A chatbot built as a multi-provider router can forward your prompt to the AI provider you choose—or to one selected automatically. But that is not how every chatbot works. Check the service’s routing disclosures and settings; a list of cloud, support, or safety vendors does not by itself mean your prompt is being sent to another company’s AI model for an answer.
What it means for a chatbot to route a prompt
Model-provider routing happens when a chatbot sends your prompt to a different company’s AI model to generate a response. The provider may be selected by you or chosen automatically by the service.
OpenRouter is a documented example of this arrangement. Its privacy policy says, “When you use our Service, we transmit your Inputs to the Model Provider(s) you select.” OpenRouter also says inputs may go to a provider selected through automatic routing. This describes OpenRouter’s service; it is not evidence that all chatbots route prompts this way. Read OpenRouter’s Privacy Policy for its explanation.
Model providers and subprocessors are not the same
A model provider processes a prompt to produce an AI response. A subprocessor may instead provide an operational service, such as cloud hosting, content delivery, support, or safety review. A chatbot can rely on subprocessors without routing prompts to a competing AI model for inference.

OpenAI publishes information about service providers and subprocessors, including a subprocessor list updated July 9, 2026. Those disclosures describe service-provider processing; they do not establish that OpenAI routinely sends prompts to another model company to generate answers. Why the receiving provider’s rules matter
When a router forwards a prompt to an outside model provider, the provider’s own data practices matter as well as the router’s. OpenRouter says providers differ in whether they retain inputs and outputs or use them for training or improvement. Check the terms for the provider handling the specific request rather than assuming one policy applies to every model available through a router.

What privacy controls do—and do not—cover
OpenRouter documents provider data-policy filtering and a zero data retention (ZDR) setting that restricts inference to endpoints designated as zero-retention. Its documentation cautions that provider labels are not definitive. It also notes that server tools and plugins may be governed by third-party policies, so a control for model inference should not be assumed to cover connected tools.
- Check which providers or endpoints a filter or ZDR setting covers.
- Confirm whether the setting applies to the particular request, model group, or account.
- Review separate policies for tools and plugins that may receive information.

Deployment can change who processes the data
The relevant terms may depend on whether you use a consumer chatbot, an API, a business or enterprise arrangement, or a cloud platform deployment. Anthropic says its described API arrangements apply when Anthropic is the data processor. For deployments through Amazon Bedrock or Google Cloud, the cloud provider is the data processor and its own retention documentation applies. See Anthropic’s Claude API data-retention documentation.

- Find its routing explanation. Look for terms such as “inputs,” “prompts,” “model providers,” and “automatic routing.” Determine whether you or the service selects the provider.
- Identify who handles the request. Check which model provider receives the prompt for the model or feature you are using; a vendor list may identify subprocessors rather than inference providers.
- Read the provider’s data terms. Check retention and training rules for the provider handling that request, as well as the router’s policy.
- Check privacy-control coverage. Verify which endpoints a provider filter or ZDR setting covers and whether tools or plugins have separate policies.
- Match the terms to your deployment. Consumer, API, business, enterprise, and cloud-platform arrangements may assign data-processing responsibilities differently.
These checks establish what the published documentation says; they do not prove that every model, feature, region, or account tier behaves identically. For a specific chatbot, use its current documentation and settings.
