Cloudflare Images has two distinct pricing paths: remote-image transformations, which include 5,000 unique transformations per month on Free, and storing and delivering images through Cloudflare Images, which requires Paid. Cloudflare lists $0.50 per additional 1,000 unique transformations on Paid, plus separate rates of $5 per 100,000 hosted images stored per month and $1 per 100,000 hosted images delivered per month. These are Cloudflare’s published usage rates; check its pricing page before budgeting because rates can change.

These are separate usage meters, not a single all-inclusive fee. Cloudflare’s billing documentation explains that usage-based products bill according to consumption, often after the period when that consumption occurred: usage-based billing.

What counts as a transformation, stored image, or delivery?

Unique transformations

A unique transformation is an original image processed with a particular set of supported parameters during a calendar month. Transforming the same original to 100×100 and 200×200 counts as two unique transformations. Repeated requests for the same transformation in that month count once. Using format=auto counts as one transformation even if different browsers receive different output formats. Calls to the Images binding’s .info() method are not billed. Cloudflare’s example: 2,000 remote images each transformed into five sizes make 10,000 unique transformations. After the included 5,000, the other 5,000 cost $2.50 on Paid at the listed rate. This is an illustration, not a forecast for another workload.

Hosted-image storage and delivery

Each uploaded image contributes to the stored-image count; creating variants does not increase that count. Each browser request for an Images-hosted image counts as one delivery. Cloudflare illustrates the delivery meter with a retail page containing 10 hosted images visited 10,000 times: that produces 100,000 deliveries, or $1 at its published rate. A request through a hosted image’s delivery URL counts as a delivery, not a transformation. Remote images transformed from an external source incur transformation charges, not Images-hosted storage or delivery charges.

Is Cloudflare Images free, and when should you upgrade?

Stay on Free if the included transformation allowance is enough

Free includes up to 5,000 unique transformations per month. Going over does not create an overage bill: cached transformations continue to serve, but requests for new transformations return error 9422. Cloudflare states that it does not charge for exceeding this Free-plan limit. If the source image is on the same domain where the transformation is served, the onerror parameter can redirect to the original image.

Consider Paid when the limit blocks new variants or you need hosted images

Paid is the documented option for requesting more than 5,000 unique transformations per month, and it is required to store images in Cloudflare Images. Forecast storage and delivery separately: count uploaded originals for storage and browser image requests for delivery. Predefined variants let you serve different sizes without increasing the stored-image count.

Cloudflare Images storage or R2 plus transformations?

Cloudflare describes Images-hosted storage as the less-configured managed option, with shared image delivery, predefined variants, and automatic cache invalidation when a stored original changes. It presents R2 plus Images transformations as an option for teams wanting a custom image pipeline or more storage control, such as bucket-level access management or object lifecycle rules. Cloudflare calls R2 plus transformations “typically the most cost-effective approach for image optimization”; that is Cloudflare’s product guidance, not an independent cost benchmark. There is no universal break-even point established by the published rates. Compare your own workload using:

  • How many original images you store and their average file size.
  • R2 storage volume, if you keep originals there.
  • How many distinct parameter combinations you use per original each month.
  • Browser delivery requests for Images-hosted assets.
  • Whether managed variants, shared delivery, and automatic cache invalidation save enough operational effort to justify hosted-image charges.

Cloudflare’s pricing page gives an R2-plus-transformations example totaling $2.72 for 5,000 images averaging 5 MB each, with 2,000 images served in five sizes. That figure depends on the example’s assumptions and included allowances; it is not a general quote or a direct cost comparison for every account.

Cloudflare Images file-size, dimension, and format limits

Cloudflare’s limits page, last updated June 16, 2026, lists different file-size limits for remote sources and Images-hosted uploads:

Hosted images also have a 1,024-byte metadata limit. For animated GIF and WebP, Cloudflare calculates the area using the sum of frame areas: delivery is limited to 100 megapixels, but animations above 50 megapixels are delivered without transformations. Cloudflare recommends considering MP4 or WebM for animation because GIF compression is inefficient. Enterprise customers can contact their Cloudflare account team about aligning limits with their needs. Full details are in Cloudflare’s limits and formats documentation.

Input and output formats

The documented input formats are PNG, JPEG, GIF, WebP, SVG, and HEIC; AVIF input is Enterprise-only. Output formats include PNG, JPEG, GIF, WebP, SVG, and AVIF. AVIF encoding can be much slower and may fall back to WebP or JPEG when an image is too large to encode quickly. SVGs are not resized, and optimization parameters are ignored; delivered SVGs are sanitized.

How hosted-image delivery URLs work

A typical hosted-image URL contains the account hash, image ID, and variant name. Cloudflare selects the output format using the client’s request headers and the image type. PNG, JPEG, and GIF uploads may be transcoded to AVIF or WebP when the browser supports them. See Cloudflare’s uploaded-image delivery documentation.
