A cell tower (macro cell site) serves a broad area, a small cell adds cellular coverage or capacity in a limited area, and Wi-Fi calling routes calls over a working Wi-Fi connection instead of the cellular link. For weak cell signal indoors, Wi-Fi calling may help if your phone and carrier support it and your Wi-Fi works; a small cell helps only where the carrier has deployed one.
How the three options differ

What a cell tower can—and cannot—do
The FCC defines a macrocell as a traditional large-scale cell site, with antennas or remote radio heads mounted on a tower, rooftop, or similar structure. It is part of the carrier’s network and can serve a broader area than a small cell. Whether your phone connects well at a particular spot still depends on the carrier’s network and the local surroundings.
A coverage map is not a promise of indoor reception. The FCC National Broadband Map guidance says its mobile coverage areas reflect expected connections outdoors or in a moving vehicle and do not show indoor coverage. Use the map to compare providers, then assess the building and room where you need service.
When a small cell improves mobile coverage
A small cell is a low-powered radio with a limited footprint. Operators use small cells to add targeted coverage or capacity, often in urban or densely populated places. The FCC describes them as a supplement to the wider network: adding them can improve coverage, quality, capacity, or throughput when placed appropriately, but the benefit depends on the deployment and the area it serves (FCC 19-103, 2019; FCC 12-148, 2012).

You cannot generally solve a personal reception problem by choosing or installing a carrier small cell. It only helps if an operator has deployed one where you need it.
Does Wi-Fi calling work if you have no signal?
It can work when cellular service is weak or unavailable, provided the phone, carrier, account, and Wi-Fi connection support it. Google explains that, in some cases, calls can be made over Wi-Fi instead of the mobile carrier (Google Phone app Help: Make calls over Wi-Fi). Google Fi also describes Wi-Fi calling as an option in weak cellular areas and notes that routing may depend on which network offers the better experience (Google Fi Wireless Help: Make calls over Wi-Fi).

“No signal” can mean different things. Wi-Fi calling does not require a usable cellular radio link for the call, but it does require usable Wi-Fi and an internet connection behind it. Check with your carrier for device and account support, any charges or terms, and its emergency-calling and location guidance. Setup and available controls vary by phone and carrier; follow the carrier’s instructions.

Find the weak link before troubleshooting
- Check where the problem occurs. Note whether calls or mobile data fail everywhere or only in one building or room. Test voice calling, mobile data, and Wi-Fi separately.
- Compare providers for outdoor coverage. Check the FCC National Broadband Map for reported coverage, treating it as an outdoor or in-vehicle comparison rather than an indoor guarantee. The map also provides a process to challenge coverage information that appears inaccurate.
- Try Wi-Fi calling for an indoor cellular problem. If cellular service is weak but Wi-Fi works, confirm support and setup with your phone and carrier, and check the carrier’s terms and emergency-calling guidance.
- Separate weak Wi-Fi from weak cellular service. If Wi-Fi is weak in part of your home, investigate Wi-Fi reach; mesh Wi-Fi equipment may be relevant to that local Wi-Fi issue. It does not fix a weak cellular network, and buying equipment is not warranted without first identifying a Wi-Fi coverage problem.
- Report a persistent outdoor gap. Compare providers at the exact location and use the FCC map’s challenge process if its reported coverage appears wrong. A small cell is useful there only if an operator deploys one in the relevant area.
Which option should you choose?
- Weak cellular service across an outdoor area: compare carriers at that location; the relevant coverage comes from each operator’s network of macro sites and any deployed small cells.
- Weak cell signal indoors, with working Wi-Fi: check whether Wi-Fi calling is supported and enable it according to your carrier’s setup instructions.
- Weak Wi-Fi indoors: address the Wi-Fi connection itself before relying on Wi-Fi calling.
- A localized busy area or gap: a small cell can help if the carrier has placed one there; it is not a setting or device-side remedy you can select for yourself.
