Yes—active automated probes can disrupt a service or reveal potential weaknesses, but neither outcome is inevitable. Risk depends on what is being tested: an active application scan sends attack-like inputs to the application, while testing WAF rules checks how the firewall handles requests. Use explicit authorization, a defined scope, staging where possible, and monitoring. A WAF count-mode test does not make a separate active scan harmless.
What does “WAF testing” mean?
The phrase can refer to two different activities. Testing a web application firewall (WAF) checks whether its rules match, allow, or block selected traffic. Active application scanning sends attack-like requests to the application behind the WAF and evaluates its responses. The two can be part of the same security assessment, but they do not have the same effects or risks.
AWS recommends testing and tuning WAF protections in a staging or test environment, then observing rule matches in count mode against production traffic before enabling production actions. By contrast, OWASP ZAP describes active scanning as testing selected application targets with known attacks. Can active probes cause an outage?
They can put a target at risk. A web application scanner explores an application, generates potentially malicious inputs, and evaluates the responses, as described in NIST’s definition of a web application scanner. OWASP ZAP warns that active scanning is a real attack against selected targets and can put them at risk.

That establishes a possibility, not a predictable outage rate. The available guidance does not quantify how often scans cause outages or provide a universal safe request rate or concurrency setting. Impact depends on the application, its routes and side effects, and the scan configuration. A probe may be harmless to one endpoint and disruptive to an application with fragile or state-changing behavior.
How do passive and active scans differ?

These descriptions are from OWASP ZAP’s active scan documentation. A scan’s intensity is not fixed: ZAP scan policies determine which rules run, affecting both request volume and the potential issues flagged. Can probes expose vulnerabilities?
Yes. An active scanner may produce alerts for potential issues such as cross-site scripting, SQL injection, command injection, path traversal, or insecure server configuration. OWASP lists these as scanner target classes, while cautioning that tools differ in strengths and weaknesses. An alert is a lead to investigate, not proof by itself that a flaw is exploitable or has a particular business impact. See OWASP’s vulnerability scanning tools resource.
Conversely, a clean automated report does not prove that an application is secure. ZAP notes that automated scanning will not find logical vulnerabilities such as broken access control. OWASP recommends using multiple testing methods and documenting security activity. How can you test more safely?
- Get authorization and agree on scope. Confirm the target systems, test window, excluded routes, and actions that could change data. Do not actively scan applications without ownership or explicit permission; ZAP’s guidance warns against testing targets without permission.
- Use staging or a test environment when possible. Exercise active probes away from production if the environment can represent the relevant application behavior. AWS recommends testing and tuning WAF protections in staging or a test environment before production deployment.
- Limit the scan to the agreed scope and select a suitable policy. Configure the scanner’s targets and rules deliberately. Scan policies affect the requests sent and the alerts produced; the cited guidance does not establish one safe rate or concurrency value for all applications.
- Monitor the application during the test. Coordinate with the people responsible for the service, watch service health and test results, and ensure the test can be stopped if behavior becomes unsafe. This is a practical control for the documented target risk, not a vendor-prescribed universal procedure.
- Review findings and document the activity. Investigate alerts rather than treating them as confirmed vulnerabilities, and record what was tested and what the results do—and do not—establish.
What does WAF count mode do—and not do?
In AWS WAF, count mode records when a rule matches without changing request handling. Logging, metrics, and request samples can help teams assess what would match before enabling production actions. AWS recommends observing matches in count mode with production traffic before turning on those actions. See AWS WAF testing guidance and AWS preparation guidance for testing a web ACL.
Count mode tests WAF rule behavior; it does not neutralize a separate active scanner’s requests to the application. Also, a rule match or absence of a match is not conclusive on its own: Cloudflare’s managed-rule troubleshooting guidance notes that false positives and false negatives can occur.
