Crypto mixer is a broad label for services or protocols designed to make the connection between cryptocurrency deposits and later withdrawals less apparent. CoinJoin is a specific technique for combining multiple participants’ Bitcoin inputs and outputs in one transaction. They can serve a similar privacy goal, but they are not synonyms—and neither guarantees anonymity. The design, who controls the process, the other participants, later transactions and applicable law all affect the risks.
What is the difference between a mixer and CoinJoin?
The distinction is one of category versus technique. Mixers encompass different designs, including services that receive and redistribute funds and smart-contract pools that let users make later withdrawals. CoinJoin refers to a collaborative Bitcoin transaction: participants’ inputs and outputs are assembled into one transaction, creating multiple plausible relationships between them.
FATF describes CoinJoin as a way for multiple senders and recipients to combine payments in an aggregated transaction. A dedicated service may help find participants and construct the transaction, but that does not make every CoinJoin implementation the same kind of service—or mean that every mixer has the same custody model.
The St. Louis Federal Reserve’s primer uses Tornado Cash to explain a non-custodial, smart-contract mixer with a pool-based model. That is one example, not a definition of every mixer. CoinJoin, by contrast, is specifically a Bitcoin transaction pattern.

How do their transaction designs affect privacy?
Pool-style mixers
In a pool design, activity from multiple users is combined so that an outside observer has a harder time linking a particular deposit to a later withdrawal. The design may involve an operator, a smart contract, or other components; those choices affect what parties must be trusted and what information may be available.
CoinJoin transactions
A CoinJoin places multiple participants’ inputs and outputs together in a single Bitcoin transaction. An observer sees the transaction on the public blockchain, but the collaborative construction can make it less obvious which output corresponds to which input. A coordinator may match participants or help construct the transaction; its role and control depend on the implementation.

Neither approach erases the public blockchain record. The sources do not establish that a pool or a CoinJoin makes tracing impossible. Activity before or after the privacy transaction, information outside the blockchain, or the particular implementation and participant set may affect how readily activity can be correlated.
How do custody and coordination change the risks?

These are category-level differences, not a ranking of specific products. To assess a particular implementation, the relevant questions are who can control or interrupt the process, what information a coordinator or operator can observe, how participants are brought together, and what transaction information remains public.

What privacy limits should users understand?
- Participation matters. A pool or collaborative transaction depends on activity from multiple participants. The cited sources do not support a single minimum participant count or a fixed privacy level.
- Implementation matters. Different services and protocols have different designs. A broad label cannot tell you exactly how funds, transaction construction, or information are handled.
- Later behavior matters. Subsequent transactions and other available information may make activity easier to associate. The cited sources do not establish that mixing or CoinJoin makes a transaction untraceable.
- Measured outcomes are not universal guarantees. The 2021 CoinJoin preprint concerns decentralized CoinJoin implementations; it is not a current, representative comparison of all mixers and CoinJoin implementations.
There is no directly comparable, current measurement in the cited material that establishes which category provides more privacy overall. Treat claims of guaranteed anonymity or an across-the-board winner with caution.
What do authorities say about legitimate use and criminal abuse?
Privacy tools can have lawful uses as well as criminal ones. In an October 2023 proposed rule, FinCEN discussed convertible virtual currency mixing as a money-laundering risk while recognizing legitimate privacy interests, including privacy for people living under repressive regimes and people seeking to make lawful transactions anonymously. That document was a proposal; it should not be read as proof that a final rule was adopted.

FATF’s 2023 report on countering ransomware financing says criminals use mixer services and, in some cases, CoinJoin transactions. This documents abuse patterns; it does not establish that every person using either approach is engaged in crime.

On March 21, 2025, the U.S. Treasury announced that it had removed economic sanctions on Tornado Cash. OFAC’s list-change document also records the removal on that date. This is a date-specific U.S. update, not a conclusion about every mixer, other sanctions authorities, other jurisdictions, or the legality of a particular transaction.

Treasury’s August 2022 announcement is historical context for the prior sanctions action, not a statement of the post-delisting status. In that 2022 release, Treasury said Tornado Cash had been used to launder more than $7 billion since its creation in 2019. Treasury also attributed more than $455 million in stolen virtual currency to the Lazarus Group and said it was laundered using Tornado Cash; it said malicious cyber actors used Tornado Cash for funds derived from the June 2022 Harmony Bridge heist, and that at least $7.8 million associated with the August 2022 Nomad heist was laundered through it. These are figures and allegations attributed to Treasury’s 2022 statement, not independent current measurements or findings about every user.
When announcing the 2025 removal, Treasury said it remained concerned about state-sponsored hacking and money laundering and urged U.S. persons to exercise caution before transactions that might benefit malicious actors or the DPRK. The delisting therefore should not be taken as a blanket assurance about every transaction involving Tornado Cash.
How should you compare a specific option?
There is no universal safer choice. For a particular service or implementation, compare the details that determine its actual privacy and exposure:
- Transaction design: Is it a deposit-and-withdrawal pool, a collaborative Bitcoin transaction, or another design?
- Control and reliance: Who can hold funds, control processing, match participants, or assist in creating a transaction?
- Privacy conditions: What is known about the participant set and implementation, and what information remains observable?
- Traceability: Could later transactions or information outside the blockchain make activity easier to correlate?
- Legal context: Which country’s law applies, what role are you playing, and are any parties or transactions subject to relevant restrictions?
The cited authorities establish U.S. agency statements and an international FATF report, not a worldwide legal conclusion. Whether operating, providing, or using a particular service is lawful depends on the jurisdiction, design, parties, transactions, and law in force. For a specific legal question, consult a qualified professional in the relevant jurisdiction.
