Cloud AI is usually the easier starting point when you need flexible capacity, managed infrastructure, or access across locations. On-premises AI is often a better fit when workloads must run locally, connectivity is unreliable, or data movement needs tighter control—and your team can operate the hardware. Many businesses will benefit from a hybrid approach. Decide workload by workload, based on data, response time, model needs, demand, cost, and operational capability.

Cloud AI and on-premises AI: what is the difference?

With cloud AI, a provider supplies computing resources and AI services through a network. The business sends the required data to the service, configures its use, and pays according to the service’s pricing model. With on-premises AI, the business runs AI software on hardware it operates at its own site or local environment.

“On-premises” does not automatically mean private or secure, and “cloud” does not automatically mean insecure. Security and compliance depend on the architecture, service configuration, access controls, operational practices, and the obligations that apply to the business.

Cloud and local AI can also work together. For example, a local model can handle requests near the user or data, while a cloud service handles tasks that need a larger model or more capacity. Microsoft describes this kind of local-first, cloud-fallback pattern in its guidance on choosing between cloud-based and local AI models.

How the options compare

Decision factor Cloud AI tends to fit when… On-premises AI tends to fit when…
Demand and scale Demand changes, grows unpredictably, or needs capacity quickly. Workload is steady enough to justify owned capacity, and you have the space and staff to operate it.
Data handling Your policies and applicable obligations allow the required data to be sent to the chosen service. Inference or data needs to stay within a local environment, supported by an appropriate security and governance design.
Latency and connectivity Network response time and dependable connectivity meet the use case. Local response, offline use, or operation through intermittent connectivity is necessary.
Model and compute The workload needs a larger or more complex model, or resources that are impractical to host locally. The selected model fits the available hardware and meets performance requirements.
Cost pattern You prefer usage-based spending and want to avoid some upfront infrastructure purchases. You can justify the investment after comparing full lifecycle costs for the workload and time period.
Operations Your team prefers managed infrastructure and can work within the provider’s service boundaries. Your organization can handle hardware lifecycle, software, monitoring, facilities, and security.
Hybrid You want cloud elasticity or services alongside selected local processing. You need local processing but can use cloud orchestration or extra capacity where governance and design permit.

What to consider before choosing

Data movement, privacy, and governance

Cloud AI involves transferring the data required by the service. Before choosing it, determine which inputs and outputs may leave your environment, how the service handles them, who can access them, and what retention and security controls are available. The business remains responsible for configuring and using the service appropriately and meeting its own organizational and regulatory obligations.

Local execution can reduce the need to send inference data over a network, but it does not remove security responsibilities. The organization still needs to protect the hardware, software, data pipelines, identities, and outputs. Confirm requirements for the relevant jurisdiction and workload rather than treating either deployment model as inherently compliant.

Latency, connectivity, and availability

A cloud workload depends on network connectivity and the response time between the user or system and the service. That can be acceptable for many business tasks, but it may not work for offline environments or operations that require a local response. Running inference locally can reduce network dependence and keep execution closer to the data; actual performance still depends on the hardware and model.

Model size and hardware limits

Cloud resources can make larger or more demanding models available without buying and operating equivalent local infrastructure. Local AI is viable when the chosen model fits the available hardware and achieves the required quality and response time. A smaller model may be practical on a local workstation or edge device even when a larger model needs cloud-scale resources. For enterprise deployments, planning may need to account for compute, networking, storage, software, data pipelines, security, power, cooling, and existing operations—not just GPUs. NVIDIA outlines these components in its guidance on building AI factories for the enterprise.

Cost and utilization

Cloud commonly shifts some infrastructure ownership and maintenance to the provider and uses usage-based billing. The trade-off is recurring spend for compute, storage, networking, and service usage. On-premises requires upfront investment and ongoing costs for facilities, power, cooling, maintenance, staff, and hardware replacement.

Neither model is automatically cheaper. Compare the same workload over the same time horizon, including utilization, growth, service and software charges, and operating costs. Do not assume a break-even point without workload-specific estimates. Software licensing can also be separate from hardware costs: NVIDIA’s AI Enterprise licensing information, for example, describes licensing considerations for that specific product; it is not a general price guide for AI software.

Operational responsibility

Managed cloud services reduce some infrastructure work, but the provider’s responsibilities depend on the service. Customers may still need to secure or patch guest systems, configure access, monitor usage, and manage their applications and data. With on-premises infrastructure, the organization takes on the physical lifecycle and day-to-day work, including procurement, installation, maintenance, monitoring, updates, and security.

When cloud AI is the better fit

Cloud is a strong candidate when you need capacity that can expand or contract, want to avoid buying infrastructure before demand is clear, or need services accessible across locations. It can also be useful when the required model or compute resources exceed what you can reasonably operate locally. It is a less straightforward fit if connectivity, data-transfer rules, service boundaries, or variable usage costs conflict with the workload’s requirements.

When on-premises AI is the better fit

Local deployment is worth considering when a task must keep running without reliable internet access, needs inference close to the data, or has a policy requirement to keep processing within a defined local environment. It works best when the model fits available hardware and the organization has the staff, facilities, and processes to maintain the full stack.

A workstation can support local experimentation or inference, but the right configuration depends on model size, memory, throughput, power, cooling, and support needs. Larger enterprise workloads may call for server or data-center infrastructure instead. Buying a GPU alone does not establish that a deployment will meet performance, reliability, or governance requirements.

How to make the decision for a specific workload

  1. Define the workload and its targets. Record the task, expected quality, response time, availability, request volume, and likely growth.
  2. Classify the data and its permitted routes. Identify what goes into and comes out of the model, where it may travel, and the organizational or regulatory obligations for the relevant jurisdiction.
  3. Check local feasibility. Test whether a suitable model fits available hardware and meets the workload’s quality and performance targets. Compare that with the cloud resources required.
  4. Estimate total cost for the same period. Include cloud compute, storage, networking, and usage. For local infrastructure, include hardware, software licenses, power, cooling, facilities, staff, maintenance, and replacement.
  5. Assign operational ownership. Write down which party handles infrastructure, patches, monitoring, security, and incident response for the chosen service or local environment.
  6. Set hybrid routing and fallback rules. If a local model cannot handle a request, decide whether it may be sent to a cloud endpoint. Allow that fallback only when policy and user expectations permit the data to leave the device or site.

When a hybrid architecture makes sense

Hybrid is useful when different requirements apply to different tasks or stages of work. A business might keep selected inference local for data locality or offline operation and use cloud resources for larger models, changing demand, or broader orchestration. Another pattern is to train in the cloud and deploy a supported exported model for local or edge inference; Microsoft’s Azure architecture guidance describes local, edge, and on-premises machine-learning patterns.

Hybrid is not automatically simpler: it introduces routing, integration, and operational decisions. Document which workloads run where, what data may cross the boundary, and what happens when a local model is unavailable. In Microsoft’s production-app example, a local model may be tried first, with cloud fallback when local capability is unavailable or the task needs a larger model; this is vendor guidance, not a measure of how common the approach is across businesses.
