Not exactly. The “every 42 seconds” figure is Cofense’s average for malicious emails tracked by its Phishing Defense Center in 2024, not a count of unique phishing threats invented worldwide. Cofense’s later report, published in February 2026, says its center tracked an average of one malicious email every 19 seconds in 2025. Both are figures from Cofense’s proprietary monitoring, not a global census.

What the 42-second figure counts

Cofense’s May 2025 announcement describes an average of one malicious email every 42 seconds in its 2024 observations. The company says its Phishing Defense Center drew on proprietary threat intelligence and a network of trained users, including millions of reported real-world phishing threats. The rate describes what Cofense tracked; it does not establish how often a new, distinct phishing campaign was created across the internet.

That distinction matters because a single campaign can generate many emails, while variations in a message do not necessarily make each email a wholly new threat. The headline’s “new threat” wording is shorthand, not a precise measure of unique attacks. Cofense’s 2024-rate announcement provides the original context.

The latest Cofense rate is faster, but it has the same scope limits

In a release dated February 4, 2026, Cofense reported that its 2025 data averaged one malicious email every 19 seconds—more than twice the 2024 pace. That is the newer annual figure located here, and it should be attributed to Cofense and labeled with its observation year. It is not an independently verified rate for all phishing emails worldwide. See Cofense’s 2025-rate announcement.

What Cofense says AI changes about phishing

Cofense describes campaigns that changed subject lines, sender names or addresses, and message content—a pattern known as polymorphism. It also reported AI-assisted personalization and executive impersonation in business email compromise. Such tactics can make messages more tailored or harder to recognize by matching familiar business contexts. They are observations in Cofense’s dataset, not proof that every phishing message was generated or meaningfully improved by AI.

Cofense also reported that more than 40% of malware detected in its 2024 data was newly observed, with nearly half of that malware classified as remote access trojans. The company reported year-over-year increases in business email compromise, tax scams, abuse of legitimate files, and Microsoft spoofing. Those findings describe Cofense’s dataset, not the prevalence of these threats across all organizations. Its Annual State of Email Security report is the company’s broader account of its observations.

How to reduce the risk of phishing

Protect important accounts with phishing-resistant sign-in

Enable multifactor authentication (MFA) wherever it is available. CISA identifies FIDO/WebAuthn as the only widely available phishing-resistant authentication method: it can block a login when someone is tricked into entering credentials on a fake website. Check whether each important service supports FIDO/WebAuthn and a compatible security key; a key does not prevent every kind of phishing and will not work with every account. CISA explains the distinction in More than a Password.

Build organization-wide habits and response procedures

For organizations, CISA’s 2025 guidance for state, local, tribal, and territorial governments recommends employee phishing training, strong passwords, MFA, and software updates. It also emphasizes having procedures for reporting phishing. Employees need a clear, usable way to flag suspicious messages so the organization can investigate and respond. These are foundational practices, not a guarantee that every malicious message will be stopped. See CISA’s Four Cybersecurity Essentials for SLTTs.

Judge suspicious messages by behavior, not polish

A fluent, personalized email is not proof of AI authorship, and an awkward message is not the only kind worth questioning. Treat unexpected requests to sign in, share sensitive information, open files, or change payment details cautiously. Verify unusual requests through a trusted channel rather than replying or using contact details in the message. In workplaces, use the established reporting process.

What the statistic does—and does not—tell you

  • It does tell you: Cofense reported a faster average rate in its 2025 tracking than in its 2024 tracking.
  • It does not tell you: how many unique phishing threats were created worldwide, how many were caused by AI, or the likelihood that any particular person or organization will be targeted.
  • It is best read as: a vendor’s measure of malicious email activity observed through its own monitoring and reporting network.
