For a single pre-encoded video that FFmpeg repeats and sends to YouTube without re-encoding, start by testing an Oracle Cloud Infrastructure VM.Standard.A1.Flex instance with 1 OCPU and 6 GB of RAM. Treat that as a low-cost trial configuration, not a proven 24/7 production size: no cited benchmark establishes that it will sustain a particular continuous stream. If you re-encode, use demanding filters, run multiple streams, or need strict uptime, test your actual workload and scale from measured resource use.

Choose the shape based on what FFmpeg does

The key sizing question is whether FFmpeg copies the video’s existing audio and video streams or decodes and re-encodes them. Oracle’s instance name alone cannot answer how much compute your workflow needs.

Loop and stream-copy an already encoded file

For a single pre-encoded video, a loop using FFmpeg’s -stream_loop input option and -c copy avoids video and audio encoding work. That is the workload for which a 1-OCPU, 6-GB A1.Flex instance is a sensible starting point to test. FFmpeg documents -stream_loop as an input option and explains that streams are transcoded unless stream copy is requested with -c copy (FFmpeg documentation).

Re-encode, filter, or run several streams

Transcoding and filters add work that depends on the codecs, resolution, frame rate, bitrate, and filter chain. Multiple simultaneous streams also change the load. There is no justified fixed OCPU requirement for these cases without details of the media and a representative test; monitor CPU, memory, and network use, then adjust the instance configuration.

Why start with VM.Standard.A1.Flex?

Oracle describes VM.Standard.A1 as Arm-based OCI Ampere A1 compute, using an Ampere Altra Q80-30 processor. Oracle says each OCPU corresponds to one hardware execution thread, with a maximum frequency of 3.0 GHz. A1.Flex can be configured from 1 to 76 OCPUs and up to 472 GB of memory; the shape reference lists maximum network bandwidth of 1 Gbps per OCPU, up to 40 Gbps (Oracle Compute Shapes).

Those are shape limits, not the resources allocated to every A1 instance or a guarantee of streaming performance. A small configuration receives resources according to its selected OCPU and memory allocation. The 1-OCPU, 6-GB recommendation is a proposed trial point for a single stream-copy loop—not an Oracle or FFmpeg benchmark.

What Always Free covers—and what it does not

Oracle’s current Always Free resources documentation gives each tenancy 1,500 A1 OCPU-hours and 9,000 GB-hours per month, equivalent for Always Free tenancies to 2 OCPUs and 12 GB of memory. That pool can be assigned to one 2-OCPU instance or up to two 1-OCPU instances, with memory allocated within the entitlement. It is a monthly allowance, not an unlimited instance entitlement. Always Free compute instances must be created in the tenancy’s home region (Oracle Always Free Resources).

Availability is separate from quota. Oracle warns that an “out of host capacity” error means Always Free shapes are temporarily unavailable in the home region; trying another availability domain or waiting may help. For paid scale-out, check the limits applicable to your account and region before planning capacity: Oracle’s published service limits do not guarantee immediate host availability (Oracle Limits by Service).

Check Arm compatibility before provisioning

A1.Flex is an Arm shape. Oracle’s instance creation guide says Ampere A1/A2 shapes do not support Windows, so do not assume that a Windows workflow can be moved unchanged. Before committing, verify that your chosen operating-system image, FFmpeg build, codec libraries, and scripts support Arm (Oracle Creating an Instance).

  • Confirm that your FFmpeg package and any required codec libraries are available for the image’s Arm architecture.
  • Test the actual input file and full command, including any filters, audio handling, and output settings.
  • Check that scripts and other dependencies do not rely on x86-only binaries.

Test the stream before sizing for production

The recommended starting point is not a promise of uninterrupted service. The exact requirement depends on source resolution and codecs, whether audio or video is re-encoded, filters, output bitrate and frame rate, stream count, region, account type, and acceptable interruptions. No workload-specific continuous-stream benchmark is established here.

  1. Record the workload. Note the media’s resolution, frame rate, codecs, and bitrate; identify whether the command copies or re-encodes streams, which filters it applies, and how many streams must run at once.
  2. Provision the trial shape. Create a VM.Standard.A1.Flex instance with 1 OCPU and 6 GB RAM in the region and operating-system image you intend to use, subject to Oracle’s home-region requirement for Always Free compute and actual capacity.
  3. Run the real loop. Use the intended file, FFmpeg build, command, and YouTube output settings. A brief startup check will not establish whether the instance can sustain your continuous workload.
  4. Observe resource use and stream behavior. Track CPU, memory, and network use while the stream runs, and check that YouTube continues to receive it. Test representative content and operating conditions rather than extrapolating from a different file or command.
  5. Adjust based on evidence. If resource pressure or stream interruptions appear, investigate the cause and test a larger allocation or a different configuration. Recheck the tenancy’s quota and regional capacity before relying on paid scale-out.

Do you need hardware acceleration?

For a CPU-only stream-copy loop, a GPU is not a default requirement because FFmpeg is not re-encoding the streams. If you need hardware encoding, verify independently that the OCI configuration provides the required hardware device and that the FFmpeg build, encoder or decoder, and driver support it. FFmpeg notes that hardware acceleration depends on support across those components and can be unavailable or add overhead in some workflows (FFmpeg documentation). The available A1 information does not establish a GPU on A1.
