When Excel will not delete a row, the cause is usually a specific restriction: the worksheet is protected, a filter hides the row, merged cells interfere with the operation, the data comes from a table or Power Query, or Excel believes used cells extend to the worksheet edge.

Start with protection and filtering, then check the worksheet structure and use the correct row-deletion command. If Excel says it cannot shift nonblank cells off the worksheet, clean up unused rows, columns, and formatting beyond your actual data.

1. Check whether the worksheet is protected

Worksheet protection can prevent row deletion. In desktop Excel, select the affected worksheet and look for one of these commands:

  • Review > Changes > Unprotect Sheet
  • File > Info > Protect > Unprotect Sheet

If Excel asks for a password, enter it and select OK. You should then be able to select the row heading, right-click it, and choose Delete.

If you do not know the password, ask the workbook owner or administrator. Worksheet protection is separate from a password required to open the Excel file.

Allow row deletion while keeping the sheet protected

To allow users to delete rows without leaving the worksheet unprotected:

  1. Select Review > Protect Sheet.
  2. Set or confirm the protection password, if required.
  3. In the Allow all users of this worksheet to list, enable Delete rows.
  4. Enable Insert rows separately if users also need to add rows.
  5. Select OK.

Delete rows and Insert rows are separate permissions. A protected sheet can allow row insertion while blocking row deletion.

Excel for the web

In Excel for the web, go to Review > Manage Protection. Turn off Protect sheet to disable protection, or choose Review > Pause Protection to suspend it for the current editing session. If the sheet uses a password, enter it when prompted. Restore protection with Review > Resume Protection.

Worksheet protection restricts changes to locked worksheet elements, but Microsoft says it is not intended as a security feature. Use file- or workbook-level protection when your goal is to secure the workbook itself.

2. Clear a filter that is hiding the row

A filter can make a row appear to be missing because it is hidden from the current view. A filtered column displays an Applied filter icon in its heading.

To clear one column’s filter, select its filter icon and choose Clear Filter from <Column Name>. To clear all filter criteria while keeping the filter controls in place, select Data > Clear.

These actions are different:

Command Result
Data > Clear Removes the current filter criteria but leaves filtering enabled.
Data > Filter Removes the filter controls from the range.

The keyboard sequence for removing filter controls in desktop Excel is Alt+D+F+F. Filtering applies to the entire range, so you cannot remove filtering from only one column while leaving the range filtered. Clear the criteria or turn filtering off for the range to work with every row.

3. Look for merged cells

Merged cells can cause operations on rows or columns to fail or behave unexpectedly. This is common in sheets with title bands, report headers, or forms where cells have been combined.

Find merged cells in desktop Excel

  1. Go to Home > Find & Select > Find.
  2. Select Options.
  3. Select Format.
  4. Open the Alignment tab.
  5. Select Merge cells, then select OK.
  6. Select Find All.

Selecting an item in the results selects the corresponding merged cell. Unmerge cells that overlap the affected area, then try deleting the row again. The unmerge command is available from Home > Merge & Center.

Find merged cells in Excel for the web

Select a cell in the relevant area and inspect the Alignment group. If Merge and Center is highlighted, the cell is merged. Unmerge affected cells before trying the row operation again.

4. Check whether you are working inside an Excel table

Deleting worksheet rows and deleting an Excel table are different operations. Selecting a row heading and choosing Delete removes worksheet rows; it does not necessarily remove the table structure or its formatting.

If you want to remove the entire table, select its cells and choose Clear > Clear All, or select the table and press Delete. These actions remove the table contents and formatting; they are not the way to delete just one worksheet row.

If you want to keep the data but remove the table behavior, convert the table to a normal range in desktop Excel. Excel for the web does not support converting a table to a normal data range while retaining the data without the table format; open the workbook in the desktop application for that operation.

5. Check whether the rows came from Power Query

Rows loaded by Power Query are query output, not ordinary worksheet records. To change the output, edit the query rather than deleting a result row directly.

To remove error rows from the query:

  1. Select a cell in the query output.
  2. Select Query > Edit.
  3. In Power Query Editor, select Home > Remove Rows > Remove Errors.
  4. Close and load the query again.

