Moodle may fit one that prioritizes open-source control, customization, and choice of hosting and support. The better choice depends on your courses, integrations, staffing, service requirements, and full operating cost—not a feature checklist or a headline price.

Which platform fits your institution?
Consider Blackboard if you want a vendor-managed service
Blackboard may be worth evaluating if your institution prefers a direct vendor relationship and wants institutional workflows delivered as part of a managed offering. Its product pages describe integrations, accessibility-related capabilities, AI tools, and institutional controls. These are vendor descriptions, not proof that a particular feature is included in your quote or will meet your requirements. Check the contract, technical documentation, and a working demonstration.
Consider Moodle if control and customization matter more
Moodle may be a better fit if the institution wants an open-source platform it can adapt, extend, and host through a provider of its choice. Moodle describes services that include hosting, support, customization, migration, and training through Moodle HQ and certified providers. Open-source software does not make operating the LMS cost-free: hosting, upgrades, security, administration, support, and any custom work still need to be funded and managed.

Students usually do not choose the campus LMS
This is primarily an institutional procurement decision. Students can compare the experience their school provides, but the school typically selects and operates its platform. For students choosing between schools, assess the actual course experience, accessibility, support, and mobile access offered by each institution rather than assuming a platform name determines quality.
Compare total cost, not a starting price
The available Software Advice listing gives starting prices, but it does not show that Blackboard and Moodle prices cover equivalent users, hosting, implementation, support, or service levels. Do not use those figures to calculate a savings percentage or set an institutional budget. Request current, written quotes for the same scope.

Build a like-for-like cost model that includes:
- Subscription or license charges, hosting, and any provider fees.
- Implementation, migration, integrations, and data conversion.
- Faculty and administrator training, internal staff time, and ongoing support.
- Upgrades, security work, customizations, and plugin maintenance.
- Contracted service levels, renewal terms, and any costs of scaling or changing providers.
For Moodle, include the full hosting and operational service model rather than treating the source code as the total cost. For Blackboard, confirm the features and support entitlements included in the institution’s proposed contract.
Check integrations, accessibility, and AI controls
Integrations and architecture
Blackboard says it supports LTI 1.3 and REST APIs and lists integrations including Turnitin, VitalSource, Zoom, Microsoft Teams, and student information systems. Moodle describes integration options for conferencing, authentication, academic integrity, and content tools, alongside plugins. These descriptions do not establish compatibility with your exact system versions, licenses, or workflows. Have both vendors or providers demonstrate the specific integrations your institution depends on.

Accessibility and course authoring
Blackboard’s January 2025 comparison describes accessibility review and accessible-format capabilities; Moodle’s official materials also discuss accessibility features and standards. A platform feature list is not evidence that your local courses, documents, or workflows are accessible. Test representative course materials with students and staff who use assistive technology, and include accessibility specialists in the evaluation.
AI and institutional policy
Blackboard describes AI tools for course and assessment creation and institution-level controls. Moodle describes configurable AI integrations and AI principles. Before enabling any AI feature, compare current technical and privacy documentation, data handling, consent requirements, policy controls, and whether the institution can disable or govern the feature. Confirm these details directly with each vendor or provider.

What the published comparisons can—and cannot—tell you
Blackboard’s Blackboard vs. Moodle comparison is a vendor-authored feature comparison labeled “As of January 2025.” Its customer testimonials are individual accounts, not representative results. The feature claims can help identify questions to ask, but they are not independent verification.
Blackboard’s current LMS page reports that 41% of its R&D investment goes to eight core workflows and that time-on-content increased 68% after its 2026 user-interface refresh. These are Blackboard-reported figures, not independently verified findings or guaranteed outcomes for another institution. The page also recounts a six-month Sacred Heart University pilot in 2022 involving 29 instructors: Blackboard says 27% recommended moving to Canvas and 3.5% to Brightspace. That account concerns Blackboard, Canvas, and Brightspace—not a controlled Blackboard-versus-Moodle comparison.

A 2021 paper by Ajayi Ekuase-Anwansedo, Jose Noguera, and Brandon Dumas examines one university’s transition from Blackboard to Moodle during fall 2016, a period that overlapped with a major Louisiana natural disaster. It can illustrate how local circumstances affect a migration, but it does not establish a general product ranking or prove that one LMS is easier to use. The 2021 transition study
The Software Advice ratings and starting prices are snapshots from a comparison page updated March 20, 2026. Ratings reflect site reviews rather than controlled tests, while the prices’ scope is unclear. Neither substitutes for a current quote or a pilot based on your institution’s requirements.
How to choose: run a representative pilot
Use the same scenarios, participant groups, and evaluation criteria for both platforms. Include faculty, students, accessibility specialists, IT and security staff, and procurement. A useful pilot should test real work, not just a prepared product tour.

- Script the same tasks on both platforms. Include course creation, grading, mobile access, accessibility remediation, identity management, integrations, reporting, data export, and support escalation.

- Compare the results against your priorities. Weigh measured task completion and accessibility findings alongside total cost, staffing capacity, support obligations, and the institution’s desired level of control.
