tiny11 Core can be built for ARM64, but it is a stripped-down Windows 11 test image—not a dependable shortcut for turning any old or slow PC into a daily-use computer. It removes Windows Update and Windows Recovery Environment (WinRE), and the image cannot be serviced after creation to add updates, languages, or features. Use it for a disposable test on compatible Arm hardware or in a virtual machine, not as a supported lightweight Windows edition.
Does tiny11 Core work on ARM64?
Yes. NTDEV’s tiny11builder project says its scripts can be used with Windows 11 releases and architectures, including ARM64. Its README also notes a brief ARM64-specific error may appear because the image does not include OneDriveSetup.exe in System32. That note is not a guarantee that every Arm device will boot or work correctly; the project does not provide a device-by-device compatibility list.
ARM64 means Windows built for a 64-bit Arm processor. It is not interchangeable with an x64 image for older Intel- or AMD-based PCs. Microsoft’s Windows 11 download page for Arm-based PCs currently lists Windows 11 2025 Update, version 25H2, and says the target needs a 64-bit Arm processor. Before trying an installation, confirm the PC’s processor architecture and check its manufacturer’s firmware and driver documentation. Microsoft cautions that device-maker drivers may be needed for physical installation media to boot.
What Core removes—and why that matters
NTDEV distinguishes its regular tiny11maker.ps1 script from tiny11coremaker.ps1. The regular maker removes bundled apps while retaining the ability to add languages, updates, and features later; the project recommends it for regular use. Core strips more components and is described by the project as “a quick and dirty development testbed,” intended for quick testing or development rather than as a full Windows 11 substitute.

Core’s documented removals include the Windows Component Store (WinSxS), Windows Update, and WinRE. Windows Defender is disabled, though NTDEV says it can be re-enabled. Most importantly, the project says Core cannot be serviced after creation to add updates, languages, or features. The missing servicing capability is separate from Microsoft’s warning about unsupported hardware: even on a device that meets Windows 11 requirements, Core itself lacks Windows Update and WinRE.
Choose the right option for the job

Will it make a “crappy PC” faster?
The available project and Microsoft documentation do not establish measured RAM savings, installation size, benchmark results, or a performance improvement on low-end ARM64 PCs. NTDEV describes Core as significantly reduced, but that is qualitative—not a quantified speed or memory claim. A smaller image should not be treated as proof that a particular slow computer will become responsive, compatible, or reliable.

First identify what makes the PC underpowered: its processor architecture, memory, storage, drivers, firmware, or Windows support status. An old x64 computer cannot run an ARM64 image as if the architectures were equivalent. A low-cost Arm computer may have the right processor but still lack a usable Windows driver or supported firmware path.
Compatibility and support warnings
Microsoft says installing Windows 11 on hardware below its minimum requirements is not recommended. In its guidance for devices that do not meet minimum system requirements, updated December 12, 2024, Microsoft says such devices are not supported and are not guaranteed to receive updates, including security updates. Its ARM download page also warns that installing on ineligible hardware can cause compatibility issues and may affect warranty coverage for damage caused by incompatibility.

These cautions do not make a hardware-check bypass a compatibility certification. And meeting Microsoft’s hardware requirements does not restore the services NTDEV removed from Core. Back up important files before experimenting, and prefer a VM or spare device over a computer you depend on.
Build tiny11 Core from a Microsoft ISO
The reproducible route described by NTDEV is to download a Windows 11 ISO from Microsoft and run the project’s maker script locally. That is different from trusting a prebuilt modified ISO: building locally makes the source image and process clearer, but does not turn Core into a Microsoft-supported edition or verify every possible build’s integrity.

- Confirm the target is a compatible 64-bit Arm device, then review its manufacturer’s firmware and driver instructions. Download the Arm ISO from Microsoft’s Windows 11 Arm download page.
- Read the current instructions in NTDEV’s tiny11builder README and choose the Core maker only if you accept its limits. The project workflow calls for mounting the ISO, opening PowerShell 5.1 as Administrator, following its process-scoped execution-policy instruction, and running the chosen maker with the ISO and scratch-drive letters.
- Select the requested Windows edition or SKU when prompted, then retrieve the generated
tiny11.isofrom the script folder. Follow the README’s current syntax and steps rather than relying on a copied command that may no longer match the project. - Test the resulting ISO in a VM or on a spare device before considering a physical install. For bootable physical media, Microsoft recommends a blank USB drive of at least 8 GB and warns that its contents will be erased. A VM can use the ISO without a physical USB drive.
Should you use a prebuilt ARM64 Core ISO?
Pureinfotech reported on July 2, 2026, that NTDEV had published Windows 11 25H2 tiny11maker and tiny11coremaker ARM images on Archive.org, including an ARM Core image dated October 2025. That reporting shows an image was listed; it is not an independent integrity or safety check, nor does it mean Microsoft endorses or supports the modified ISO. For a more reproducible path, use a Microsoft Windows image and build locally with NTDEV’s published script.
