Cloudflare centers its workflow on rulesets and request-matching expressions, with features that vary by plan. AWS WAF centers on web ACLs—called protection packs in the newer console—and rules or rule groups associated with protected resources. The better fit depends on where your applications run, how you want to tune rules, what bot and rate controls you need, and how the plan and usage costs work for your deployment. Vendor documentation does not establish a universal security, speed, or accuracy winner.
The feature and plan details below reflect vendor documentation reviewed on October 7, 2026. Cloudflare’s WAF overview is marked updated August 19, 2026; check current documentation before relying on plan availability, add-ons, prices, or console terminology.

This difference matters operationally: Cloudflare’s documented model starts with rulesets applied to requests, while AWS’s starts with protection attached to selected resources through web ACLs. Choose the control plane that best matches how your team already manages application traffic and security changes.
What Cloudflare’s plans include
Cloudflare’s published Free, Pro, Business, and Enterprise matrix lists custom rules on all four tiers, but managed-rule and rate-limiting options differ. The matrix is a feature comparison, not a price comparison.

These entries describe what the overview lists, not every possible entitlement or configuration detail. Verify the live plan matrix and add-on terms for the account and region you intend to use. If your requirements include more than the Free tier’s single rate-limiting rule, or depend on an Enterprise-only capability, confirm that availability before designing around it.
How AWS rule groups, actions, and scope controls work
AWS WAF combines rules you create with managed groups maintained by AWS or Marketplace sellers. Rules can allow or block a request, count it without blocking, or invoke CAPTCHA or challenge checks. A web ACL’s default action can allow or block requests that do not match a rule.

Managed groups and their costs
AWS says most AWS Managed Rules groups have no additional group charge beyond basic WAF pricing. Bot Control and Fraud Control groups for account takeover prevention (ATP) and account creation fraud prevention (ACFP) do carry additional charges. Marketplace rule groups are subscriptions managed and priced by their sellers. Check the current AWS pricing page and each listing for actual costs; group fees alone do not establish a total cost.
Overrides for safer evaluation
AWS supports action overrides for managed rule groups. Setting a rule to Count lets a team observe matches without that rule blocking requests, which can help reveal whether a rule would interfere with expected application behavior before enforcement. Overrides are a control for AWS managed groups; do not assume they describe Cloudflare’s deployment process.

Scope-down statements
A scope-down statement narrows which requests a containing managed rule group or rate-based statement evaluates. For example, a team can restrict evaluation to the portion of traffic relevant to a particular control rather than applying that control to every request. AWS also notes that narrower scope can help contain costs for managed groups priced by evaluated requests.
A practical rule-tuning rollout
The following is an operational approach based on the documented controls, not a required vendor procedure. Use the equivalent available controls in your chosen service rather than assuming the products have identical rollout features.

- Define the traffic and intended outcome. Specify which application, paths, request properties, or traffic patterns the rule should cover, and whether the desired result is allow, block, count, CAPTCHA, or challenge where supported.
- Limit the scope where appropriate. In AWS, use a scope-down statement inside a managed rule group or rate-based statement when only a subset of requests needs evaluation. In Cloudflare, express the relevant matching conditions in the rule language.
- Observe before enforcing when the control permits it. AWS documents Count overrides for managed rules. Review the available Cloudflare rule behavior and Security Events or Security Analytics for the feature and plan in use; sampled events should not be treated as a complete request log.
- Check matches against normal application behavior. Investigate requests that would be affected and distinguish unwanted traffic from legitimate workflows, integrations, or unusual but expected clients.
- Adjust and enforce deliberately. Refine matching conditions or scope, change the relevant action, and monitor the result after enforcement. Keep a rollback path for application-impacting changes.
Rate limiting and bot mitigation are different controls
A rate-based rule and bot detection solve related but distinct problems. A configurable threshold can address request volume, while bot controls may use signals beyond a simple count. Compare the detection method, aggregation choices, plan or add-on eligibility, and operational behavior—not just whether a product lists “rate limiting.”
AWS rate-based rules
AWS lets operators configure thresholds and aggregate requests using a scope-down statement and keys such as IP address, HTTP method, or query string. AWS describes mitigation lag for rate-based rules as usually 30–50 seconds, while noting that mitigation can take several minutes. This is an AWS-published operational description, not a guaranteed outcome or independent benchmark.

AWS Targeted Bot Control
AWS says Targeted Bot Control uses request tokens and historical traffic baselines and is designed for patterns such as slow scrapers. AWS documentation says dynamic thresholds take five minutes to accumulate historical baselines. It describes mitigation as usually under 10 seconds, while noting that it too can take several minutes. These vendor timings are not a controlled comparison with Cloudflare or a service-level guarantee.
Cloudflare rate limiting
Cloudflare’s overview lists rate-limiting rules on all four displayed plans, with one rule on Free, and identifies Advanced Rate Limiting as a paid Enterprise add-on. The overview alone does not establish the exact parameters or eligibility for every implementation, so check current rate-limiting documentation and plan terms before choosing a design.
Costs and operational fit
A meaningful cost comparison requires more than a base plan or rule-group fee. Cloudflare costs depend on the applicable tier and add-ons; AWS costs can depend on base WAF pricing, request volume, evaluated requests for relevant managed groups, extra-cost Bot Control or Fraud Control groups, and Marketplace subscriptions. Current region, traffic volume, rule configuration, and selected plan or add-ons all matter. The documented information does not support naming a general price winner.
- Protected resource and deployment model: Cloudflare’s rulesets apply to incoming web and API requests; AWS web ACLs are associated with protected resources.
- Tuning workflow: Cloudflare provides expressions and adjustable managed-rule behavior; AWS provides rules and groups, action overrides, and scope-down statements.
- Managed protections: Check Cloudflare’s plan-specific availability against AWS Managed Rules and any optional Marketplace groups you may need.
- Rate and bot requirements: Determine whether configurable thresholds are sufficient or whether you need targeted bot behavior, and check the available aggregation, token, and scope controls.
- Visibility and operations: Match available event and analytics views to your monitoring workflow, accounting for Cloudflare’s sampled Security Events.
- Cost assumptions: Model actual request volume, selected rules and groups, plan, add-ons, and Marketplace subscriptions rather than comparing headline labels.
Which WAF is the better fit?
Cloudflare is a plausible fit when…
- Your team prefers a ruleset-and-expression workflow for filtering web and API requests.
- The Cloudflare plan matrix provides the managed rules, rate limits, and account-level configuration your use case requires.
- Your operations rely on Cloudflare’s available Security Events and Security Analytics, with an understanding that Security Events includes sampled logs.
AWS WAF is a plausible fit when…
- Your protected applications use AWS resources and web ACL association fits your deployment model.
- You want to combine custom rules with AWS Managed Rules or seller-managed Marketplace groups.
- Your tuning needs include managed-rule action overrides, Count-based observation, or scope-down statements.
- Your bot or rate-limiting requirements align with AWS’s documented rules, aggregation options, and token-based Targeted Bot Control.
These are conditional fit assessments drawn from the products’ documented models, not universal recommendations. Neither product is established here as categorically more secure, faster, or more accurate; select by testing the controls against your application’s traffic and operational requirements.
