Neither collection is a clear winner for everyone. Compare exact references, because Oceanus Manta and Citizen Attesa each cover multiple watches and synchronization systems. For a focused comparison, the Casio Oceanus Manta OCW-S7000 family is a good fit if you value its documented Bluetooth-linked functions and 9.5 mm listed thickness; the Citizen Attesa CB3046-76E is worth considering if you prefer a 39 mm case and Citizen’s Global Radio-Controlled Eco-Drive setup. Your location, wrist fit, and the features you will actually use should decide between them.

Which models are being compared?

This comparison uses the Casio Oceanus Manta OCW-S7000 family and the Citizen Attesa CB3046-76E. They are examples, not stand-ins for every watch in either collection. Attesa also includes Satellite Wave GPS watches, which use a different time-setting method from terrestrial radio-controlled models.

Oceanus Manta: radio reception plus Bluetooth

Casio’s Multiband 6 technology page says its watches receive standard radio signals from Japan, the United States, the United Kingdom, Germany, and China. Casio also documents Bluetooth smartphone linking on Oceanus models, which can provide time correction through a paired compatible phone. Radio reception relies on a usable signal where you are; Bluetooth correction relies on the phone, pairing, and connection. Neither should be treated as a guarantee of correction in every location or circumstance.

Attesa CB3046-76E: Global Radio-Controlled

Citizen identifies the CB3046-76E as a Global Radio-Controlled model powered by Cal. H128 in its February 2025 Attesa release. That is the relevant Attesa configuration for a terrestrial radio-controlled comparison.

GPS Attesa models are a separate alternative

Citizen’s 2024 release describes the CC4059-64L and CC4074-61W as Satellite Wave GPS watches. GPS satellite time reception is not the same as receiving terrestrial standard-time radio signals. If you are considering one of those models, compare it as a GPS alternative rather than assuming it shares the CB3046-76E’s radio-control system.

  • You will use features such as world time or the stopwatch rather than choosing on feature count alone.

Choose the Attesa CB3046-76E if its size and setup appeal to you

  • You prefer a model with a stated 39 mm diameter and 9.7 mm thickness.
  • You want Citizen’s Global Radio-Controlled Cal. H128 configuration with Eco-Drive.

  2. Check time correction for your location. Consider whether standard radio signals are practically receivable where you live and whether you want to use Bluetooth correction with a compatible phone. A GPS Attesa is a different category of time reception.
  3. Try the watch on if possible. Diameter and thickness alone do not determine comfort; case shape, lug span, bracelet, and your wrist all matter. The cited official specifications do not provide a complete, directly matched fit comparison.
  4. Verify local details. Check current local price, stock, regional specifications, and retailer warranty terms with the seller or manufacturer; the cited material does not establish those details.
  5. Read water-resistance guidance for your model. The listed 10 ATM and 10 BAR ratings are useful specifications, but do not infer that every water activity is appropriate without the manufacturer’s model-specific guidance.

Are the titanium durability claims comparable?

Casio describes titanium-carbide treatment and polished finishing for the OCW-S7000. Citizen describes CB3046-76E as Super Titanium and, in its February 2025 release, says Super Titanium is “at least 5 times harder than stainless steel.” That figure is Citizen’s manufacturer claim, not an independent head-to-head test against the Casio. The cited sources do not establish which watch is more durable in equivalent real-world use.
