Engineers can use it through local clients such as the CLI, IDE extension, and desktop app, or delegate tasks to Codex Cloud. The key difference is where the work runs and which permissions, workspace settings, plan access, and usage limits apply.
What is Codex?
OpenAI describes Codex as “an AI agent that helps you write, review, and ship code.” It is software delivered through several clients and cloud workflows, not a dedicated physical device. Its role is to assist with engineering tasks; what it can access or change depends on the environment and the permissions configured for that session.
OpenAI presents Codex as an agentic software teammate. That is the company’s characterization, not an independent finding about how well it performs in every codebase or task.
What can Codex do for software engineers?
OpenAI’s Codex for Builders resource describes workflows ranging from understanding an unfamiliar repository to planning and implementing changes. Its product page also markets Codex for difficult bugs and complex refactors. These are intended use cases, not a guarantee that an agent will solve a particular problem.

- Explore a codebase: Build familiarity with a new or large project and locate relevant files or behavior.
- Plan and document: Draft technical designs and documentation before or alongside implementation.
- Debug: Investigate bugs and work toward a fix, then review the proposed change and its effects.
- Implement changes: Plan or make migrations, new features, and refactors.
- Review code: Use Codex to assist with code review, while retaining human judgment over correctness and risk.
OpenAI’s materials do not establish an independent, quantified productivity gain for Codex. Treat claims about hard-to-find bugs, complex refactors, or faster delivery as product positioning unless supported by a separate, clearly described evaluation.
How do local Codex clients differ from Codex Cloud?
The practical distinction is the execution environment. With local workflows, Codex works through a client on your computer; with Cloud, you delegate a task to an eligible cloud environment. OpenAI says cloud work can continue while your computer sleeps, but cloud availability and configuration depend on the account and workspace.
| Workflow | Where the work runs | What to consider |
|---|---|---|
| CLI | On your local machine | OpenAI describes the CLI as able to read, modify, and run code locally. Its effective access depends on configured permissions and approval mode. |
| IDE extension or desktop workflow | Local client workflow | Choose the surface that fits how you work; available features and access may depend on your account and setup. |
| Codex Cloud | In a cloud environment for delegated tasks | Requires eligible access and suitable workspace settings. OpenAI says tasks can continue while your computer sleeps. |
Local operation can suit work where you want the agent to act within your local development context and control its access through approvals. Cloud is useful when you want to delegate work to a cloud environment rather than keep your computer running. Neither description means unrestricted access: check the permissions and environment before allowing an agent to read, run, or change code.
Can I run Codex in my IDE?
OpenAI lists an IDE extension among Codex’s local workflows, alongside CLI and desktop use. Whether it is available to you, and which features you see, can depend on your account and workspace configuration. Check OpenAI’s current [Codex plan and access information] before relying on a particular client or feature.

How can I use Codex in the terminal?
OpenAI’s Codex CLI is a local tool for interacting with code from the terminal. Its documented role includes reading, modifying, and running code on your machine. The level of autonomy depends on the approval mode and permissions you configure, so inspect those settings rather than assuming every command or edit will be approved automatically.
- Choose the local CLI workflow: Follow OpenAI’s Codex CLI getting-started guide for setup and current instructions.
- Review the permission and approval settings: Select the level of autonomy appropriate to the repository and task.
- Give it a bounded engineering task: For example, ask it to explain a module, investigate a specific failure, or propose a focused change.
- Inspect its work: Review commands, code changes, and results before adopting them, especially for changes that affect production behavior or data.
Who can access Codex, and what does it cost?
OpenAI’s Help Center says Codex is included across ChatGPT plans, including Free and Go, but allowances differ. The same overview describes Codex Cloud as limited to eligible plans and subject to rollout and workspace settings; when that article was crawled, it excluded Free and Go from Cloud access. It also says guest, K–12, and Enterprise view-only seats cannot create cloud environments. Because plan terms and availability can change, confirm current eligibility in OpenAI’s plan overview before deciding whether a required workflow is available.
Rank #4
Usage depends on the plan allowance and factors such as model, task location and complexity, context, reasoning, speed, tools, and applicable credits or billing. Signing in with a ChatGPT account uses ChatGPT plan usage and billing; using an API key follows API pricing. Consult OpenAI’s current usage and billing information and live pricing details for current limits and costs rather than treating any allowance as permanent.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. How should an engineering team evaluate Codex?
Start with the task and the environment, not with a general claim that an AI agent will make development faster. OpenAI’s Codex for Builders resource outlines engineering workflows, while the Codex product page describes the company’s intended use cases. To assess fit for your team, decide:
Best Value
- Whether the work should run locally or in a cloud environment.
- Whether engineers need a CLI, IDE extension, desktop, web, or cloud workflow.
- Which permissions, approval steps, and workspace controls are appropriate for the code involved.
- Whether the team’s plan and usage allowance cover the intended use, and how any API-key billing would be handled.
- Which bounded tasks—such as codebase exploration, debugging, review, refactoring, or feature work—are suitable for evaluation.
Evaluate results against your own code, review standards, and security requirements. The sources cited here do not provide a controlled head-to-head comparison with other coding agents or an independent productivity benchmark.
