Yes. Jira and Confluence can work together so teams can connect issues with documentation, show Jira content on Confluence pages, and link work items to the pages that explain them. For Jira and Confluence Cloud sites in the same organization, Atlassian says links are generated automatically; adding a Jira URL as a Smart Link or using the Jira work items macro are the simplest ways to share content. Cloud-to-Data Center connections require more setup, and linked content still obeys its source permissions.
What Jira and Confluence integration lets you do
Confluence can hold project plans, requirements, meeting notes, release notes, roadmaps, troubleshooting guidance, and knowledge articles alongside Jira work. That lets a team document a Jira bug workaround, describe a feature before implementation, or provide self-service instructions tied to the work behind them. There are two common ways to bring Jira into Confluence: a Smart Link for a quick reference or preview, and the Jira work items macro for structured issue content. A macro can show a single work item, a JQL search, selected search results, or a count. It can also be used to create a Jira work item from Confluence and display it on the page. When a work item is mentioned through the macro, Jira can automatically link that work item back to the Confluence page.
Choose the right way to connect them
Use a Smart Link for a quick reference
Paste a Jira issue or view URL into a Confluence page and choose an available display style. Depending on the destination and content, a Smart Link may appear as a URL, inline link, card, or embed. Use the Jira work items macro for issue lists or details
Use the macro when the page needs Jira data rather than just a link—for example, a list of issues matching JQL, a set of selected work items, one issue’s details, or a count. Atlassian explains the available options in its Jira work items macro guide. This is also the documented route for creating a new Jira work item from a Confluence page and displaying it there.

Jira and Confluence Cloud in the same organization
Atlassian says links between Jira and Confluence in the same organization are generated automatically, so administrators may not need to create an application link for basic use. To share content, add the Jira URL to a Confluence page and select a Smart Link display; use the Jira work items macro when you need a searchable or more structured presentation. Connect Cloud with Data Center
A Cloud-to-Data Center connection is an administrator task, not simply a matter of pasting a link. Atlassian’s documented cloud-connector setup lists Jira Data Center 11.3 (LTS) as supported and requires the Cloud site and Data Center instance to belong to the same organization, network communication between them, and an organization admin or Jira Cloud site admin to initiate the connection. A Jira Data Center admin must accept the request and should verify that the accepted scopes match those requested. Review the current Jira Cloud connector prerequisites.
Atlassian also documents a Confluence cloud-connector route. Its guide names Jira Data Center 11.3 (LTS) in the prerequisites and calls for appropriate Confluence or organization administration, a same-organization connection, network communication, and acceptance by a Jira Data Center admin. Check the Confluence connector guide for the route and requirements that apply to your deployment.

For OAuth 2.0 application links, administrators configure incoming and outgoing links on both applications, and the application URLs must be reachable over the network. Atlassian’s OAuth 2.0 application-link guidance describes the app-admin and space-admin permissions for those tasks and says tunnelled application links are not supported with OAuth 2.0 links. The connector guidance discusses network setup and tunnels where supported, so confirm the exact route, version compatibility, and network configuration before implementing it.
Permissions still control what people can see
A Smart Link does not grant access to its Jira source. A person may see a link or preview in Confluence but still need permission in Jira to open or interact with the underlying content. The display and available in-Confluence functionality depend on the viewer’s access in the source application. See Atlassian’s explanation of Smart Link access.

For Data Center project links, Atlassian’s example of linking a Confluence space to Jira issues lists Jira Browse Project, Link, and Edit Issues permissions, as well as access to the relevant Confluence space or pages. It also warns that a project link may break if the user who created it is deleted or deactivated. These are Data Center project-link-specific requirements, not a universal checklist for every Cloud feature; see Atlassian’s Data Center project-link guidance.

The setup depends on whether you use Cloud, Data Center, or Server, and on the versions involved. The Cloud-to-Data Center connector guides cited above list Jira Data Center 11.3 (LTS) for their documented setup; check the version-specific guidance rather than assuming an older or different combination behaves the same way.

Atlassian ended support for Server products on February 15, 2024. It also says Jira Cloud does not support Confluence Server links as Smart Links; those links usually appear as plain URLs. See Atlassian’s Server-link Smart Links article.
