There is no universal winner. AWS Secrets Manager is usually the simpler fit when applications are centered on AWS and scheduled rotation of stored secrets is enough. HashiCorp Vault is a stronger fit when teams need a shared secrets platform across environments or want to issue unique, short-lived credentials under leases. The key distinction is not just where secrets are stored: it is whether you need managed rotation of existing credentials or on-demand issuance of temporary ones.
How the two services differ
AWS Secrets Manager and HashiCorp Vault overlap in securely storing and delivering application secrets, but they have different centers of gravity. Secrets Manager is an AWS service for managing, retrieving, and rotating items such as database credentials, OAuth tokens, API keys, and application credentials. Vault is a broader platform for centrally storing, accessing, rotating, synchronizing, and distributing secrets, with engines that can also issue database and cloud credentials.
Neither should be treated as a drop-in answer for every kind of sensitive data. AWS recommends IAM for AWS credentials, KMS for encryption keys, EC2 Instance Connect for SSH keys, and Certificate Manager for private keys and certificates; see AWS Secrets Manager concepts.
Rotation versus dynamic credentials
AWS Secrets Manager: rotate a stored secret
Secrets Manager can automatically rotate supported secrets on a schedule. Some integrations offer managed rotation; other secret types commonly use an AWS Lambda function to perform the rotation. AWS documents single-user and alternating-user rotation strategies and says its best-practices guidance supports configuring automatic rotation as often as every four hours. Vault: issue credentials with a lease
Vault can rotate passwords for mapped static database users on a configured period or schedule. It can also generate dynamic database credentials on demand based on configured roles. Those credentials are unique to a client and governed by leases, which can expire or be revoked; this can make access easier to associate with individual clients. Vault cloud secrets engines similarly issue provider identities or credentials tied to roles and leases, with expiration-based rotation or revocation.
HashiCorp documents engines for AWS, Azure, and GCP, but exact engine support and feature availability should be checked for the Vault version, edition, and target environment. Start with the Vault secrets engines documentation.

Secrets Manager is not limited to secrets used only by AWS services: AWS says it can manage secrets for AWS Cloud, third-party services, and on-premises resources. Its FAQ also documents integrations with CloudTrail, CloudWatch, and SNS for audit, monitoring, and notifications, and a maximum JSON secret document size of 64 KB. Security and implementation considerations
Using Secrets Manager well
- Grant least-privilege access with IAM and resource policies; avoid giving an application broader secret access than it needs.
- Secrets are encrypted at rest using KMS keys and retrieved over TLS. AWS recommends client-side caching components where appropriate to reduce repeated retrieval calls.
- Use AWS monitoring and audit integrations to observe access and operational events, and consider notification paths where they help your response process.
These are implementation practices, not a complete security solution. AWS explicitly describes its best-practices guidance as general guidelines rather than a complete security solution.

Planning a Vault deployment
- Confirm the required database or cloud secrets engine and authentication method support the exact target systems and chosen Vault version and edition.
- Design policies, lease lifetimes, renewal behavior, and revocation handling around application availability requirements.
- Account for how Vault will be operated or procured, including availability, upgrades, integrations, and the team responsible for policy and incident response.
How to compare total cost
Do not compare a cloud-service usage estimate with a Vault license or infrastructure line item alone. The relevant total depends on architecture and on who operates each component.

- For Secrets Manager: estimate the number of secrets and API calls, then include rotation-related Lambda usage where applicable, customer-managed KMS keys, S3 log storage, SNS notifications, and additional CloudTrail copies if used. AWS describes usage-based billing with no minimum or setup fee; the Secrets Manager pricing page should be checked for current rates in the relevant region and workload.
- For Vault: identify the specific edition or managed offering, deployment architecture, infrastructure, and engineering time for operation and integrations. Cost depends on that choice, so the available product documentation does not support a single like-for-like price verdict.
Choose with this checklist
- Choose AWS Secrets Manager when your applications are largely AWS-based, AWS IAM is the natural access model, and managed storage plus scheduled rotation satisfies the credential lifecycle.
- Choose Vault when you need a common secrets workflow across multiple environments or the application benefits from unique, leased credentials that expire or can be revoked.
- Before committing, verify the needed integrations, Vault edition and version, regional availability, service limits, and current prices; then include the operating effort in the comparison.
