A WiMAX CPE is subscriber-side equipment, and a configurable radio or WiMAX chipset alone does not show that it can serve subscribers as a base station. Treat a conversion as a device-specific engineering project, not a plug-and-play firmware change.
What separates a CPE from a base station?
A CPE (customer-premises equipment) is a subscriber station: it joins a network provided by a base station. A base station has a different role. It manages radio links to subscriber stations and connects those links to network and control functions. In the architecture described by a 2007 EE Times design article, a pico base station combines a radio interface, baseband processing, a network interface, and a central control entity.
That division of work matters more than the label on the enclosure. Changing a radio setting cannot supply missing base-station MAC functions, network integration, or control software. A device must have a compatible platform and an implementation of the functions needed to coordinate subscriber stations.
What does the documented WiMAX design example show?
In a May 23, 2007 EE Times article, Ali Zeeshan of Fujitsu Microelectronics America described a representative WiMAX reference design that could be used as a pico or micro base station by developing upper-MAC and application-layer software for its two integrated RISC processors. This is evidence about that reference-design approach—not proof that an ordinary retail CPE can be converted.

Reference-design hardware is a system, not just a transceiver
The article’s Fujitsu MB87M3550 reference design included a WiMAX system-on-chip, SDRAM and flash, a radio reference board, an Ethernet PHY, a voltage-controlled temperature-compensated crystal oscillator (VCTCXO), power regulation, and a direct digital synthesizer or programmable PLL for sampling-clock generation. This is an example from that design, not a universal parts list for WiMAX base stations.
The software role changes
A separate 2014 paper describes CPE software in subscriber-station terms. Its upper-MAC discussion includes service-specific convergence, privacy, authentication, and management; its lower-MAC discussion covers physical setup and control, OFDM drivers, and the physical service access point. Those descriptions help explain the software layers, but they do not show that subscriber firmware can be switched into base-station mode.

Can I turn a WiMAX subscriber unit into a base station?
The available documentation does not establish a tested conversion for any named retail CPE model. Before treating a particular unit as a candidate, verify each of the following for its exact model and board revision:
- Base-station-capable platform: Identify the chipset and confirm that the platform supports base-station PHY and MAC operation, not merely subscriber operation.
- Software access: Establish whether compatible base-station PHY, lower-MAC, and upper-MAC software exists, whether its APIs or source are available, and whether licensing permits the intended use.
- Radio and network match: Check that the device’s frequency range, channel width, duplex method, radio configuration, and software stack match the intended network. WiMAX systems may use TDD or FDD, and a chipset name alone does not establish compatibility.
- RF and timing suitability: Inspect the radio front end, duplexing, transmit chain, timing, antennas, and power capability against the target system’s requirements.
- Network and control integration: Determine how the device would connect to backhaul and expose the control functions a base station needs.
- Interoperability evidence: Look for documented tests with the specific subscriber stations and network configuration you plan to use. General WiMAX compatibility is not model-specific proof.
- Support and authorization: Check current availability of the necessary components and software, and separately determine the radio authorization and emissions rules that apply where you intend to operate.
These checks follow from the documented architecture; they are not reported conversion results. The consulted material does not provide a firmware port, procedure, interoperability result, or current support path for a specific retail CPE.

Why band, duplexing, and network configuration matter
“WiMAX” does not identify one interchangeable radio configuration. The 2007 EE Times article discusses fixed WiMAX reference designs using TDD or half-duplex FDD, with possible frequency coverage dependent on external components and software. That historical design context does not establish that a particular CPE supports the same band, channel, duplexing, or software configuration as a target network.
A historical ORBIT Laboratory page, last modified June 30, 2014, describes a commercial NEC Mobile WiMAX base station used in a research testbed. Its rack system included channel cards and a network interface, operated in specified bands and channel widths using TDD, and exposed MAC/PHY resource and management controls. It illustrates the integration expected of a base-station installation; it is not current product guidance or evidence that a CPE can provide the same functions.

Modified hardware still has to meet local radio rules
Changing firmware or radio configuration can affect transmit behavior. The 2007 EE Times article notes that software can adjust antenna-gain characteristics and radiated transmit power to meet local limits and reduce interference. That historical statement does not determine whether a modified device is authorized to transmit today in any particular jurisdiction. Check the applicable rules and authorization requirements before transmitting; technical capability is not permission to operate.
