AWS CEO Matt Garman says more than 100 data-center moratoriums are being considered across the United States and warns that enacting them could leave the country behind in the AI race for generations. The figure is Amazon’s, not an independently verified count—and it refers to proposals under consideration, not 100 enacted bans.
What did AWS say about the proposed moratoriums?
In a 2026 statement, Garman wrote: “Right now there are over 100 data center moratoriums being considered across the country.” He warned that if the measures take effect, “the U.S. could be writing its own losing ticket to this race, and the consequences would last generations.” Amazon’s statement
That is an argument about the risk to U.S. AI competitiveness, not a measured forecast of economic losses or a quantified timeline. The sources available for this story do not independently verify a jurisdiction-by-jurisdiction list of 100 proposals. A moratorium is a pause or restriction under consideration; it should not be treated as a permanent ban or as an enacted policy.
Why does Amazon say data centers matter for AI?
AI services depend on computing infrastructure, and Amazon argues that delaying data-center construction could make it harder for the United States to compete. But Garman’s warning does not establish how much any specific moratorium would affect AI development, nor does it quantify the causal link between local construction delays and national competitiveness.

Local decisions also concern costs and benefits that vary by project: electricity and water use, grid and water infrastructure, jobs, tax revenue, emissions, noise, and how residents participate in planning. Amazon makes claims about these effects in its statement; those claims should be evaluated against project-level evidence rather than assumed to apply equally everywhere.
What has Amazon promised communities?
Alongside its warning, Amazon announced Built Together, a plan to add more than $1 billion in U.S. community investments over five years. The company says funding will support education and job training, energy affordability, water, and other local priorities. The Associated Press reported that Amazon had spent more than $1 billion in communities with a large data-center presence over the previous three years. That reported past spending is separate from the new commitment of more than $1 billion over five years. Associated Press report
Process and reporting commitments
Amazon also said it would stop using nondisclosure agreements with government agencies on its projects, hold open houses, use Tier 4 or equivalent backup generators at new sites, and publish annual energy and water metrics. Why are residents resisting data centers?
There is evidence of broad public unease: an Economist/YouGov poll fielded August 28–31, 2026 found nearly two-thirds of Americans opposed to a data center being built in their community. That is a national opinion measure, not a tally of local votes, nor proof that a particular proposed moratorium exists. Views in an affected community can differ from national sentiment. Concerns often center on the practical local effects that need project-specific answers: whether a facility could affect power bills or water resources, what infrastructure costs fall on the public, and whether jobs, tax revenue, and other benefits justify those burdens. National arguments about AI leadership do not resolve those questions for a town considering a pause.

How large is the AI infrastructure buildout—and what are the risks?
A 2026 Brookings summary of an analysis by Stijn Van Nieuwerburgh projects $10.3 trillion in AI infrastructure investment from 2025 through 2032, an average equivalent to 3.63% of U.S. GDP each year. This is a projection, not money already spent. The analysis also points to uncertainty about future AI demand, changes in technology, access to power and hardware, tenant credit quality, and less-transparent financing. Brookings summary
Van Nieuwerburgh cautioned that “it would be premature to conclude that AI infrastructure already poses systemic risk comparable to earlier credit booms.” The scale of projected investment makes transparency and scrutiny relevant, but it does not by itself prove either that a financial crisis is coming or that construction should be halted.

What is still unverified?
To assess Garman’s warning, readers need more than a nationwide headline count. Each proposal would need to be checked for its jurisdiction, date, duration, and legislative or administrative stage. The key policy distinction is whether a measure is being discussed, formally proposed, adopted temporarily, or enacted as a lasting restriction.
Likewise, Amazon’s promises and the broader case for building data centers need measurable local results. Public reporting on electricity rates, water use, infrastructure costs, jobs, taxes, and emissions would help residents compare a project’s actual effects with its projected benefits. Garman’s warning identifies a real policy trade-off, but the cited evidence does not settle it for every community.
