What does “ID card” mean in this story?
ABC News reported that virtual idol Yuri received a government-based official identification card earlier in 2026. The card reportedly lists the digital human’s name, birthday, address and facial features. The available account does not establish that it is equivalent to a Chinese citizen’s national ID, or that it gives the persona independent legal rights or personhood. ABC News

Is this happening across China or just Beijing?
The reported credentials and registration push are tied to Beijing and local development-zone initiatives. ABC reported that Beijing issued a practice guide in September 2026 urging broadcasting and online-video services to register digital humans. As of its 7 October 2026 report, ABC said China had not introduced a unified national system to police the industry. That makes this a local and sector-specific development—not evidence that every digital-human company in China must register or that a national program is already in force.

Does the AI own the digital-yuan wallet?
No. A 16 September 2026 notice from the Beijing Economic-Technological Development Area says the operating companies for Yuri and KOKO opened corporate digital-renminbi wallets. It describes the digital humans as user-facing entry points, not as independent owners or controllers of money. Beijing Economic-Technological Development Area notice
The notice says operators may use the wallets for activities including content creation, order handling, interactive payments, brand collaborations, commissioned content, content purchases and virtual gifts. In practical terms, the persona can front a transaction or interaction while the company’s wallet handles settlement.

Why issue credentials for digital humans?
A credential can make a digital persona easier to identify and associate with an operator. That may support accountability as such characters appear in commercial and public-facing services. But a credential does not by itself establish that a persona can be held legally responsible; the payment example instead points to the operating company as the entity behind the wallet.
The sector is already substantial, though the figures are estimates rather than a verified census. ABC reported that a Communication University of China estimate put the number of firms linked to the sector at at least 1.3 million in 2025. What are the trade-offs?
Digital humans are used in broadcasting, streaming, micro-dramas, e-commerce and government communication, according to ABC. Their use raises practical questions about who is accountable when a persona misleads users, whose likeness or voice it represents, and what happens to the identity and activity data associated with its audience.
- Accountability: Jeannie Paterson, director of the University of Melbourne Centre for AI and Digital Ethics, told ABC that a digital human “has no moral sense, at least at the moment, of right and wrong.” Paterson added that digital identification can trace wrongdoing to the company that made the system available. - Fraud and advice: ABC reported concerns about false medical advice. Identifying a persona or operator may help users understand who is behind a service, but it does not guarantee that the content is accurate.
- Likeness rights: Unauthorized use of people’s likenesses and voices is another reported concern; registration alone does not resolve permission or ownership disputes.
- Privacy and speech: Registration may make some systems more traceable, but it can also reduce anonymity. Deakin University cybersecurity expert Lennon Chang warned ABC that registration could unmask anonymity: “They would definitely come with a chilling effect,” and “People won’t be able to talk about those sensitive issues, even in the private space.” ABC News
These are reported risks and concerns, not proof that every digital-human service causes harm. The central policy tension is whether clearer links to operators improve accountability enough to justify the privacy costs and potential chilling effect on users.
