If you want a survival game where a fortified base does not end the danger, Rust is the clearest choice for player-driven raids, while Conan Exiles offers a different threat: PvE attacks by creatures or NPCs through its Purge mechanic. Which one fits depends on whether you want other players to threaten your base or a server-enabled event to do it.
How these games keep a base at risk
A base can be vulnerable in different ways. In Rust, the documented focus is raids by other players, with Raid Windows shaping when that risk applies. In Conan Exiles, the Purge brings creatures or NPCs against a player’s base. Server rules matter: a feature’s presence does not mean every server exposes bases to the same threat.

Rust: the strongest fit for player-driven raids
Facepunch’s official discussion of Raid Windows describes a time-limited arrangement for raids and draws a clear line around the window: “During a Raid Window, everything is fair game, it’s regular rust.” Read Facepunch’s Raid Windows announcement.
That makes Rust the most direct recommendation here if the appeal is defending a base from other players. Do not assume the same raid-window schedule or rules apply to every server; check the specific server’s settings before joining.

Conan Exiles: PvE attacks through the Purge
Conan Exiles provides a different kind of base pressure. Funcom describes the Purge as a threat to a player’s base from creatures or NPCs. It can suit players who want a base-defense challenge that is not simply another player choosing when to raid. See Funcom’s explanation of the Purge.
The Purge is active on official servers, but private server administrators can turn it on or off. If this mechanic is central to your choice, verify that it is enabled on the server you plan to play.

ARK: a possible PvP alternative, with a caveat
ARK is another candidate if you are considering multiplayer PvP base raiding. The ARK community wiki describes raids as a major component of multiplayer PvP, but current official server mechanics are not established here.
