There is no evidence-based universal winner among online background check tools: employment screening, tenant screening, and getting a copy of your own report are different services with different users and legal requirements. Start with your use case, then compare the checks offered, identity and record-matching safeguards, dispute process, compliance workflow, geographic coverage, support, and the full cost—including pass-through fees.

Choose a tool for the job you need done

A background check is not one standard report. Before comparing vendors, decide who the report is for and what decision or need it will serve. A service designed for an employer is not automatically the right choice for a landlord or an individual reviewing their own file.

Employment screening

Employers generally need a screening provider that can support the checks relevant to the role—such as criminal-record searches, employment or education verification, professional licenses, or driving records—and fit those checks into a compliant hiring process. The Consumer Financial Protection Bureau (CFPB) lists multiple employment-screening companies, including Accurate Background, Universal Background Screening, ADP Screening & Selection Services, and backgroundchecks.com. The directory identifies provider categories; it is not a ranking or a feature comparison.

Tenant screening

Landlords should look for a tenant-screening product and confirm which records it covers, where it is available, and how it handles applicant disputes. Do not assume an employment-screening package has the right workflow or report scope for rental decisions. The CFPB warns that errors in tenant-screening reports can cost people time, money, and housing choice.

Personal report access

If you want to review information held about you, use a consumer-facing report-access or dispute channel rather than buying an employer’s screening workflow. The CFPB’s Checkr directory entry says a person may request a free report from Checkr if one of its clients previously requested a report about them. That is a specific route to a report, not a general-purpose background search.

What to compare before choosing a provider

Compare providers on the work they actually do and the protections around it, not just the number of checks listed on a product page.

  • Purpose and report scope: Confirm whether the service is for employment, tenant screening, or personal report access, and which searches or verifications are included.
  • Geography and availability: Ask which jurisdictions the provider covers and whether particular searches or records are unavailable in some locations.
  • Identity matching and record handling: Ask how the service distinguishes people with similar names, updates records, handles dispositions, and prevents duplicate records from appearing as separate cases.
  • Disputes and corrections: Find out how a person can see and challenge a report, how the provider investigates errors, and how corrected information is communicated.
  • Compliance workflow: For employment use, check whether the service supports the required permission and adverse-action steps, and understand which responsibilities remain with the employer.
  • Support and integrations: Check whether the provider supports your hiring or application process, and verify any claims about turnaround time or service quality with the provider. The sources available here do not establish independent performance comparisons.
  • Total cost: Add the package price, individual checks, and any court, database, state-access, or other pass-through charges. Ask whether prices recur per applicant, per report, or per search.

One provider example: Checkr’s listed products and prices

Checkr is an example of a provider with separate personal, tenant, and business screening offerings; the available evidence does not establish it as the best choice overall. Its official pricing page displayed the following prices when accessed on October 4, 2026. Checkr says listed pricing does not include pass-through fees; standard third-party database, court, or DMV access fees may be additional and vary by location. Confirm current scope and price with Checkr before ordering.

These are provider-listed prices, not an independent market comparison. A lower displayed package price does not establish that two providers include the same searches or provide the same geographic coverage.

Why accuracy safeguards and disputes matter

A report can be incomplete or inaccurate. The CFPB’s 2024 public-record advisory opinion says consumer reporting agencies need procedures to prevent duplicative public records and records that have been expunged, sealed, or legally restricted from public access. When evaluating a provider, ask how it matches identities and handles changes to court-record status; do not treat a database search as proof that every result is current or belongs to the person being screened.

The CFPB’s directory entry for Checkr says consumers may dispute inaccurate or incomplete information with the consumer reporting company and the information provider. Under the Fair Credit Reporting Act (FCRA), a reasonable dispute investigation must be free of charge. The directory also describes possible report contents such as employment, education, professional-license, criminal, driving, and drug-testing information; the contents depend on the report and checks requested.

What employers need to know about FCRA workflow

For covered employment decisions, the CFPB explains that background reports and algorithmic scores from third parties can qualify as consumer reports under the FCRA. Employers generally need a permissible purpose, the worker’s permission, and required notices around adverse action. A screening vendor can help administer parts of a workflow, but choosing a tool does not by itself satisfy an employer’s legal duties.

The CFPB’s Circular 2024-06 says: “The third-party providers furnishing these reports are ‘consumer reporting agencies’ regulated by the FCRA, which (among other things) imposes an obligation to follow reasonable procedures to assure maximum possible accuracy, a requirement to disclose information in a worker’s file to the worker upon request, and a requirement to investigate worker disputes alleging inaccuracies.” Employers should confirm how a provider supports notices and disputes, and obtain qualified legal advice for a specific screening process.

A practical selection checklist

  1. Name the use case. Decide whether you are screening a worker, screening a tenant, or seeking access to your own report.
  2. Specify the checks. List the records or verifications you actually need; do not pay for a broad package without confirming its contents.
  3. Check coverage and safeguards. Confirm relevant geographic availability, identity matching, treatment of sealed or restricted records, and the path for correcting errors.
  4. Review the workflow. For employment screening, establish how permission, notices, and adverse-action steps are handled and who is responsible for each step.
  5. Calculate the full price. Request an itemized estimate that includes add-ons and location-dependent third-party fees.
  6. Compare only like with like. A package price is meaningful only when the report scope, jurisdiction, process, and included fees are comparable.
