Use AWS Compute Optimizer to investigate individual resources and assess rightsizing or idle-resource recommendations using utilization and performance context. Use AWS Cost Optimization Hub to consolidate and prioritize cost-saving opportunities across AWS accounts and Regions, including rightsizing and commitment-based options. They are complementary: AWS says enabling Cost Optimization Hub also makes its savings estimates visible in Compute Optimizer.
How the services differ
AWS Compute Optimizer: resource-level analysis
Compute Optimizer analyzes resource configuration and utilization metrics to recommend changes such as resizing, replacing, stopping, or removing supported resources. Its findings include recent utilization history and projected utilization, helping teams weigh potential savings against performance needs. It is available through the AWS console and APIs. See AWS’s Compute Optimizer overview.
AWS Cost Optimization Hub: opportunity aggregation
Cost Optimization Hub is a feature in AWS Billing and Cost Management for consolidating, filtering, grouping, and prioritizing cost optimization recommendations across accounts and Regions. Its categories include resource rightsizing, idle-resource deletion, Savings Plans, and Reserved Instances. AWS says it accounts for commercial terms and deduplicates savings across related opportunities. Details are in AWS’s Cost Optimization Hub documentation.
The practical distinction is resource-level investigation versus portfolio-level prioritization, not one service replacing the other. Hub can help rank a broader set of opportunities; Compute Optimizer supplies the resource-specific utilization and performance context for supported recommendations.

What resources and opportunities are covered
Compute Optimizer supports recommendations for a broad and evolving set of resource types, including EC2, Auto Scaling, EBS, Lambda, ECS on Fargate, commercial software licenses, Aurora and RDS, NAT Gateway, DynamoDB, ElastiCache, MemoryDB, DocumentDB, WorkSpaces, and SageMaker. Cost Optimization Hub includes many resource recommendations and also covers commitment categories such as Savings Plans and Reserved Instances, along with other services and reserved-capacity recommendations. Coverage changes; consult the current Compute Optimizer overview and Hub documentation for the resource types relevant to your environment.
Neither service guarantees a recommendation for every resource. Compute Optimizer requires opt-in, supported resource types, and resource-specific data conditions. AWS’s resource requirements specify the eligibility details.

Opt-in, data, and timing requirements
AWS states, “You must opt in to have Compute Optimizer analyze your AWS resources.” Recommendations depend on having sufficient data for the specific resource. For EC2 instances and Auto Scaling groups, AWS requires at least 30 hours of CloudWatch metric data in the previous 14 days. Once analysis is underway and sufficient data is available, recommendations can take up to 24 hours to appear. These are AWS requirements and timing guidance, not a guarantee that every resource will qualify.
The default Compute Optimizer analysis uses a 14-day lookback. Enhanced infrastructure metrics can extend the lookback to 93 days for selected resources; AWS identifies enhanced infrastructure metrics as a paid feature. For Lambda memory-size recommendations, one documented eligibility condition is configured memory of 1,792 MB or less and at least 50 invocations in the previous 14 days. Both services document findings across Regions. To view recommendations across an organization’s accounts, the management account must opt in; check the relevant service documentation for setup and scope.
How to interpret savings estimates
Treat estimated savings as decision support, not a promised bill reduction. For EC2, recommendations refresh daily and may show up to three options, utilization graphs, and performance-risk information. Estimates depend on pricing assumptions and settings. When Cost Optimization Hub is enabled in Cost Explorer, Compute Optimizer uses Hub data, including account-specific discounts; otherwise it uses Cost Explorer and On-Demand pricing information. A practical workflow
- Enable the services you need. Opt in to Compute Optimizer so it can analyze eligible resources. Configure Cost Optimization Hub if you want consolidated recommendations and Hub-based savings estimates in Compute Optimizer.
- Check eligibility and scope. Confirm the resource meets its metric and resource-specific requirements. If you need organization-wide recommendations, ensure the management account has opted in.
- Investigate high-impact resources. In Compute Optimizer, review the recommendation options, utilization history, projected utilization, and performance-risk information before changing a resource.
- Prioritize the portfolio. In Cost Optimization Hub, filter, sort, or group opportunities across accounts and Regions, and compare rightsizing with commitment recommendations where appropriate.
- Validate before implementing. Confirm workload requirements, pricing assumptions, and the impact of any change in your environment; estimates and recommendations are not guarantees of actual savings or performance.
Which service should you use?
Choose Compute Optimizer when your next decision concerns an individual resource and you need utilization and performance context. Choose Cost Optimization Hub when you need a consolidated, discount-aware view of opportunities across accounts and Regions. Use both when teams need to inspect specific recommendations and then prioritize them as part of a larger AWS cost program.
