Yes, some Qwen models can be used commercially, but Qwen does not have one license that covers every model. Check the LICENSE file for the exact model and revision you plan to use. Apache 2.0 releases generally allow commercial use subject to that license’s terms; other Qwen releases use licenses that may restrict commercial use or impose additional conditions. If you use a hosted API, review the provider’s terms separately.
Why the exact Qwen model matters
Qwen releases have different licenses, sometimes even among models in the same family. A general statement that “Qwen is open” or that a family is commercially usable is not enough to clear a particular checkpoint. Qwen’s Qwen2 announcement described commercial usage as a goal, but the practical terms still depend on each model’s license.
Use the repository’s LICENSE file at the revision you intend to use as your starting point. Keep a copy of that file or record the revision, so you can document which terms applied to your deployment. The release announcements below help identify examples, but do not replace checking the target repository.
Which Qwen models are Apache 2.0?
Qwen’s release materials identify several model groups as Apache 2.0. The following examples are specific to the named releases; confirm the current license in the exact repository before deploying.

| Model or release | Published license information | What to verify |
|---|---|---|
| Qwen2 | Qwen says Qwen2-72B and its instruction-tuned models retain the Qianwen License; other named Qwen2 sizes use Apache 2.0. Source: Qwen2 announcement. | Check the exact size and instruction-tuned variant, especially for 72B releases. |
| Qwen2.5 language models | Qwen says models other than the 3B and 72B variants use Apache 2.0. Its model-card post identifies 3B as Qwen Research and 72B as Qwen. Source: Qwen2.5 announcement; Source: Qwen2.5 model-card post. | Do not infer terms for one checkpoint from another model’s license. |
| Qwen3 dense models | Qwen identifies six dense open-weight Qwen3 models as Apache 2.0. Source: Qwen3 launch. | Confirm the specific checkpoint’s current LICENSE file. |
| Qwen3 Embedding | Qwen says the Qwen3 Embedding series uses Apache 2.0. Source: Qwen3 Embedding release. | Verify the repository for the embedding or reranking checkpoint you select. |

When a Qwen license may restrict commercial use
Qwen2.5-3B: commercial use requires permission
The Qwen2.5-3B repository uses the Qwen Research License. Its agreement grants rights for non-commercial purposes and says: “If you are commercially using the Materials, you shall request a license from us.” Do not treat the model’s public availability as permission to use it in a commercial product. Review the agreement and obtain the required license before commercial use. Read the Qwen2.5-3B LICENSE.
Qwen2.5-Math-PRM-7B: check the agreement’s specific conditions
The Qwen2.5-Math-PRM-7B repository contains a Qwen License Agreement. Under that agreement, a commercial product or service with more than 100 million monthly active users must request a license. It also sets conditions for redistribution and notices. This threshold and these terms are specific to that agreement; they are not a blanket rule for every Qwen model. Read the full license for the applicable requirements. Read the Qwen2.5-Math-PRM-7B LICENSE.

Does self-hosting or using an API change the license?
No deployment method should be treated as a substitute for checking the relevant terms. Qwen documents local use through Transformers and other frameworks in its Resources page, but running a model on your own infrastructure does not itself change that model’s license.
Hosted APIs raise a separate contractual question. Qwen’s Qwen2.5 release announcement mentions APIs through Model Studio, but that announcement does not establish current API service terms. Review the provider’s current terms for permitted use, data handling, availability, and other contractual conditions. An open-weight model license and a hosted API agreement are not interchangeable.

Checklist before using Qwen commercially
- Identify the exact model. Record the full repository name, size, variant, and revision—not just “Qwen” or a family name.
- Read its LICENSE file. Confirm whether it is Apache 2.0, Qwen License, Qwen Research License, or another set of terms. Save the revision or a copy for your records.
- Check the intended use. For a research-license model, secure the required commercial permission before using it commercially. For other licenses, read their conditions rather than assuming commercial use is unrestricted.
- Review distribution obligations. If you redistribute weights or derivatives, check whether the license requires passing along license text, retaining notices, or marking modified files.
- Review hosted-service terms separately. If you call an API, read the provider’s current service agreement in addition to reviewing any relevant model license.
- Get advice for your deployment. Distribution, fine-tuning, hosted services, export controls, and jurisdiction can affect how terms apply. Consult qualified counsel for a decision about your specific product.
