Yes—Apple Preview can replace a third-party PDF editor for routine Mac tasks such as reading, annotating, filling supported forms, signing, and combining or rearranging pages. It cannot edit text already in a PDF, so whether it is enough depends on the work you need to do.
What Preview can do with PDFs
Preview is built into macOS and covers several common PDF tasks. Apple’s current Preview User Guide for Mac is for macOS Tahoe; its guide selector also lists earlier macOS releases, so available features and instructions can vary by version.
- Review and feedback: Add highlights, notes, text, shapes, and other markup. These tools are useful for comments or visual feedback, but they do not change the PDF’s existing text.
- Forms and signatures: Fill supported form fields and add a signature using a trackpad, camera, iPhone, or iPad. Enhanced contact AutoFill requires macOS 14.2 or later, and it does not work with every PDF. See Apple’s guide to filling and signing PDF forms.
- Page organization: Combine PDFs and move or reorder pages using page thumbnails. Apple’s PDF-combining instructions describe dragging thumbnails between documents.
- PDF management: Apple’s current guide also lists exporting PDFs, protecting them with a password, and reducing file size. The guide establishes that these features are available, but does not provide a basis here for comparing their quality with other editors.

Where Preview falls short: editing existing text
Preview’s markup tools let you place text or comments over a page, but they do not revise text that is already part of the PDF. Apple puts the distinction plainly: “Although you can’t edit the text of a PDF in Preview, you can use the markup tools to provide feedback or write down something you want to remember.”

If your task is correcting a name, replacing a paragraph, or changing other existing PDF text, that limitation is the clearest reason to consider a dedicated PDF editor. Choose based on whether it supports the specific text changes and document workflow you require.
How to decide whether Preview is enough

Combine PDFs without overwriting your only originals
- Make copies first: Duplicate the source PDFs in Finder if you need to retain the originals unchanged. Preview saves edits automatically.
- Open the PDFs in Preview: Use the page thumbnails to see the pages you plan to move.
- Drag pages between documents: Drag thumbnails from one PDF into the other, then arrange the pages as needed.
- Check the combined document: Review the page order and confirm the saved file is the version you intend to keep.
Bottom line
Preview is a capable no-extra-editor option for everyday PDF reading, annotation, supported forms, signing, and page organization on a Mac. If you must change text already in a PDF, Preview is not a substitute for an editor with that capability.
