To compress an image to a target size, measure the encoded file—not just its quality setting. Encode once at the lowest quality your app allows. If that file is already over the byte limit, quality-only search cannot meet the target in that setup; resize the image or explain that the limit cannot be reached without another tradeoff. If the floor fits, search higher quality values and keep the best file that remains under budget.
Why probe the quality floor before searching?
A quality value is not a file-size guarantee. The bytes produced depend on the image, output format, browser and encoder. A binary search can find a fitting quality only if at least one tested quality produces a file within the budget. Probing the minimum first checks that condition directly.
Hao Jia reports one comparison on a 16 GB Apple M4 using an open-source Chromium 149 build. In the infeasible example, a 3840×2160 real photo encoded as JPEG at quality 0.30 still produced 315 KB against a 200 KB target. The floor probe found the overshoot after one encode; searches that did not probe first used six encodes for integer search and 13 for step-down. These are the author’s measurements from one run, not a general benchmark.
What the browser’s quality setting does—and doesn’t do
HTMLCanvasElement.toBlob() creates a Blob from a canvas. You can request a MIME type and, for supported lossy formats such as JPEG and WebP, pass a quality value from 0 to 1. That value is an encoder hint, not a byte target.

If the requested type is omitted or unsupported, the browser uses PNG. Check the returned Blob’s type if the output format matters, and handle a null callback result or encoding failure. MDN lists toBlob() as available across browsers since January 2020; its page was last modified February 12, 2026.
Implement a floor probe and bounded search
- Set an explicit byte budget. Convert the upload limit into bytes according to the limit’s actual definition. If you want headroom, apply a safety margin deliberately rather than assuming the server accepts a file exactly at the stated maximum.
- Encode at the quality floor. Create a Blob using the chosen format and minimum permitted quality, then inspect
blob.sizeandblob.type. - Stop if the floor exceeds budget. Return a clear result such as “quality alone cannot meet this target.” Do not continue quality search as if it could solve the overshoot.
- Search integer qualities above the floor. When the floor fits, use a bounded binary search up to your configured cap. Each trial measures actual bytes; retain the highest-quality encoded Blob found so far that fits the budget, rather than returning whichever trial happened last.
- Handle encoding failures and fallback explicitly. A null result, an unexpected Blob type, or a format fallback should be surfaced or handled according to the upload flow, not silently treated as a successful encode in the requested format.
In one implementation, Jia chose floor quality 50 and a 0.97 safety margin. Those are local tuning choices, not browser standards or universal defaults. He also capped quality at 99 after observing Chromium’s WebP encoder switch to lossless at 1.0; verify that behavior in the browsers and formats your application supports rather than assuming it applies everywhere.

What if the target size can’t be reached?
If the floor output is larger than the budget, the quality-only path has no fitting result among the tested settings. To continue, resize the image and encode again, or deliberately change the output format if your product and receiving service support that choice. Explain the tradeoff: resizing reduces pixel dimensions, while a format change may affect compatibility or appearance. If neither is acceptable, report that the target cannot be met under the current settings.
How the reported strategies compare
In Jia’s single reported run, “fill” is output bytes divided by the target; a larger percentage leaves less of the budget unused. The table’s encode counts and fill values apply to his tested images, target sizes, and settings only.

The two search methods produced similar fill in the feasible examples; step-down used one encode but left substantially more of the budget unused. The comparison does not objectively measure visual quality, and its results should not be treated as a universal ranking.

Evaluate more than encode count. For representative images and supported browsers, compare encoded bytes against the target, encode count and latency, early detection of impossible targets, and what happens to dimensions and format after fallback. Also inspect visual quality: Jia’s comparison reports file-size outcomes, not an objective quality score. Results depend on the source image, user agent, codec, format, and the quality range you test.

Jia’s practical recommendation captures the key safeguard: “The one thing I’d now insist on is small: encode once at your quality floor before you start the search.” It is advice from the author of the reported DEV Community article, grounded in that single-run comparison—not a population-level benchmark.
