Rate limiting caps how often an action can be repeated; bot detection estimates whether traffic is automated; CAPTCHA and other challenges add friction before a visitor can proceed. For most applications, the strongest approach is to combine endpoint-specific limits with risk signals and use a challenge or block only when the situation warrants it.
What each defense does
Rate limiting controls volume
A rate limit caps requests or actions over a period of time. It is useful for repeated login attempts, API overuse, and high-impact actions that should not happen at high speed. Its effectiveness depends on what the system counts and how it groups requests: a limit keyed only to IP address can be diluted by attackers using many addresses.
For login protection, OWASP recommends separate limits by username and by IP address (or IP address plus ASN). The username-oriented counter can constrain repeated attempts against one account from multiple sources; the source-oriented counter can catch attempts spread across many accounts. A single counter keyed by both IP and username may fail to catch that account-sweeping pattern.
Limits should reflect the endpoint. A login, payment, or price-lookup action usually needs a different policy from a public content page. OWASP recommends token-bucket or sliding-window approaches and notes that fixed windows can allow bursts around window boundaries. A generic 429 Too Many Requests response can indicate throttling without revealing which limit fired or how much capacity remains. These are design options, not mandatory settings for every service.

Bot detection estimates automation risk
Bot detection evaluates signals from requests and behavior to estimate whether activity is automated. Signals can include edge-level reputation or protocol fingerprints, application-level session patterns or honeypots, and business-level anomalies such as unusual transactions. The system can use this signal to allow, log, challenge, slow, or block traffic.
A detection score is not proof. It can help identify activity that a simple request-count threshold misses, but thresholds need to be tuned for the application’s users and attackers. Cloudflare documents using bot scores to match traffic for a rate-limit action, while Google advises setting risk thresholds for the particular application.

CAPTCHA and managed challenges add friction
A CAPTCHA or managed challenge asks a visitor to complete a test or satisfy a client-side check before continuing. It can raise the cost of automation when applied selectively to suspicious sessions or sensitive actions. It is not a complete anti-bot strategy: challenges can be solved by machines or outsourced to human solvers, and visible puzzles can create accessibility barriers.
OWASP recommends treating visible CAPTCHA as a last-resort step-up rather than a default for every visitor. NIST SP 800-63B also lists a bot-mitigation challenge as an additional measure around authentication rate limits, including as a way to reduce the chance that limits let an attacker lock out a legitimate claimant. Not every challenge is a visible puzzle: Cloudflare documents interstitial challenge pages, an embedded Turnstile widget, and JavaScript detections. These are product-specific options, not evidence that one provider’s mechanism is more effective than another’s.

OWASP frames the goal as raising the cost of abusive automation while keeping legitimate users and bots unaffected. That includes legitimate crawlers, monitoring agents, and accessibility tools—not just human visitors.
Which defense fits each attack?
Credential stuffing and brute force
Use separate account-oriented and source-oriented limits, then add progressive waits or a step-up challenge when the activity looks suspicious. Avoid rules that let an attacker deliberately lock a legitimate user out. NIST’s SP 800-63B discusses additional techniques to reduce the chance of that collateral effect. Its upper bound of 100 attempts applies to the authenticator-rate-limit context described in that publication; it is not a universal target for website login limits, and agencies may set lower limits.

Scraping and API abuse
Set limits on the valuable action or endpoint, not just on total site visits, and combine them with automation signals where available. Cloudflare’s guidance illustrates limiting price-lookup actions and combining bot scores with rate-limit rules. Its example thresholds are product-specific and should not be copied as generally safe limits.
Fake account creation
Assess signup velocity alongside identity or session context and other risk signals. Apply stronger verification selectively when risk rises; OWASP also recommends tracking signup velocity and verifying contact channels. Google’s reCAPTCHA documentation gives example score ranges, including 0.0–0.5 for low-to-intermediate risk and an above-0.5 no-challenge example. Google explicitly says thresholds vary with the users and attackers of the application, so those examples are not general-purpose settings.

Payments and inventory actions
Use quotas for the specific action and assess the surrounding risk, then select a proportionate response such as step-up verification or review. A CAPTCHA alone cannot prevent abuse after it has been solved or bypassed; the controls should protect the transaction itself as well as access to it.

- Set endpoint-specific limits. Identify valuable or sensitive actions, choose counters that fit the abuse pattern—such as IP, session, identity, and endpoint—and avoid assuming a single global threshold will fit every route.
- Collect and monitor useful signals. Use bot or reputation signals, session context, and transaction patterns where appropriate. Review false positives, legitimate-user lockouts, and changes in attack behavior.
- Match the response to risk. Lower-confidence activity may call for logging or observation; higher-risk activity may justify throttling, step-up authentication, a challenge, or blocking. Consider the impact of the protected action and the confidence of the signal.
- Tune against legitimate traffic. Adjust limits and detection thresholds for the application’s real users and attackers rather than adopting example values as universal rules.
- Keep challenges accessible and selective. Avoid making a visible puzzle the default gate for everyone. Consider whether a less intrusive challenge or another verification route is appropriate for visitors who cannot complete a particular challenge.
Choosing a control is a trade-off, not a ranking
Compare defenses by the attack pattern they address, their ability to handle distributed traffic, the risk of false positives or lockouts, user friction and accessibility, tuning effort, and the context available for the protected action. Rate limiting provides a volume boundary; bot detection helps target decisions; challenges add a hurdle. Together, tuned to the application, they can cover more failure modes than any one control alone.
