Microsoft’s download page offers a direct ISO option, and generated links are valid for 24 hours. If the direct form remains blocked, Microsoft’s Media Creation Tool can create an ISO instead.
Use Microsoft’s official download page first, then follow the fix that matches the error you see. As of August 7, 2026, Microsoft identifies Windows 11 2025 Update, version 25H2, as the current public release on its Download Windows 11 page.
Use the correct Windows 11 ISO download path
- Open Microsoft’s Download Windows 11 page.
- Scroll to Download Windows 11 Disk Image (ISO) for x64 devices.
- Choose Windows 11 (multi-edition ISO for x64 devices), then select Download.
- Choose the product language and select Confirm once.
- Use the generated download link.
Microsoft provides a multi-edition image, not separate public downloads named “Windows 11 Home ISO” and “Windows 11 Pro ISO.” Setup uses the device’s digital license or product key to select or activate the appropriate edition. Downloading the ISO does not provide a Windows license or bypass activation.
Microsoft says generated links are valid for 24 hours. If a saved link has expired, return to the download page and generate a new one.

Fix error 715-123130
The direct-download page may show this message:
“We are unable to complete your request at this time. Some users, entities and locations are banned from using this service. For this reason, leveraging anonymous or location hiding technologies when connecting to this service is not generally allowed.”
The page also displays code 715-123130 and a separate transaction or correlation identifier. Microsoft Q&A reports describe it as an access or network-reputation block. It does not prove that your Windows license is invalid.
VPNs and proxies can trigger the block, but they are not the only possible causes. Microsoft does not publish the precise detection rules. Support-community reports also describe the error on ordinary connections, possibly due to a shared or public IP address, regional checks, privacy services, cookies, or a gateway.
Try these steps in order
- Disconnect from any VPN.
- Disable a browser or system proxy.
- Close every browser window.
- Open a new InPrivate or Incognito window.
- Return to Microsoft’s Windows 11 download page and select the ISO again.
- Choose the language and select Confirm to generate a new link.
- If it fails, try another browser.
- If it still fails, connect through another network, such as a mobile hotspot, and repeat the download.
If the ISO works through a hotspot but not through your home, work, school, or public Wi-Fi, the issue is likely associated with the original network path or public IP. This is a diagnostic inference, not a formal Microsoft error-code test.
Fix “We encountered a problem processing your request”
This message appears while Microsoft processes the selected edition, language, or download request. It is different from a download that starts and later stops. Microsoft’s page warns users not to refresh or press Back while it displays Validating your request.
- Close the old Microsoft download tab.
- Open a fresh browser window or private browsing window.
- Select the edition and language again.
- Choose Confirm once.
- Wait without refreshing or using Back.
- If the request fails again, try another browser or network.
Clearing cookies may be worth trying, but it is not a guaranteed Microsoft-confirmed fix. If the form continues to fail, use the Media Creation Tool.
Create the ISO with Microsoft’s Media Creation Tool
The Media Creation Tool is Microsoft’s official alternative when the direct ISO form is unavailable. It can create an ISO file; it is not limited to making a bootable USB drive.
- On Microsoft’s Download Windows 11 page, find Create Windows 11 Installation Media.
- Select Download Now.
- Right-click
MediaCreationTool.exeand select Run as administrator. - Accept the license terms.
- At What do you want to do?, select Create installation media for another PC.
- Select Next.
- Choose the language, Windows edition, and 64-bit architecture.
- Choose ISO file, not USB flash drive.
- Select a destination folder and let the tool finish.
If you choose USB creation instead, use a blank drive with at least 8 GB of capacity. The tool erases the drive’s contents, so save important files elsewhere first. Microsoft’s support documentation also uses this Media Creation Tool link: Download the tool.

Fix Media Creation Tool error 0x80070002
The tool may fail with an error such as 0x80070002 – 0x20000. Recent Microsoft Q&A reports associate this with the tool being unable to download its required ESD image from Microsoft’s servers. It can be a network or server-path problem rather than a damaged Windows installation.
- Run the tool as administrator.
- Ensure the destination drive has enough free space.
- Try another network, such as a phone hotspot.
- Run the tool on another computer.
- Try the direct ISO option from a different network or computer.
Do not rely on claims that the tool always requires exactly 20 GB of free space. Microsoft requires sufficient storage but does not specify one universal minimum for every ISO-creation scenario.

Check whether the PC uses x64 or Arm64
The standard consumer Windows 11 ISO and Media Creation Tool create media for x64 processors, not Arm64. Windows 11 Installation Assistant also runs only on x64 processors. Arm64 users need Microsoft’s separate Windows 11 for Arm download path. Changing the ISO’s language or edition cannot convert x64 media into Arm64 media.
- Open Settings.
- Go to System > About.
- Check the system type.

Check language and product-key assumptions
You do not need a Pro-specific ISO
The public download is multi-edition. A Windows 11 Pro key does not require a separate Pro ISO. The product key or digital license determines the edition.
You normally do not enter a key to download the ISO
The ISO form asks for an edition and product language, not a 25-character product key. Installation may ask for a key depending on the computer’s license state. Many modern PCs have a firmware-embedded key, while other devices activate through a digital license.
Match the language for an in-place upgrade
For an in-place upgrade that keeps the existing Windows installation, Microsoft says the installation language must match the current Windows language. Check it under Settings > Time & language or Control Panel > Region. A different language may be suitable for a clean installation, but not for a normal in-place upgrade.
Verify the ISO after downloading
A successful download is not enough if the file was interrupted or obtained from an untrusted source. Microsoft publishes SHA-256 hashes for current language-specific ISO files.
In PowerShell, run:
Get-FileHash "C:\Path\To\Windows11.iso" -Algorithm SHA256
Compare the returned Hash value with the hash for the same language and architecture on Microsoft’s download page. For the current English 64-bit ISO, Microsoft lists:

The hash must match the exact language. For example, do not compare an English ISO with the English International hash. Microsoft says a matching SHA-256 value confirms that the file has not been corrupted, altered, or tampered with after Microsoft created it.

If the ISO downloads but Windows will not install
ISO download problems and Windows 11 compatibility problems are separate. A complete ISO does not make unsupported hardware eligible for Windows 11. Microsoft warns that installing on unsupported hardware can cause compatibility issues, leave the PC unsupported, and affect update eligibility.
For an in-place upgrade from the existing Windows installation:
- Right-click the ISO and select Properties.
- On the General tab, next to Opens with, select Change….
- Select Windows Explorer, then select Apply.
- Right-click the ISO again and select Mount.
- Open the mounted virtual DVD drive.
- Double-click
setup.exe.
Mounting the ISO and running setup.exe is an upgrade method. Booting from USB is a different process, normally used for a clean installation.

FAQ
Why can’t I download the Windows 11 ISO directly from Microsoft?
The direct form may reject the browser session, VPN, proxy, network, location, or public IP reputation. Expired links and validation-session failures are also possible. Generate a new link, use a private browser window, disable VPN or proxy services, and try another network.

How do I check whether my Windows 11 ISO is genuine?
