A container engine usually describes a broader toolset for building and managing containers; a container runtime can mean either the service Kubernetes uses to manage containers or the lower-level program that starts a container process. The terms overlap, so the clearest explanation names the layer: Docker Engine, a CRI runtime such as containerd or CRI-O, or an OCI runtime such as runc.

Why the terms are easy to confuse

There is no universal industry-wide rule that makes “engine” and “runtime” mutually exclusive categories. Projects and people use “runtime” at different layers, and a component may be described as a runtime even when it handles more than starting a process. For technical discussions, the interface a component serves and the work it performs are more precise than its label.

In particular, “container runtime” often means one of two things:

  • A CRI runtime service that Kubernetes’ kubelet calls to manage containers in pods.
  • An OCI runtime that carries out the lower-level task of running a container in accordance with the OCI Runtime Specification.

Those are related layers, not interchangeable names for the same component.

How the container layers fit together

A useful way to understand the terminology is to follow the calls through the stack:

Docker Engine stack

The Docker CLI or API communicates with dockerd, the long-running Docker Engine daemon. The daemon manages images, containers, networks, and volumes. Docker documents that it uses containerd for container lifecycle work and uses runc by default underneath for execution.

runc is therefore part of the execution path, but it is not the same thing as the broader Docker Engine. The layers have different responsibilities.

Kubernetes stack

Kubernetes’ kubelet communicates through the Container Runtime Interface (CRI) with a runtime service. That service may be provided by containerd’s CRI plugin or by CRI-O. The CRI-facing component then works with an OCI runtime, such as runc, to execute containers.

In simplified form:

  • Docker: Docker CLI/API → dockerd → containerd → OCI runtime such as runc.
  • Kubernetes: kubelet → CRI runtime service, such as containerd’s CRI plugin or CRI-O → OCI runtime such as runc.

How Docker Engine, containerd, CRI-O, and runc differ

The table describes roles, not a strict taxonomy in which every project must choose one label. For example, containerd describes itself as a container runtime, while also serving as a CRI runtime service when its CRI plugin is used. Specify which role you mean.

Which term should you use?

  • Say Docker Engine when referring to Docker’s daemon, API, CLI, and container-management layer.
  • Say CRI runtime or CRI runtime service when discussing the component kubelet contacts, such as containerd’s CRI plugin or CRI-O.
  • Say OCI runtime when referring to the component that performs lower-level container execution, such as runc.
  • Say container runtime only when the context makes clear which layer you mean—or define the term when it does not.

This wording avoids a common false contrast: containerd and CRI-O can be called runtimes in the Kubernetes-facing sense, while runc is also correctly called a runtime in the OCI sense.

What the acronyms mean

CRI

The Container Runtime Interface is the interface through which kubelet calls a runtime service to create and start application containers inside pods. It identifies the Kubernetes-facing boundary in the stack.

OCI

The Open Container Initiative develops open industry standards for container formats and runtimes. An OCI runtime such as runc operates at a lower level than a CRI service such as CRI-O or containerd’s CRI plugin.
