Can you legally receive crypto from a sanctioned wallet? Not on the basis of the wallet label alone. Under U.S. sanctions administered by the Treasury Department’s Office of Foreign Assets Control (OFAC), the answer depends on whether a blocked person has an interest in the crypto, whether the transaction falls under U.S. jurisdiction, the applicable sanctions program, and whether an exemption or license authorizes it. If a real transfer may involve blocked property, do not move or spend it until a sanctions lawyer or OFAC has assessed the facts.
Why a wallet address alone does not decide legality
OFAC defines a wallet as a means of holding, storing, and transferring digital currency, and an address as an identifier associated with a wallet. A flagged address can be an important warning, but it does not by itself establish who owns the crypto, whether a blocked person has a legal interest in it, or whether a particular transaction is prohibited. OFAC obligations concern blocked persons, property interests, prohibited activity, jurisdiction, and the sanctions program involved. See OFAC FAQ 560 and OFAC’s consolidated FAQs.
Digital currency is not generally exempt from sanctions rules: OFAC says the obligations are the same whether the transaction uses digital currency or traditional fiat currency. That does not mean every transfer involving an address associated with a sanctioned person has the same outcome; the applicable program and facts still control.
How OFAC’s U.S. framework applies
This article concerns U.S. sanctions administered by OFAC, not the rules of every country. U.S. persons and others subject to OFAC jurisdiction generally may not engage in unauthorized transactions involving blocked persons or their property. Property in which a blocked person has an interest, when it is in the United States or in the possession or control of a U.S. person, generally must be blocked. Separate prohibitions may require rejecting a transaction even if there is no blockable property interest. See OFAC’s consolidated FAQs and its guidance on blocked and rejected transactions.

Blocking is a freeze, not a transfer of ownership to the government. OFAC explains that “Title to the blocked property remains with the blocked person”; dealings with the property are generally prohibited without authorization. Crypto’s digital form does not change that principle. See OFAC FAQ 9.
Entities can be blocked without appearing on a list
Under OFAC’s 50 Percent Rule, an entity is blocked if one or more blocked persons own, in aggregate, 50 percent or more of it. The entity does not have to be separately named on the sanctions list. A sender’s absence from a list therefore does not by itself settle whether the sender is blocked. See OFAC FAQ 401.

Blocking and rejecting are different outcomes
Whether an intermediary must block property or reject a transaction depends on whether a blocked person has an interest in the property and on the particular program. A license or exemption may also change the result. Do not assume that a frozen transfer proves the crypto is permanently forfeited, or that a rejected transaction means the funds should be handled as blocked property. OFAC’s guidance on blocked and rejected transactions explains the distinction.
What to establish before accepting or using the crypto
To assess a proposed transfer, gather the facts that determine the applicable rule rather than relying on an address match alone:

- Your jurisdictional links: citizenship, location, entity status, and other connections that may make you subject to U.S. sanctions.
- The sanctions program: identify the relevant program and whether it imposes blocking sanctions or another type of restriction.
- The sender and any principal: determine whether the sender is blocked, is an entity blocked under the 50 Percent Rule, or is acting for a blocked person.
- Any property interest: establish whether a blocked person has an interest in the specific crypto. An address association alone is not a legal determination.
- Authorization: check whether a general license, exemption, specific license, or other authorization covers the proposed transaction.
- Intermediary action: if an exchange or other service has already blocked the funds, ask what reporting, documentation, or release process applies.
Because sanctions designations, licenses, FAQs, and program rules can change, verify the current position for the specific transaction. The OFAC framework does not determine the rules of other countries or resolve an individual case without its facts.
If an exchange freezes crypto sent from a flagged address
A freeze by an exchange or other intermediary is not, on its own, a final decision about your liability or ownership. The intermediary may be responding to a possible sanctions issue. Do not try to route around the restriction or move the funds through another wallet. Contact the intermediary through its official support or compliance channel, request its explanation and instructions, and consult a sanctions lawyer if the transfer may involve blocked property.

An institution may notify a customer that it blocked digital currency, and the customer may apply to OFAC for release. Whether release is available depends on the facts and applicable authority; a customer should follow the institution’s process and obtain legal advice rather than treating a freeze as permission to transact. If you are a U.S. person and determine that the virtual currency must be blocked, OFAC says to deny all parties access, comply with holding and reporting requirements, and use controls that prevent unauthorized release. The initial report is due within 10 business days; annual reports are also required for as long as the property remains blocked. OFAC says blocked virtual currency does not need to be converted to fiat or held in an interest-bearing account. See OFAC FAQ 646.

If you believe the freeze arose from mistaken identity or a typographical error, OFAC describes a process for seeking correction. Do not release property that actually belongs to, or is subject to an interest of, a blocked person without authorization; unauthorized release can expose U.S. persons to civil penalties. - Pause: do not spend, transfer, convert, or otherwise make the potentially blocked crypto available to anyone.
- Preserve transaction records, wallet and exchange notices, addresses, dates, and any information about the sender or purpose of payment.
- Ask any exchange or custodian that has restricted the funds for its written explanation and required next steps.
- Have a qualified sanctions lawyer assess jurisdiction, the sender’s status and ownership, the property interest, the applicable program, and any possible authorization.
- If the facts indicate that blocking is required, follow the applicable OFAC blocking, reporting, and recordkeeping process; do not rely on a general online answer to release the funds.
