Reports document its intended design, including a 2020 “full coverage” target, but do not establish that nationwide coverage was completed or provide a current project-specific deployment count.
What is China’s Sharp Eyes Project?
Sharp Eyes is the English rendering of Xueliang Project (雪亮工程), a Chinese public-security surveillance initiative. The Center for Security and Emerging Technology (CSET) describes it as seeking broad, real-time surveillance coverage with a particular emphasis on rural areas. Its account identifies community-driven grid management and citizen participation as features of the approach, including giving some surveillance capabilities to citizens. That is a description of the program’s design, not evidence that every resident participates or that local systems operate uniformly. CSET’s 2020 analysis provides that account.
How was the system intended to work?
Linking public and private camera networks
Amnesty International describes Sharp Eyes as connecting existing public-security camera networks with privately owned cameras, including cameras at residential and other building entrances. The intended result was to make video available across a broader network rather than rely only on cameras installed and operated directly by public authorities. The reports describe a plan and design; they do not establish that every private camera was connected or that integration occurred consistently across China. Amnesty International’s 2020 report discusses the proposed connections.
Community-level monitoring
CSET’s account describes community participation and grid-based management as part of the project’s approach. In practical terms, this points to surveillance being organized not only as a centralized camera network but also through local systems and participants. The available description does not show how many people took part, how participation differed by locality, or how the model was implemented in each community.

Did China achieve the stated “full coverage” goal?
That has not been established by the cited reports. Amnesty International says the rollout had a 2020 target of “full coverage, network sharing, real-time availability, and full control.” The phrase is a reported goal, not a verified nationwide result. The sources cited here do not provide a current official Sharp Eyes deployment inventory, a current coverage percentage, or a program-specific camera count.
Figures estimating China’s overall surveillance-camera population should not be treated as Sharp Eyes figures: they do not isolate this program. Claims that Sharp Eyes currently monitors every public space, or that it has a particular national camera total, go beyond the available evidence.

What do China’s 2025 rules say about public-security video systems?
The State Council’s Regulations on the Administration of Public Security Video Image Information Systems took effect on April 1, 2025. They define public-security video systems as systems that collect, transmit, display, and store video-image information in areas related to public security. The regulation says their construction and use must comply with laws and regulations and follow principles including coordinated planning, reasonable proportionality, standards guidance, and security and controllability. It also says they must not endanger national security or public interests or harm the lawful rights and interests of individuals or organizations.
This is national legal context for public-security video systems; it does not report whether Sharp Eyes met its earlier rollout target or how extensively it is currently deployed.

Do the rules mean Sharp Eyes cameras use facial recognition?
No. Video surveillance and facial recognition are distinct capabilities, and the cited program descriptions do not establish that every Sharp Eyes camera uses biometric identification. China’s facial-recognition rules apply to the use of that technology, but their existence is not proof of its deployment on any particular Sharp Eyes camera.
The Cyberspace Administration of China’s Measures for the Security Management of Applications of Facial Recognition Technology were published on March 21, 2025, and took effect June 1, 2025. Article 13 says facial-recognition devices in public places must be necessary for maintaining public security, collection areas must be reasonably determined, and prominent notices must be displayed. The measures also prohibit installing such devices in specified private spaces, including hotel rooms, public baths, changing rooms, and toilets. These provisions do not cover every type of camera, nor do they by themselves establish uniform compliance.

Separately, a March 28, 2025, announcement on personal-information protection special actions by the Cyberspace Administration, the Ministry of Industry and Information Technology, the Ministry of Public Security, and the market regulator listed public-place facial-recognition practices among enforcement priorities. It names concerns including notice, consent, encryption, and impact assessments. The announcement states priorities; it is not an outcome report.
