No—not if the computer is truly shut down and its camera hardware is unpowered. The complication is that a dark screen, closed lid, sleep, and full shutdown are different states. If you want to be sure the camera cannot see anything, shut down the computer and, if appropriate for your device, use a compatible physical shutter or lens cover.
What counts as “off”?
A screen that is dark does not prove that a computer has shut down. Windows defines S0 as working, S1–S4 as sleep states that retain enough context to resume, and S5 as shutdown or off. A closed lid may trigger sleep rather than shutdown, depending on the computer’s settings.
Microsoft’s Windows camera guidance describes the camera subsystem as powered down when it is not streaming and says Windows makes no provision for camera use during Modern Standby. That describes documented Windows platform designs; it is not a universal guarantee for every device, firmware configuration, external camera, or operating system. Apple also notes that some Mac configurations can wake for network access while asleep. Sleep and shutdown should not be treated as interchangeable.
How to tell whether an app is using the camera
Windows
Windows provides camera access settings and activity indicators. On devices with a camera light, it illuminates when the camera is active. If a device has no light, Windows displays a notification when the camera turns on or off. Check Settings > Privacy & security > Camera to review access.

These controls have documented exceptions. Windows Hello may use the camera even when general app access is off, and some desktop apps may not appear in the app list or may access the camera through Windows components. The settings and indicators are useful signals, not a complete audit of every possible access method. See Microsoft’s camera-permissions guidance.
Mac
On a Mac, review app access under Apple menu > System Settings > Privacy & Security > Camera. Apple says a green indicator appears beside the camera while it is on and turns off when all apps using the camera are closed or quit. What you can do for added privacy
- Shut down rather than relying on the screen or lid. Use your operating system’s Shut down command and wait for the computer to power down. On Windows, S5 is the shutdown/off state; sleep states are separate.
- Review camera permissions and indicators. Use the Windows or Mac controls above, bearing in mind their documented limits.
- Consider a physical barrier. A built-in shutter or compatible lens cover blocks the camera’s optical path independently of app permissions. Microsoft’s device-security guidance recommends covering a built-in webcam when it is not in use; see Microsoft’s device-security guidance. A lens cover does not block the microphone or prevent other forms of device compromise.
- Check your model’s instructions before attaching a cover. Covers vary: some computers have built-in shutters, while stick-on sliders or removable covers may not fit every lid. Make sure a cover blocks the lens without interfering with the lid or nearby sensors.
Should you put a cover over a MacBook camera?
Do not assume a generic cover is safe for every laptop. Apple warns that a camera cover on some Mac laptops may damage the display because the clearance between the display and keyboard is tight. It may also affect the ambient-light sensor, automatic brightness, or True Tone. Check Apple’s camera-cover guidance for your model before adding one.
Microsoft’s hardware guidance describes privacy shutters as a physical control requiring hardware interaction rather than software control. If your computer has a built-in shutter, use it as directed by the manufacturer. For other devices, choose a cover only if it fits safely and does not obstruct sensors; see Microsoft’s camera privacy-shutter design guidance.
