Yes. A £399 laptop can handle everyday documents, browser research, presentations and video calls if its operating system runs the software you need and you choose a suitable configuration. UK listings include a Chromebook Plus at £399 and Windows laptops below £400. Those prices and specifications are catalogue examples, not hands-on test results—and a budget alone does not guarantee a good webcam, comfortable keyboard or all-day battery life.
Start with the software you need
Before comparing processor names or screen sizes, check your course or employer’s requirements. The decisive question is often whether the required applications are available for ChromeOS, Windows, or both.
- A Chromebook can suit web-based work: browser-based courses, cloud documents, email, research and web applications are natural fits. It may not run desktop software required by a course or workplace.
- Choose Windows when an application specifically requires it: still verify the exact application, laptop and peripherals. The Windows label alone does not guarantee compatibility.
- Check Arm compatibility separately: some Windows laptops use Snapdragon processors. For those models, verify specialist Windows software and older peripherals before buying.
If considering an older refurbished Windows laptop, check its exact processor against Microsoft’s official Windows 11 system requirements; an older model may not qualify.

Which specifications matter for everyday work and study?
Memory: 8 GB is a practical baseline
A UK student buying guide describes 8 GB as workable for ordinary documents, browser tabs and calls. Sixteen GB provides more room for heavier multitasking, but may mean compromises elsewhere under £400. Check whether the memory is upgradeable: inexpensive laptops may have soldered RAM that cannot be expanded later.

- Intel Celeron N4120: 4 Cores & Threads, 1.1GHz Base Clock, Up to 2.6GHz Boost Clock, 4MB Cache, Intel UHD Graphics 600. The perfect combination of performance, power consumption, and value helps your device handle multitasking smoothly and reliably with four processing cores to divide up the work.
Processor: check the full model
“Core i3” or “Ryzen 5” is not enough to judge a laptop. Performance varies by the exact processor model and generation, as well as the laptop’s design. Look for the full processor name on the product page; if it is missing, ask the retailer before purchase.
Storage: an SSD helps, capacity depends on your files
For a general-purpose laptop, look for an SSD. A 256 GB drive can be restrictive if you keep large media, downloads or project files locally. Cloud storage can ease that constraint if your connection and workflow allow it.

Screen, keyboard and portability
These affect comfort through long study sessions. Compare screen size and resolution, keyboard layout, and the laptop’s actual weight and dimensions—especially if you will carry it to campus or work. The catalogue examples above list screen size and weight, but those figures do not tell you how comfortable a particular keyboard or display will feel.
Will it be good enough for video calls?
Do not infer call quality from the price or processor alone. Check the webcam, microphone and Wi-Fi specifications, and look for a chance to assess the camera and keyboard before committing. The available catalogue information does not provide comparable webcam or microphone testing for the named models, so it cannot establish which one gives the best call quality.

- Intel Processor Up to 2.80GHz, 4GB DDR4, 128GB Storage
- 15" FHD IPS Display, Intel UHD Graphics
- 1x USB Type C, 1 x USB Type A, 1x Headphone/Microphone Combo Jack, HDMI
- Fast WiFi and Bluetooth, Integrated Webcam
- Chrome OS, AC Charger Included, Pastel Silver
Also treat advertised battery life as an estimate, not a promise of a full day of calls. Google’s “up to 12 hours” figure for the listed Chromebook configuration is a manufacturer-stated maximum, and Google says actual battery life varies. The cited listings do not establish comparable real-world battery runtime during video calls.

The laptop’s sticker price may not cover everything your setup needs. Depending on the model and your existing equipment, allow for a suitable charger, USB-C adapter or hub, sleeve, extra storage, software, delivery or protection plan. Check compatibility before buying accessories; not every buyer needs these extras.
