Neither asteroid mining nor lunar mining is an established industry, and the available evidence does not show that one is universally cheaper. The better prospect depends on what you want to make, where it will be used, and whether the resource can be reached, processed, and delivered at a viable cost. For now, making materials available in space is a more credible rationale than mining them for sale on Earth.

How the two mining cases compare

What is known about resources The U.S. Geological Survey (USGS) describes lunar surface minerals as widely accessible loose material. It says polar ice almost certainly exists, but its form, amount, quality, and distribution remain unknown. Candidate resources need to be assessed alongside an asteroid’s type, orbit, and accessibility; the NASA prospector study treated prospecting and trajectory assessment as parts of the mission problem.
Operating environment Surface operations: equipment must land, work with lunar material, and process it using available power and infrastructure. Microgravity and vacuum extraction, combined with spacecraft operations and the logistics of reaching and working at the target.
Cost evidence The sources do not establish a current, comparable cost per kilogram for a lunar mine. JPL’s conclusion concerns returning minerals to Earth; it does not establish whether supplying materials for use in space could be profitable.
Environmental and scientific considerations NASA identifies possible effects on the lunar surface, scientific activity, and cultural values as matters for responsible-mining practices. The sources cited here do not establish an equivalent asteroid-specific environmental framework; the absence of one in these sources is not proof that such concerns do not exist.

What “cheaper” means depends on the customer

A mine’s economics are not determined by the quantity of material at its destination alone. The full system must prospect for a resource, send equipment, extract and process material, and move the product to a buyer. A deposit with little value on Earth could still be useful if it supplies a customer in space and avoids transporting an equivalent product from Earth. Conversely, a resource that sounds valuable may not support a business if it cannot be recovered and delivered economically.

NASA’s 1992 space-resources collection frames the enduring comparison as importing a needed product from Earth versus manufacturing it at the destination. It is useful technical history, not a current market forecast. A 2023 NASA paper says ISRU could reduce dependence on transporting consumables and infrastructure from Earth, potentially lowering mission costs and risks; that is a potential benefit, not a demonstrated commercial saving.

There is no verified, directly comparable cost-per-kilogram figure in the sources for mining the Moon versus an asteroid. Nor does JPL’s assessment of Earth-return mining settle the economics of delivering asteroid-derived material to an in-space customer. Any claim of a definitive winner would need a specified product, destination, mission design, transport assumptions, and cost model.

A detected resource is not automatically a mineable reserve

USGS’s Assessment of lunar resource exploration in 2022, published in 2023, evaluates resources in terms of their nature, quantity, quality, certainty, and recoverability. It distinguishes a resource from a reserve: a reserve is only the technically recoverable portion that can be converted into a commodity within budgetary and mission constraints. That distinction matters because evidence that a material exists does not establish a workable deposit or profitable mine.

Lunar surface material and energy

The USGS assessment describes lunar mineral resources as largely loose rock powder covering the surface and says they are widely accessible. But accessibility is not the same as an economical supply chain: the material still has to be characterized, collected, and converted into something useful. The report says technologies for turning lunar materials into commodities such as landing pads and oxygen are under development.

The report also identifies abundant solar energy on some high ridges near the lunar poles and says the technology to exploit it is mature. That is a potentially useful energy resource, but it does not by itself establish that a particular mine can be powered economically or that a suitable deposit is nearby.

Lunar polar ice

USGS says polar ice almost certainly exists, but fundamental questions about its formation mean its form, quantity, quality, and distribution remain unknown. Until rover missions provide ground truth, the report characterizes lunar ice as highly speculative and potentially limited and non-renewable. It should not be treated as a quantified commercial reserve.

Asteroid prospects

For an asteroid, identifying a promising object is only an early step. NASA’s Robotic Asteroid Prospector concept treats asteroid type, orbit, and trajectory as inputs to prospecting and mission planning; a resource estimate alone does not tell a company how much usable product it can recover, process, or deliver.

Technical challenges that shape each mission

Mining on the Moon

  • Choose and characterize a site. Surface access does not resolve deposit quality, and the uncertainty about polar ice makes reconnaissance especially important when water is the target.
  • Land and operate equipment. The mission must deliver excavation, handling, processing, and power systems to the surface, then keep them working in a remote environment.
  • Convert raw material into a product. The extraction method must suit the material and produce something a mission can actually use, such as oxygen or construction material. USGS says relevant conversion technologies are still being developed and projects they are likely to be available for industrial-scale application within 30 years; this is the report’s outlook, not a demonstration or fixed deployment date.
  • Account for surface and science impacts. NASA’s 2023 responsible-mining paper identifies potential effects on lunar science and cultural values, with responsible-mining guidance still developing.

Mining an asteroid

NASA’s Robotic Asteroid Prospector was a 2014 feasibility-study concept, not a deployed mining mission. Its system-level view highlights four linked challenges:

  1. Mission design and trajectory logistics: choose a target and plan how to reach, operate at, and return from or deliver material from it.
  2. Spacecraft propulsion and operations: provide a spacecraft capable of the mission and of reliably managing the mining operation.
  3. Extraction in microgravity and vacuum: develop methods for handling, extracting, and processing material in conditions unlike a terrestrial mine.
  4. A viable business case: identify a customer and show that recovered product can be delivered at a value that justifies the mission.

The feasibility study assumed future commercial transportation and staging capabilities and identified a need for new in-space extraction and processing technologies. Those assumptions are central: a theoretical resource can remain impractical if the transportation system or processing equipment needed to exploit it is unavailable or too costly.

How to judge which approach makes more sense

Compare complete resource-to-customer systems rather than headline resource estimates. For a specific proposal, ask:

  • What is the product, and who will use it? Specify whether it supports a lunar mission, another cislunar activity, an in-space structure, or an Earth market.
  • How certain is the deposit? Separate observed material from estimates, and estimates from a technically recoverable reserve.
  • What must be transported? Include the equipment, power systems, processing plant, and any infrastructure required at the site.
  • What does the process deliver? Account for extraction, separation or conversion, storage, and delivery—not just material at the target.
  • What mission capabilities are assumed? Treat future transport, staging, autonomy, or processing systems as assumptions unless they have been demonstrated.
  • What impacts and governance questions remain? Evaluate potential effects on science and the destination, and do not interpret an incomplete framework as proof of no risk.

This approach explains why neither abundance nor distance alone settles the comparison. The Moon offers accessible surface material but still requires site-specific characterization and conversion technology. Asteroid mining must couple resource prospecting to a demanding transportation and microgravity operation. In both cases, the intended customer and delivery route determine whether a resource becomes a useful product.
