Build software when important needs are distinctive and your organization can fund and operate the result; buy or configure a product when it meets most needs and faster deployment or supplier expertise matters more. Compare both over the same time period, against the same outcomes, and include maintenance, integration, staffing, security, and exit—not just the development estimate or subscription price. A hybrid approach, such as buying a platform and building only a distinctive capability, may be the better fit.

What should you compare before deciding?

Start with the user problem, not a preferred technology or a general rule to always build or always buy. Define the outcomes the software must deliver, separate essential capabilities from preferences, and identify constraints such as security, privacy, accessibility, data residency, legal obligations, and integration with existing systems.

Then compare realistic options—including configuring an existing product, buying components, building selected features, and developing a complete custom system—against the same requirements and assumptions.

Portability and exit Can the software be transferred to another team or platform? Can data be exported in usable formats, and what are realistic exit costs and timelines?
Capability risk Can you retain the necessary skills and institutional knowledge? Can you manage supplier, contract, integration, and renewal risks?

How do you compare lifecycle costs fairly?

Set a shared comparison period, expected usage or transaction volumes, and service level. Compare the costs of delivering the same business outcome; do not treat a one-time development estimate as equivalent to a recurring subscription without adding the costs each option shifts elsewhere.

For a build, estimate design and development, infrastructure, testing, deployment, training, support, security work, ongoing maintenance, and future upgrades. Include the cost of retaining the people and expertise needed to operate and evolve the software, as well as the opportunity cost of assigning them to it.

For a purchase, include subscription or license charges, implementation, configuration, integrations, training, internal administration, support, security responsibilities, customization, renewal terms, and eventual data migration or exit. A lower initial cost does not establish a lower total cost over the period you care about.

Use your own staffing assumptions, product quotes, expected usage, and time horizon to model scenarios. The cited guidance does not establish a universal maintenance percentage, savings rate, or break-even year. Microsoft’s Azure Well-Architected cost guidance recommends including development resources, infrastructure, maintenance, support, licensing, and updates, but it is vendor-authored guidance focused on cloud costs rather than an independent market-wide cost study: Architecture strategies for getting the best rates from providers.

When is building custom software a better fit?

Building can make sense when a requirement is genuinely distinctive, central to the organization’s work, and poorly served by available products. It may also suit a limited supplier market or a need for rights to modify and control the software—if the organization has the people, time, and budget to deliver it.

Custom software offers more direct control over requirements and the ability to adapt processes, but that control comes with responsibility. Name an accountable product owner and a team that will handle operation, updates, testing, support, security, and continued development after launch. The people who built a system are not a substitute for a durable operating plan.

When is buying or configuring a product a better fit?

Buying is often a stronger candidate when a commercial product already meets most user needs and configuration can bridge the remaining gaps. It may enable a quicker path to a usable service and provide supplier expertise, while leaving your organization responsible for fit checks, integration, adoption, contracts, and oversight.

Test configuration separately from customization. Changes to off-the-shelf products, workarounds, or extensive bespoke modifications can raise costs, complicate maintenance, limit scaling, and make upgrades harder. UK Government Digital and Data guidance advises trying a product against a small but difficult problem, including integration and user experience, rather than relying on a broad demonstration: Define your purchasing strategy.

For a purchase, assign responsibility for configuration, integrations, supplier and contract management, renewals, and migration readiness. A supplier may handle parts of the service, but confirm exactly what it covers and what your team must still do.

How should you assess control, lock-in, and exit?

Control is not just ownership of source code. Record who owns the data and intellectual property, what rights you have to modify or transfer software, whether interfaces and artifacts are accessible, and whether data can be exported in a useful format. For a purchased service, also review contract terms, termination costs, renewal conditions, supplier concentration, and the practical time and cost of moving.

For a custom build, consider dependence on scarce internal expertise or the outside team that created it. A system can be nominally owned by your organization yet difficult to change if essential knowledge, credentials, or operating practices are not transferable.

Lock-in can be a reasonable trade for value, but estimate the switching cost and exit time rather than assuming portability. UK cloud guidance distinguishes commercial lock-in, such as restrictive contracts, from technical lock-in caused by architecture, non-equivalent provider services, or gaps in skills. It notes, “It’s impossible to avoid technical lock-in completely,” and says an organization may accept less portability when a service offers good value for money. Consider open standards and formats where practical, particularly for SaaS data: Managing technical lock-in in the cloud.

How do SaaS, COTS, and custom build differ?

SaaS is software delivered as a service; COTS means commercial off-the-shelf software; custom build means software developed for the organization. These options differ in where operational work and supplier dependence sit, but none is automatically best. The World Bank’s 2021 GovTech Procurement Practice Note compares the models qualitatively for government technology acquisition, not as a universal private-sector prescription:

Option Potential advantage Trade-off to examine
SaaS Existing functions may enable faster deployment and reduce operational work. Supplier dependence and migration costs can matter, especially if maintenance and evolution terms are unclear.
COTS Existing functions can make it faster to adopt than a full custom build. Customization may increase operations and maintenance costs over time and constrain upgrades.
Custom build More flexibility to meet distinctive requirements. Usually takes longer and depends heavily on the organization’s internal ICT capacity.

The World Bank’s conclusion is explicitly context-dependent: “A universal best practice for a GovTech system acquisition does not exist; rather each model suggested in the above table has different pros and cons that are dependent on the country environment and implementing agency technical and financial capacity.” See the GovTech Procurement Practice Note.

What is a practical decision process?

  1. Define the outcome. Describe the user problem, required workflows, must-have capabilities, and legal, security, accessibility, data, and integration constraints.
  2. Map and test the market. Identify products that meet the core need. Ask for a demonstration or small trial using representative workflows, including a difficult use case, integration, accessibility, user experience, and deployment fit.
  3. Build a like-for-like cost model. Use a common time horizon, volume assumptions, and service level. Include internal staffing and opportunity cost, likely growth, upgrades, support, and exit—not only vendor charges or build estimates.
  4. Check operational capability. For a build, identify the product owner and the team responsible after launch. For a purchase, assign configuration, integration, supplier and contract management, and migration-readiness responsibilities.
  5. Document control and dependencies. Record code and IP rights, data ownership and export format, interface access, contract term and termination costs, supplier concentration, and key-person dependencies. Make an exit plan proportionate to the value and switching risk.
  6. Choose the least risky fit, not a category by reflex. Decide whether configuration, purchased components, a hybrid, or a full build meets the need with acceptable lifecycle cost and risk. Record assumptions and revisit the decision if requirements, market options, or costs change.

How do you account for maintenance after launch?

Maintenance is part of both options, though the work differs. A custom system needs an accountable team for updates, testing, security, incident response, user support, and technical debt; plans should also allow for continued development as needs change. A purchased product still requires integration maintenance, license and contract oversight, supplier management, configuration, security coordination, and a workable data-export and exit plan.

There is no evidence here for one maintenance multiplier that applies to every organization or product. Estimate ongoing work from the actual architecture, service commitments, staffing model, supplier terms, and expected changes, then include it in the same lifecycle comparison as the initial cost.
