Yes. Toys are being folded into China’s artificial-intelligence industrial push, even though the national AI-plus plan does not name toys as a separate sector. The State Council sets the broad direction, while the Ministry of Industry and Information Technology (MIIT) and Guangdong policy documents apply it directly to AI-enabled toys, standards, cybersecurity and manufacturing targets.
How toys fit into China’s national AI plan
The State Council’s 2025 AI-plus opinion calls for artificial intelligence to be integrated across the economy and society. It sets a 2027 milestone: “By 2027, China will achieve broad and deep integration of artificial intelligence in six key areas, with the application penetration rate of new intelligent terminals and intelligent agents exceeding 70%.”
Toys do not appear as a standalone category in that summary. Their inclusion comes through industrial, consumer and intelligent-terminal policy. MIIT’s toy-safety press conference is the clearest national-level link, describing AI and large-model technology as a new source of product functionality and competition in the toy industry.
MIIT said, in a translated rendering of its Chinese statement, that artificial intelligence and large models have “injected a new soul” into toys by improving interaction. Toys that can interact, be nurtured, develop personalities and retain memories are becoming a new competitive track in the industry.

How large is China’s AI-toy market?
MIIT reported a Chinese AI-toy market worth 24.6 billion yuan in 2024 and forecast 29 billion yuan for 2025. The first figure is a ministry-reported market size; the second is a forecast, not a confirmed result.

MIIT attributes the new capabilities to language and vision models. Depending on the product, an AI toy may hear speech, see images, interpret commands, hold conversations, support learning or creativity, and provide companionship.

This is broader than a talking plush toy. A product can fall within the practical AI-toy category because it uses sensors, generated content or adaptive feedback, even if it does not look like a humanoid robot.
What Guangdong is building around AI toys
Guangdong’s Department of Industry and Information Technology solicited AI-toy technology paths and application scenarios in June 2025. The notice points to several ways manufacturers could add intelligence without redesigning every toy from scratch.

Local processing chips
Low-cost edge-computing chips could handle local voice wake words and emotion recognition. Processing some functions on the toy can reduce dependence on a continuous cloud connection, although the actual privacy and security benefit depends on the product’s implementation.
Multimodal chips
Multimodal chips are intended to process voice, images and sensor data together, enabling toys to respond to more than a single spoken command.
Detachable “external brain” modules
Guangdong also identified detachable AI modules compatible with existing toy interfaces. This approach could let manufacturers add AI capabilities to established product designs rather than building an entirely new toy platform.

Guangdong’s 2027 targets
A Guangdong action plan covering 2025–2027 sets policy targets for the regulated toy industry and for AI adoption. These are goals, not achieved results.

The plan signals that Guangdong views AI toys as both a product category and a manufacturing upgrade. It does not prove that any target has already been met.

Traditional toy safety focuses on hazards such as small parts, materials and mechanical design. An AI toy can add microphones, cameras, cloud accounts, generated content and records associated with a child. Those components create privacy, cybersecurity and network-safety issues in addition to ordinary physical safety.

MIIT says future work will coordinate product innovation with data-security, network-security, quality and privacy safeguards. The proposed under-14 cybersecurity standard reflects that expanded risk surface, but a proposal is not the same as a final compliance finding for every product on the market.
How to evaluate an AI companion robot toy
“AI companion robot toy” is a useful category term, but it does not identify one approved design or guarantee a particular level of safety. For any specific listing, check the following items before buying:
- Age range: Confirm the manufacturer’s stated age and whether the product is actually intended for a child under 14.
- Where processing occurs: Determine which features run on the toy and which require a cloud service or account.
- Microphone and camera controls: Look for a physical switch, clear mute indicator, permission settings and an explanation of when sensors are active.
- Parental controls: Check whether adults can manage contacts, purchases, language filters, usage time and content settings.
- Educational functions: Separate specific learning features from general claims about companionship or creativity.
- Language support: Verify the languages supported for speech recognition, responses and parental applications.
- Data retention: Look for a stated retention period, deletion process and information about recordings or generated conversations.
- Service dependence: Find out what still works if the company’s app, account or cloud service is unavailable.
Current listings, prices, age ratings and safety documentation require checking the live marketplace and the manufacturer’s current materials. The policy documents do not establish a single best-selling or universally safest model.
What the policy means for buyers and the industry
For manufacturers, China’s approach combines product standards, AI components, data governance and production goals. For parents, the important distinction is between an AI feature and a trustworthy connected product: a toy may be able to converse while still leaving unanswered questions about cloud processing, recordings, updates and controls.

The evidence supports three conclusions. China’s AI strategy does include toys in practice; the category covers much more than robot figures; and the government is treating child-data and cybersecurity controls as part of the product challenge, not as an afterthought.