This changes the query transformation and its output. It does not delete or repair corresponding records in the external data source. If the source record must be removed, change it in the source system or adjust the query to exclude it.

6. Fix the “cannot shift nonblank cells off the worksheet” error

If Excel displays the message “To prevent possible loss of data, Microsoft Excel cannot shift nonblank cells off the worksheet,” it has detected content or formatting near the worksheet boundary. Examples include formulas copied across a worksheet, formatting applied to a complete row or column, or residual formatting beyond the real data.

Deleting a row requires Excel to shift cells. If that shift would push cells beyond the last available row or column, Excel blocks the operation.

Remove unused formatted rows and columns

  1. Find the last genuinely used column in the worksheet.
  2. Select the first blank column immediately to its right, then select through the final worksheet column.
  3. Delete the selected columns, not just their contents.
  4. Find the first blank row immediately below the real data, then select through the final worksheet row.
  5. Delete those rows.
  6. Save the workbook, close it, and reopen it before testing again.

The documented legacy method is to select the first blank column to the right of the data, press Ctrl+Shift+Right Arrow, and use Edit > Delete. For excess rows, select the first blank row below the data, press Ctrl+Shift+Down Arrow, and use Edit > Delete. That Edit menu path is for older Excel versions; current Windows Excel uses the ribbon or row and column context menus.

If the used range remains abnormally large, remove residual formatting. Do not delete rows or columns containing real data, formulas, named-range dependencies, or required formatting.

7. Use the correct deletion command

Click the row number on the left to select the entire worksheet row, then use one of these methods:

  • Right-click the row heading and select Delete.
  • Select Home > Delete > Delete Sheet Rows.
  • Press Ctrl+- after selecting the row.

If you select only cells in the row, Excel may offer Shift cells up instead of deleting the complete worksheet row. Choose the full-row option when the entire row must disappear.

Recommended order when nothing works

  1. Save a backup copy of the workbook.
  2. Check Review for worksheet protection.
  3. Clear or remove filters so hidden rows are visible.
  4. Check the affected area for merged cells.
  5. Determine whether the data is an Excel table or Power Query output.
  6. If Excel reports a worksheet-boundary error, remove excess rows, columns, and formatting.
  7. Retry by selecting the row heading and using Delete Sheet Rows.

These checks help identify whether the problem is with the worksheet structure rather than the row itself. A protected sheet needs permission changes, a filtered sheet needs its view restored, and query output needs to be changed at the query stage.

FAQ

Why can I insert rows in Excel but not delete them?

On a protected worksheet, Insert rows and Delete rows are separate permissions. The sheet owner may have enabled insertion while leaving deletion disabled. Use Review > Unprotect Sheet, or have the owner reprotect the sheet with Delete rows enabled.

How do I delete a row that is hidden by a filter?

Clear the relevant column filter by selecting its filter icon and choosing Clear Filter from <Column Name>. To clear all criteria, use Data > Clear. To remove filter controls entirely, use Data > Filter.

Why does deleting a row not remove the Excel table?

A table is a separate worksheet structure. Deleting worksheet rows does not delete the table itself. To remove the entire table and its formatting, select its cells and use Clear > Clear All, or select the table and press Delete.

Can I delete rows directly from Power Query results?

Change Power Query output in Power Query Editor. Select a query-output cell, choose Query > Edit, then use Home > Remove Rows and the appropriate removal command. This changes the query result, not the external source data.

What does “Excel cannot shift nonblank cells off the worksheet” mean?

Excel believes cells or formatting extend to the final row or column, so deleting a row would push content beyond the worksheet boundary. Delete unused rows below the real data and unused columns to its right, remove residual formatting, save, close, and reopen the workbook.

The Bottom Line

The fastest fix is usually to unprotect the sheet or clear an active filter. If neither applies, inspect merged cells, determine whether the data belongs to a table or Power Query, and clean up excess formatting or used cells at the worksheet boundary. Once the structural restriction is removed, select the row heading and choose Delete Sheet Rows.
