There is no single best electric scooter-sharing system for every rider: city permits decide which operators can serve you, and coverage, fares, parking rules and available scooters vary by location. In the documented examples, New York City lists Bird, Lime and Veo, while London’s trial lists Lime and Voi. Choose from the operators available for your trip, then check the live app map and fare before riding.

How to choose a scooter-sharing system

Compare the service for your actual route, not a worldwide brand ranking. A company may operate in many cities but still have no scooter near your starting point, no service at your destination, or different local rules and prices.

  1. Confirm local availability. Check the operator’s live map for scooters near both ends of your route, and confirm that the trip stays inside the service area. New York City’s program covers the East Bronx and Eastern Queens; London’s trial operates in participating boroughs and designated locations. NYC DOT; TfL; City of London.
  2. Compare the complete fare. In the app, check the unlock charge, per-minute rate, pass or membership conditions, fees and any parking-related charges. Rates are local and can change; a secondary industry comparison is not a reliable like-for-like price ranking. 2026 industry comparison.
  3. Read the parking and geofencing rules. Look for marked parking bays, no-ride zones, low-speed areas and any charges or restrictions for ending a trip. In the City of London, riders must use marked bays; scooters can automatically stop in no-go areas and slow in designated low-speed areas. City of London guidance.
  4. Check safety features and requirements. Review local speed limits, training, licensing requirements, lights and brakes. In London, TfL sets a 12.5 mph trial speed cap. Lime says its London service includes first-ride app training, licence authentication, geofencing and a Gen4 scooter with dual hand brakes, lights, reflectors and suspension; those details apply to Lime’s London offering, not every market.   5. Look for reduced-fare access. NYC DOT says Bird, Lime and Veo each offer reduced-fare memberships for eligible assistance-program participants. Check each operator’s current eligibility and enrollment terms. NYC DOT.

Which operators are named in the documented city programs?

These are city-specific examples, not a complete list of where each company operates. Dott says it joined forces with TIER in 2024 and is available in more than 400 cities across Europe and the Middle East; that is the company’s own footprint claim, not an independent audit. Dott. A September 2026 industry comparison also identifies Lime, Dott, Voi, Bird, Spin, Bolt, Veo and Neuron/Beam as notable operators, but its company figures use different periods and units, so they do not establish an equivalent performance ranking. 2026 industry comparison.

What London’s trial data says—and what it does not

TfL reported more than 2 million London trial trips from September 2024 to September 2025, compared with 1.3 million in the preceding year; its headline described that as a 54% increase. In the same period, 95% of trips ended in designated parking bays. TfL also reported that 0.0007% of trips resulted in a serious injury and that no fatalities were recorded. These are reported outcomes for the trial period, not a guarantee of safety or a forecast for other cities. TfL.

TfL said 20% of London trial parking bays were in areas with fewer public-transport access options, and 3,000 people signed up to operators’ access schemes. Those figures give useful context on the trial’s parking and access efforts, but they do not determine which operator will be most convenient for an individual route. TfL.

Rules that can change whether a rental scooter is an option

Rules depend on location. In the City of London’s trial context, rented e-scooters are the only legal way to ride an e-scooter on public roads; they may be used only in the City and participating London boroughs, cannot be ridden on pavements, and must be parked in designated areas. Check local helmet requirements before riding. A helmet should be properly fitted and meet the applicable local certification standard; the cited sources do not establish one universal helmet law or a helmet that suits every rider. Why there is no universal cheapest or best app

The available city examples support a practical shortlist, not a global winner. Licensing and service boundaries decide which apps can be used; the live map determines whether a vehicle and legal parking spot fit your route; and the app’s current fare determines the trip cost. Operator rates, contract areas and local rules are volatile, so compare them at the time and place you plan to ride rather than relying on a general price chart or a company’s total city count.
