Yes, it is technically possible—but there is no documented minimum PC specification that can tell you whether a particular used computer will manage it. Restreamer can run in Docker and publish a configured video source to YouTube. Whether a used PC can keep that stream going depends on the video workload, whether it must be transcoded, the computer’s ability to run continuously, sustained upload speed, and the reliability of power and internet at your location.

The practical answer is to test the exact setup before relying on it. YouTube’s guidance gives you useful targets for encoder settings and upload headroom, but it cannot certify a specific PC, Indian ISP, or power supply.

What a used PC has to do

Restreamer’s documented deployment uses Docker: you run the service on a host computer, configure a video source, and publish it to YouTube with a valid YouTube stream key. That establishes a software path to YouTube, not a hardware guarantee. The reviewed Restreamer documentation does not set minimum CPU, RAM, storage, or GPU requirements, and there is no published benchmark here for a used PC running continuously.

The workload changes significantly depending on whether the video can be sent through as-is or must be transcoded. Transcoding asks the host to process video; Restreamer says FFmpeg can use an available GPU for computationally intensive tasks and reduce CPU load. That does not establish that a particular graphics card—or any particular used PC—can handle your chosen resolution and frame rate around the clock.

  • Pass-through: If your source can be published without transcoding, the processing workload may be different from a setup that re-encodes video. Test the actual source and configuration; the documentation reviewed does not quantify the difference for a given machine.
  • Transcoding: If your configuration needs FFmpeg to encode the video, test the selected encoder, resolution, and frame rate on the computer you intend to use. GPU encoding may help, but it is not proof of adequate performance or continuous-duty reliability.
  • Everything around the PC: A working stream also depends on sustained outbound internet, the YouTube account’s eligibility, rights to the material, and power and network continuity at the installation location.

Set up Restreamer to publish to YouTube

Restreamer’s Quick Start documents a Docker deployment with persistent configuration and data mounts, port mappings, and a restart policy. Its example uses host mappings for the default HTTP and HTTPS ports (80 and 443) to container ports 8080 and 8181, and exposes RTMP-related ports. These are deployment details, not a requirement to open every listed port to the public internet for a YouTube-only publishing setup. Follow the current Restreamer documentation for your configuration and expose only the ports it needs.

  1. Prepare the host. Install Docker on the used PC and use Restreamer’s current Quick Start instructions to create the container. Retain the documented configuration and data mounts so the service’s data persists when the container restarts. Use the documented restart policy, but do not treat it as protection against a PC, power, or internet failure.
  2. Open the Restreamer interface. Complete its initial setup and configure the video source you intend to broadcast. Confirm that the source plays as expected before depending on the channel for continuous operation.
  3. Make sure the YouTube channel is eligible to stream. YouTube requires channel verification and no live-streaming restriction during the preceding 90 days. Check the channel’s access before troubleshooting the PC or Docker setup.
  4. Configure YouTube publishing in Restreamer. In Restreamer, select Publication Service, enter the valid YouTube streaming ID or key, save the configuration, and start the stream. Keep the stream key private; anyone who obtains it may be able to broadcast to your channel.
  5. Set and check the encoder output. Match the codec, resolution, frame rate, bitrate, and keyframe interval to the YouTube encoder guidance below. Test the stream and monitor YouTube’s stream health before leaving it unattended.
  6. Run a real-duration trial. Watch the PC’s performance, the incoming YouTube stream, and the connection over a meaningful test period that includes the video and settings you plan to use. A brief successful start does not establish that the host, ISP, or power will remain reliable 24/7.

Choose YouTube settings and check upload headroom

YouTube’s published H.264 recommendations include the following bitrate values. They are platform recommendations, not measurements of an Indian connection or guarantees of a particular picture quality. YouTube’s recommendations depend on codec, resolution, and frame rate.

H.264 output YouTube-recommended bitrate
480p at 30 fps 3 Mbps
720p at 30 fps 4 Mbps
1080p at 30 fps 5 Mbps
1080p at 60 fps 6 Mbps

YouTube recommends RTMPS and a two-second keyframe interval, with the interval not exceeding four seconds. Its supported encoder settings include H.264 video and AAC or MP3 audio. Use the settings that match your chosen output rather than assuming that the PC’s maximum possible resolution is the best choice for a connection that must run continuously.

Check upload capacity at the location where the PC will run. YouTube recommends 20% headroom above the total streaming bitrate. For example, if the stream’s total bitrate is 5 Mbps, 20% additional capacity is 1 Mbps, so the connection should have at least 6 Mbps of sustained upload available for the stream. This is only a planning calculation: other devices, traffic changes, and interruptions can still affect the broadcast. A single speed test does not prove that a connection will stay stable 24/7.

  • Measure sustained outbound speed at the installation location rather than relying on the advertised plan speed or download results.
  • Account for other devices and competing traffic that share the connection.
  • Check your ISP’s terms and data policy for continuous streaming.
  • Test stream health while the intended video is running and monitor for dropped frames or connection warnings.

Decide whether one continuous stream or a replay archive matters more

A live channel that stays on continuously and a complete replay archive are not the same thing. YouTube says a stream longer than 12 hours may not be captured at all; streams under 12 hours can be automatically archived. YouTube recommends keeping a local archive as a backup when preserving a recording matters.

Restreamer’s YouTube guidance also warns that if the Restreamer stream is interrupted, YouTube may not save the live stream in its DVR archive. For an event where the replay matters, Restreamer advises ending the stream on YouTube first. If you need both around-the-clock availability and dependable archives, plan recording and session handling separately; do not assume YouTube will save a complete replay of one uninterrupted 24/7 session.

Check copyright, account access, and local reliability

Channel eligibility

Before configuring the encoder, confirm that the YouTube channel is verified and has no live-streaming restriction in the preceding 90 days. If it is not eligible, changing the PC or bitrate will not enable the broadcast.

Rights to the video and audio

YouTube scans live streams for third-party content. Identified material can lead to a placeholder, interruption, or termination, and YouTube’s terms make the provider responsible for necessary rights and legal compliance. Use original or properly licensed video, music, and other audio—including ambient tracks in a loop. A video being available online does not by itself establish that you may rebroadcast it.

Power and internet where the PC will run

The available documentation does not establish broadband quality, data limits, outage rates, or electricity reliability for a particular Indian city, ISP, or building. Check those locally: test sustained upload at the installation point, review the ISP’s data policy, and consider what happens if power or service is interrupted. Docker’s restart policy and Restreamer’s reconnect behavior can help with some software interruptions; neither prevents the host computer, power, or connection from failing.

What to know before buying a used PC for this job

A used desktop PC is a plausible host for a self-managed Docker setup, but the documentation reviewed does not establish minimum specifications or identify a suitable model. Avoid buying on a guessed CPU, RAM, or GPU threshold. If possible, test the intended Restreamer configuration and actual source on the candidate machine before purchase, including the kind of encoding it must do. A short test can reveal obvious limitations, but it cannot establish long-term reliability.

Also account for the continuing costs and dependencies the hardware price does not settle: internet service, electricity, and any backup or recording arrangement you choose. No general cost figure can be stated without knowing your local tariffs, plan, and usage.
