Retrieval-augmented generation (RAG) helps developers search a repository by finding relevant code or documentation and giving those excerpts to a language model when it answers. Building a useful system is not simply a matter of adding a vector database: lexical search, semantic retrieval, or a hybrid can all be appropriate. The key is to retrieve evidence that fits the query and repository, then test retrieval and generated answers separately.
How RAG code search works
A codebase RAG system makes repository material available at answer time. It searches indexed source files and documentation for material relevant to a developer’s question or code context, ranks candidate passages, and includes selected excerpts in the model’s prompt. The model then generates an answer or completion grounded, ideally, in that material.
GitHub’s explanation of Copilot Chat describes retrieving from indexed repository files and Markdown, with semantic analysis and ranking. It also makes an important distinction: RAG does not inherently require embeddings or a vector database. It can use lexical search and other search systems as well. GitHub’s overview of how Copilot works is one example of a production approach that combines retrieval components rather than defining RAG as one specific storage technology.
The practical pipeline
- Choose what can be indexed. Set repository, branch, file-type, generated-code, vendor-code, and access-control boundaries. The index should not expose files a user is not allowed to see.
- Parse and divide the material. Create retrievable units while retaining useful structure and location information, such as file path, symbol, and line range. Arbitrary character-length splits can separate a function from its signature or comments.
- Build retrieval indexes. Depending on the expected queries, use lexical search, embedding-based similarity search, or both. AWS describes one vector-based pattern: preprocess data, divide it into sections, create embeddings, and store vectors for similarity retrieval. AWS guidance on similarity search and RAG describes this kind of pipeline.
- Retrieve and rank candidates. Search for relevant code or documentation, then rank the candidates so the most useful evidence is more likely to be included.
- Assemble context with provenance. Give the model selected excerpts and their source locations, keeping the prompt within its context limits.
- Generate and evaluate. Produce an answer or completion, then assess both which evidence was retrieved and whether the result is correct for the repository-specific task.
These are design choices, not universal constants. Chunking, query representation, ranking, and context assembly need to be tested against the intended repositories and questions.

Choose retrieval for the query, not the RAG label
Code queries can express intent in different ways. A developer who asks “where is the retry delay configured?” may not know the relevant symbol name. Another developer may know the exact API or identifier and need a precise match. Code-to-code similarity and completion from a partial file are different again.

Code and natural language do not express intent in the same form, and code also has structure and dependencies. Retrieval that works well for one query type should not be assumed to work equally well for all others.

Structure and style matter
Structure-aware parsing and metadata can help preserve relationships among a function, its signature, comments, and surrounding code. Useful metadata may include a repository and branch identifier, path, symbol, language, and line range. These are implementation options, not a proven universal chunking recipe; compare them on the code and questions your system will serve.
The 2024 ACL paper “Rewriting the Code” studies Generation-Augmented Retrieval (GAR), which generates exemplar snippets to enrich a query, and proposes ReCo to normalize code style in the codebase. The authors’ motivation is that generated examples can differ in style from target code. Across the paper’s evaluated search settings, they report retrieval-accuracy improvements of up to 35.7% for sparse retrieval, 27.6% for zero-shot dense retrieval, and 23.6% for fine-tuned dense retrieval. These are experimental maxima for that paper’s methods and scenarios, not expected gains for an arbitrary production repository. The paper also introduces Code Style Similarity as a metric for stylistic similarity.

A separate 2024 preprint, “LLM Agents Improve Semantic Code Search,” proposes enriching queries with repository context and using a multi-stream ensemble. Its RepoRift system reports Success@10 of 78.2% and Success@1 of 34.6% on CodeSearchNet. Those figures describe that system’s results on that dataset; they should not be read as rates for private repositories or compared directly with ReCo’s reported improvements.
Code search and repository-level completion are related, not identical
Both natural-language code search and repository-level completion can use retrieval, but their tasks and evaluation differ. Search aims to find or explain relevant repository material. Completion predicts code, often using a partial file as context, and may need to find APIs or examples elsewhere in the repository.

RepoCoder treats repository-level completion as a retrieval-plus-generation process: a retriever finds repository snippets, which are supplied alongside unfinished code to a language model. Its iterative approach uses an earlier generated completion to form a later retrieval query. The paper’s example rationale is that the incomplete code alone may not retrieve the intended API signature, while a retrieval prompted by a model prediction can surface it. RepoCoder reports improvement over in-file completion baselines by over 10% across its experimental settings; that result is for repository-level completion, not a general code-search benchmark. The paper also introduces RepoEval and describes using repository unit tests to evaluate beyond similarity-only measures.

A fluent answer can still be wrong if the system retrieved irrelevant code, missed the defining implementation, or selected a passage from the wrong branch. Evaluation should distinguish whether the right evidence was found from whether the generated result used that evidence correctly.

Measure retrieval quality
- Build representative queries for natural-language behavior questions, exact identifier or API lookups, code-to-code searches, and any completion tasks in scope.
- Check whether relevant code appears among retrieved candidates. Recall or success at a specified cutoff can show whether useful evidence was found; ranking measures such as MRR or nDCG can assess how high it appeared.
- Review misses and false positives by language, repository size, query type, and code category, including generated or vendor code if those files are in scope.
Measure downstream usefulness
- Have human reviewers check answer correctness, completeness, and whether cited evidence supports the claims.
- For completion, run repository tests where available and inspect whether the generated code fits the project’s conventions and interfaces.
- Keep task and dataset context attached to benchmark scores. Success@10, a retrieval-accuracy percentage change, and completion-baseline improvement are not interchangeable metrics.
There is no single approach established as best across retrieval, answer quality, repository fit, and operational requirements. GitHub’s production account describes combining internal search with semantic ranking and other indexed sources, while the cited papers study distinct methods and tasks. Benchmark candidates on the target repositories before choosing a winner.
Production decisions beyond relevance
A retrieval system has to work within the repository’s operational and security constraints, not just return plausible snippets in a benchmark.
- Access and privacy: Enforce repository permissions during retrieval, and determine whether source code or embeddings are sent to external model or embedding services. Consider data residency requirements.
- Freshness: Decide how quickly branch changes, renames, and deletions must appear in search results, and verify that stale chunks are removed or updated.
- Scope and fit: Test supported languages, monorepo and multi-repository behavior, dependency context, and treatment of generated or vendored files.
- Latency and cost: Measure indexing and inference costs as well as query latency under realistic repository size and usage.
- Grounding and traceability: Provide file paths and line ranges where possible, then verify that the cited material actually supports the answer. Provenance helps developers inspect results rather than trust an unsupported summary.
GitHub contributor Gazit sums up the relevance problem as “Quality in, quality out.” Better generation cannot reliably compensate for context that does not contain the needed code.
