Claude Code may be unable to write to /tmp when it starts inside a project directory because Anthropic documents its file-write scope as the starting directory and its subdirectories. A project folder and /tmp are usually separate branches of the filesystem, so that write may fall outside the documented boundary. This is a possible cause, not a universal explanation: tool permissions and operating-system, container, or CI policies can also reject a write.

Why can Claude Code not write to /tmp?

Start by checking the directory from which the Claude Code process was launched. Anthropic says Claude Code can write only in the directory where it was started and that directory’s subdirectories. If a job starts Claude Code in a project directory and requests a write to /tmp/file, the target is ordinarily outside that tree. The connection between that documented boundary and a particular failed /tmp write is an inference; the exact cause depends on the launch directory, permissions, product version, and any OS or container sandbox. There may be more than one control in play. Claude Code tool-permission rules can allow or deny actions, while the host operating system, container, CI runner, or mounted filesystem can impose separate restrictions. A denial message alone does not establish which layer rejected the operation.

Does Claude Code -p mode disable file writes?

No general rule in Anthropic’s documentation says that -p automatically disables all writing. The CLI reference describes -p as non-interactive print mode and documents options for allowed and disallowed tools, as well as a permission-prompt tool for non-interactive use. Separately, Anthropic says trust verification is disabled in -p mode; that is not the same as saying every file write is permitted or prohibited. Inspect the actual command, including wrappers or SDKs that may add flags or affect the working directory. In particular, check for --allowedTools, --disallowedTools, and --permission-prompt-tool, and review the applicable project, user, and managed permission settings.

How to troubleshoot a failed /tmp write

  1. Capture the exact launch command. Note whether it uses claude -p, permission flags, a wrapper, or an SDK. Record the full error text rather than relying on a paraphrase.
  2. Check the working directory in the same job. Print or inspect the process working directory in the shell, container, or CI runner that launches Claude Code; an interactive terminal may start in a different location.
  3. Compare the launch directory and target. Determine whether /tmp/... is inside the starting directory or one of its descendants. If not, it may be beyond Claude Code’s documented write boundary.
  4. Review Claude Code permissions. Check project-, user-, and managed-level tool rules for allow or deny settings. If the run is non-interactive, determine whether permission prompts are handled by a configured tool. The CLI reference documents the relevant flags and option.
  5. Check external restrictions. Review OS and container sandbox settings, CI policy, and mount permissions for the specific environment. These controls are environment-specific; do not assume they caused the failure without evidence.
  6. Collect installation details if the cause remains unclear. Record Claude Code’s version, operating system, launch directory, runtime context, configuration, and full error. Why can Claude Code work interactively but fail in CI?

The two runs may not have the same launch directory, permission configuration, or filesystem environment. A CI job can start from a different working directory, apply container or runner restrictions, or invoke Claude Code with different flags or a wrapper. Compare the command, working directory, settings, and external policies between the successful and failing runs before attributing the difference to -p.

How to allow writes outside the project

First identify which boundary is actually rejecting the write. A Claude Code tool-permission rule, the documented starting-directory write scope, or an OS/container policy may require a different remedy. Anthropic’s cited documentation establishes the general boundary and available permission controls, but does not prescribe a universal setting that safely enables every outside-project write. Avoid treating --dangerously-skip-permissions as a routine fix: the CLI reference lists it with a caution, and bypassing permission checks changes the security posture.
