The key difference is not simply “drone versus aircraft.” An uncrewed military aircraft has no pilot aboard, but people may still remotely control it; autonomy describes which tasks the aircraft can perform without direct human input. In particular, autonomous flight does not by itself mean that a system independently selects and attacks targets. The distinction matters when comparing missions, control, risk, and the maturity of programs such as the U.S. Air Force’s Collaborative Combat Aircraft concept.

What counts as a drone, and what does “autonomous” mean?

In military usage, an uncrewed aircraft does not carry a human operator. The U.S. Department of Defense definition, reproduced by the Congressional Research Service (CRS), describes it as an “aircraft that does not carry a human operator and is capable of flight with or without human remote control.” That means uncrewed does not mean uncontrolled: a remote pilot may operate the aircraft.

A UAS, or uncrewed aircraft system, is broader than the aircraft itself. It includes the “necessary equipment, network, and personnel to control an unmanned aircraft.” Thinking about the full system helps make visible the people and communications links that may remain essential even when no one is on board. Autonomy is a spectrum of functions

An aircraft can automate or autonomously perform some flight tasks while people retain control over its mission or use of weapons. Conversely, a system can be remotely piloted without making its own decisions about where to fly. “Autonomous” therefore needs to be tied to a particular function, rather than treated as a single all-or-nothing description.

CRS, summarizing DoD Directive 3000.09, describes a lethal autonomous weapon system as one capable of independently identifying a target and using an onboard weapon to engage and destroy it without manual human control. The report distinguishes this from systems under human supervision, where operators can monitor and halt an engagement. This is a definition as summarized in CRS’s 2022 report, not a claim that every uncrewed aircraft can conduct autonomous engagements. UAS group numbers do not measure autonomy

DoD’s UAS Groups 1–5 classify systems using attributes such as maximum gross takeoff weight, operating altitude, and speed. CRS notes that the categories were designed partly to help with integration into the National Airspace System. They are not an autonomy scale, nor do they establish a system’s cost, longevity, or combat role. Other classification schemes may emphasize different characteristics, so a group number alone does not tell you how a particular aircraft is controlled.

How uncrewed and crewed aircraft differ

“Traditional military aircraft” is not one fixed comparison class: a crewed fighter, bomber, transport, and surveillance aircraft have different missions and capabilities. Likewise, uncrewed aircraft vary widely. The useful comparison is by the specific platform and its intended use, not by assuming that either category has a universal advantage.

Teaming May operate remotely, alongside other uncrewed aircraft, or as part of a team directed by a crewed aircraft. CCA is conceived as a “loyal wingman” for crewed fighters. May operate alone or lead or direct other aircraft, depending on mission and system design.
Operating context Remote control can depend on communications links. CRS identifies possible utility in communications-degraded or communications-denied environments for autonomous systems; that potential is not a guarantee of performance by every aircraft. The crew is aboard, but that fact alone does not establish the aircraft’s communications needs, operational limits, or risk level.
Maturity Ranges from existing uncrewed systems to proposed or developing concepts. A concept or planning figure is not evidence of a delivered, operational fleet. Varies by model and service; “crewed” does not by itself indicate a particular level of maturity or capability.

What the Collaborative Combat Aircraft example shows

CRS’s August 15, 2024 account describes the U.S. Air Force’s Collaborative Combat Aircraft (CCA) as a semiautonomous uncrewed aircraft intended to fly with current or future crewed fighters. The Air Force said AI-driven software would allow CCAs to collaborate with and take direction from human pilots. The concept illustrates why “drone versus aircraft” is often a false divide: an uncrewed aircraft may be designed to extend a crewed aircraft’s reach rather than replace it.

CRS lists possible CCA missions including air-to-air combat, air-to-ground combat, electronic warfare, targeting, and ISR. These are intended roles, not proof that each capability has been fielded. The program figures available in that CRS account are dated 2024 context:

  • 1,000 aircraft: a U.S. Air Force planning assumption reported by CRS, based on two CCAs for each of 500 advanced fighters. It was not a confirmed procurement quantity.
  • $557.1 million: the Air Force’s FY2025 research, development, test, and evaluation budget request for CCA, as reported by CRS in 2024. A request could be approved, rejected, modified, or receive no action from Congress; it is not final spending.
  • Roughly one-third the price of crewed fighters: an estimate attributed to Air Force Secretary Frank Kendall and reported by CRS in 2024. It is not a verified universal cost ratio or a lifecycle-cost comparison.

These figures describe planning, a budget request, and an attributed estimate—not verified October 2026 procurement totals, achieved savings, or operational performance. Control, communications, and responsibility

Removing the pilot from the aircraft changes where human control takes place; it does not automatically remove human involvement or responsibility. For any platform, the relevant questions include who sets its mission, who monitors it, who authorizes an engagement, and what actions the system can take if communications are lost or disrupted.

CRS discusses potential benefits of autonomous systems in communications-degraded or communications-denied environments. It also identifies risks including hacking, manipulation of behavior, unexpected interactions with the environment, software errors, fratricide, and unintended harm. These are risks raised in the report, not proof that every autonomous system has experienced—or will experience—each failure.

Remote piloting, autonomous flight, and autonomous weapon engagement are distinct arrangements. Policy and ethical questions about autonomous weapons remain debated; the CRS material does not establish a single settled public consensus for every design or deployment. Claims about current policy should be checked against current policy documents rather than inferred from a general label such as “drone.”

Why there is no universal winner

The right comparison depends on the aircraft’s mission, how much of its operation is remotely controlled or autonomous, whether it must coordinate with other aircraft, the communications environment, acceptable risk, and the system’s maturity. A concept designed to accompany a crewed fighter answers a different operational need from a remotely piloted aircraft or a crewed aircraft intended to perform a mission on its own.

Cost comparisons require particular care. A dated estimate or planning assumption for one developing program cannot establish the cost of all uncrewed aircraft versus all crewed aircraft. Nor can a planned fleet size establish how many aircraft will ultimately be bought or delivered. The available CRS figures do not provide a universal, apples-to-apples comparison of purchase price, lifecycle cost, speed, range, survivability, or payload across these broad categories.
