WSL 2 is designed to run Linux distributions with a Linux kernel. To run FreeBSD on a Windows PC, use a virtual machine, such as FreeBSD on Hyper-V. If you only need a command-line environment alongside Windows, WSL 2 with a supported Linux distribution is the appropriate option.
Why FreeBSD is not a WSL 2 distribution
Microsoft describes WSL 2 as a way to run Linux distributions using a Linux kernel inside a managed virtual machine. Its WSL documentation does not list FreeBSD as a WSL distribution. That means WSL 2 is not the documented route for running a FreeBSD system, even though WSL uses virtualization technology under the hood.

Ways to use FreeBSD or a Unix-like command line on Windows

Run FreeBSD as a Hyper-V virtual machine
Microsoft documents support for FreeBSD virtual machines on Hyper-V for Windows 10 and Windows 11, as well as specified Windows Server versions. The exact supported releases and available integration features depend on the FreeBSD version. Microsoft’s support page notes that newer FreeBSD releases include FreeBSD Integration Services (BIS), while FreeBSD 10.0 has an exception for KVP. Check the current release-specific table before creating a VM; support details can change.

Microsoft’s supported FreeBSD virtual machines on Hyper-V documentation is the place to confirm the host, guest release, and integration details. Hyper-V availability and prerequisites depend on the Windows edition and configuration, so verify those on your PC before proceeding.
Use WSL 2 for Linux command-line work
If your goal is to use common command-line tools from Windows rather than learn FreeBSD itself, install a supported Linux distribution through WSL. Microsoft’s current installation guide explains the Windows features and version requirements; WSL 2 requires the Windows Subsystem for Linux and Virtual Machine Platform features.
