It depends on which Copilot feature you mean. Microsoft documents PC Insights in Copilot on Windows as an opt-in, read-only feature: it asks before accessing relevant PC or file information and cannot make system changes or fixes. Other Copilot experiences can find or read files, or use screen context; separate action-taking features have their own approval steps. There is no single permission rule that applies to every Copilot feature, app, account, and file.
What each Copilot feature can do
“Copilot” refers to several distinct features. Reading information and changing or deleting it are different capabilities, so identify the feature before deciding what a permission prompt means.

Can Copilot read or access your files?
Some Windows Copilot capabilities can search for and read files when enabled. That is different from permission to edit or delete them. PC Insights is narrower: Microsoft says it asks before accessing relevant PC or file information, retrieves only what is needed, and cannot make changes or fixes. Its availability is rolling out gradually, so you may not see it in your app.
For Windows file search, review Account > Settings > File Search and File Read in Copilot. For Vision, consider separately whether you want the feature to use open-screen context; permission to see context in a conversation is not the same as permission to alter files.

Does a recent-file listing mean Copilot uploaded or scanned a file?
No. Microsoft says Copilot does not scan a PC or upload files automatically. The app may show recently opened files by referencing Windows Recent Items stored on the device. Seeing a filename in a recent-items list, by itself, does not show that the file was uploaded or that Copilot read its contents. Microsoft explains the recent-file display and automatic file handling in its Copilot privacy FAQ.
When can a Copilot feature change or delete files?
Some named action-taking experiences can take actions, but their documented controls are feature-specific. Microsoft says Copilot Tasks requires approval or user completion for listed account-altering actions, including deleting files or modifying cloud storage. Cowork Preview can create or modify files and asks permission before certain actions, including writing files. Read each prompt before approving it, especially when the action could change files or account data.

Microsoft advises users not to skip approval prompts when an action is uncertain: Copilot can make mistakes or misinterpret instructions. The available documentation does not establish whether every Copilot app build or workflow can delete arbitrary local files without a prompt. Do not apply one feature’s safeguards as a guarantee about another.
How to check and control access
- Identify the feature. Determine whether you are using PC Insights, file search, Vision, Tasks, Cowork, or another Microsoft 365 Copilot feature. Their access and approval rules differ.
- Review file-search access. In Windows Copilot, open Account > Settings > File Search and File Read to adjust the file-search and file-read access described by Microsoft.
- Respond deliberately to PC Insights. Its permission prompt offers session permission, permission for similar requests, or Not now. Session permission lasts until the PC restarts or the app stops. You can change or revoke PC Insights permissions in Copilot privacy settings.
- Inspect action prompts. For Tasks or Cowork, read the action and its scope before approving. Decline or stop if the requested change is unclear or broader than intended.
- Check account context. Privacy guidance for personal-account Copilot is separate from Microsoft 365 Copilot guidance for work or school accounts. Confirm which account and service you are using before relying on a privacy explanation.
Why one Windows privacy switch may not settle the question
Windows’ Privacy page may not list desktop apps that have access to all system resources. Microsoft therefore does not support treating one Windows privacy toggle as a control for every desktop-app capability. Use the relevant Copilot feature’s own settings and prompts, and consult the guidance for the exact app and account involved. Microsoft describes the limits of the Windows Privacy page.
