WUE), as defined by the U.S. Department of Energy (DOE), is annual site water use in liters divided by annual IT equipment energy in kilowatt-hours. It is a site metric, not an inherent property of an air, direct-to-chip, or immersion architecture. Liquid cooling does not automatically mean a water-free facility: the IT-side loop, facility loop, and choice of cooling tower, dry cooler, adiabatic system, or chiller determine water and energy outcomes.
DOE’s Federal Energy Management Program reports PUE of 1.06 and WUE of 0.7 for the National Laboratory of the Rockies example using a direct-liquid-cooled hybrid system. These are results for that example, not a forecast or benchmark for all liquid-cooled facilities. DOE’s cited page does not state the year for those figures.

Start with the planned IT load and the facility—not an efficiency claim attached to a technology name. Work through these checks before settling on an architecture:
- Define the rack and component heat loads. Identify the equipment and density the facility must support, including where heat is concentrated. High-density CPU or GPU loads may make direct-to-chip or immersion worth evaluating, but the server and facility interfaces must support the design.
- Check equipment compatibility. Confirm which components a direct-to-chip design cools and how residual heat will be handled. For immersion, assess wetted-material compatibility, hardware service requirements, and warranty coverage.
- Map the full heat-rejection path. Trace heat from the component or room to the facility loop and then outdoors. Evaluate available water, climate, economizer potential, and whether the design depends on a cooling tower, dry cooler, adiabatic stage, or chiller.
- Assess the existing facility. An air-cooled room may benefit from airflow management or containment. A liquid retrofit may require a CDU, piping, controls, and compatible IT equipment. Immersion may require new tank logistics and service processes. Compare those needs with a new-build design rather than assuming one approach is an effortless retrofit.
- Set reliability and operational requirements. Determine required redundancy and how the facility will monitor and maintain airflow, liquid loops, controls, water quality, or dielectric fluid. The operator’s maintenance capability is part of the architecture decision.
- Compare measured outcomes on consistent boundaries. Track facility energy and IT energy together, use PUE with its climate and redundancy context, and include site water use through WUE when water matters. Do not infer total environmental performance from a single metric.
Why cooling design matters beyond an individual facility
ASHRAE’s AI Data Center Energy Performance Framework reports that U.S. data-center electricity consumption tripled between 2014 and 2023 and represented about 4.4% of national electricity consumption in 2023. Those are U.S. sector figures, not a comparison of cooling technologies. They help explain why cooling choices matter, but they do not identify one architecture as the answer for every site.
