Asia can strengthen energy security while expanding renewables, but building more solar and wind capacity is only part of the answer. Countries also need power networks that can deliver electricity where it is needed, storage and other ways to balance changing supply and demand, resilient infrastructure, and workable regional connections. The balance differs across Asia: the clearest figures available here concern Southeast Asia and ASEAN, while China, Japan and Korea illustrate distinct demand and import-exposure pressures.
Why is energy security becoming more urgent?
Growing electricity demand raises the stakes for both reliable supply and the pace of infrastructure development. In 2026, the International Energy Agency (IEA) reported that China’s net electricity demand exceeded 9,500 TWh in 2025, a 5.1% year-over-year increase. For Southeast Asia, the IEA projects average annual electricity-demand growth of 5.4% during 2026–2030. The China figure describes reported demand; the Southeast Asia figure is a forecast, not a measured outcome.
Demand growth can make reliance on a narrow set of fuels, suppliers or transport routes a greater security concern. The starting point is not the same everywhere: Japan and Korea, for example, have low energy self-sufficiency figures in the IEA’s 2025 analysis. These indicators do not by themselves describe the reliability or cost of each country’s electricity system, but they show why diversification matters alongside capacity growth.

These figures refer to different regions, years and measures; they are not a single ranking of energy security. The IEA’s Southeast Asia Energy Outlook 2026 covers all 11 ASEAN members, including Timor-Leste, which joined ASEAN in 2025. Its outlook examines the trajectory before the 2026 Middle East conflict and the implications of the resulting energy crisis for policy and investment.

How can renewables improve security—and what must accompany them?
Wind and solar can diversify electricity supply and reduce exposure to imported fuels over time. Their contribution to security depends, however, on whether the system can connect their output to customers and keep supply and demand balanced as weather and demand change. A high renewable share is not, by itself, a guarantee of reliable electricity.
- Expand and modernize grids. Transmission links distant generation to demand; distribution networks deliver power locally. Both need to keep pace with new sources and growing consumption.
- Add flexibility. Storage, demand response, dispatchable resources and operational tools can help manage periods when wind or solar output changes or demand peaks. The appropriate mix depends on the power system; no single measure replaces planning for the others.
- Plan for system operation and markets. Rules and operating practices need to support balancing and make it possible to coordinate different resources. Renewable deployment that outpaces these capabilities can leave useful generation difficult to deliver or balance.
- Build for physical risk. In Southeast Asia, the IEA’s estimate that around one-fifth of grids face tropical-cyclone risk makes resilient siting and infrastructure part of energy security, not a separate concern.
The IEA’s 2026 outlook says Southeast Asia’s transmission and distribution networks need to more than double in length by 2050 under its announced-pledges scenario. In that scenario, grids-and-storage investment needs rise from USD 13 billion today to USD 50 billion in 2050. These figures describe modeled requirements under a scenario, not a commitment that the money will be invested or the infrastructure delivered.

Can regional power connections make countries more resilient?
Cross-border electricity trade can let neighboring systems share supply and flexibility, helping balance differences in generation and demand. The IEA says ASEAN Power Grid connections could support renewable integration and improve flexibility. It estimates USD 27 billion in investment for planned interconnections through 2040. That is an estimate for planned links, not evidence that they are already built or operating.
Interconnection is not a substitute for domestic readiness. Countries still need adequate internal networks, coordinated planning and arrangements that enable power to flow when it is needed. Regional links can diversify supply options, but they also require finance, cooperation and implementation across borders.

What trade-offs should policymakers weigh?
- Diversification versus import and route exposure: Renewables, efficiency, electrification, domestic resources and cross-border supply can each alter exposure to imported fuels. Their contribution depends on each country’s starting point and how its system is built.
- New generation versus system readiness: Solar and wind deployment needs to proceed alongside transmission, distribution, storage, demand response and suitable system operation. The pace of generation additions alone does not establish whether reliability is improving.
- National resilience versus regional sharing: Domestic capacity and robust networks matter, while interconnection can provide access to a wider pool of resources. Proposed connections only deliver benefits once financed, coordinated and completed.
- Investment ambition versus delivery: Large infrastructure needs must be turned into funded, buildable projects. Scenario estimates describe the scale of need, not guaranteed finance, completed construction or a promised timetable.
- Clean-energy opportunity versus new dependencies: Critical minerals and clean-technology supply chains can create industrial opportunities for ASEAN, but concentrated external sources can also create vulnerabilities. Security planning should consider materials sourcing and processing as well as generation equipment.
What should a credible energy-security strategy include?
A durable strategy treats security and decarbonization as connected planning challenges rather than competing targets. It should match demand expectations to reliable supply, align renewable deployment with grid and flexibility upgrades, account for fuel and supply-chain exposure, and test infrastructure against physical risks. Regional electricity trade can widen options where agreements and connections are delivered, while national plans remain essential to ensuring electricity reaches users.
The policy test is therefore not simply how quickly a country adds renewable capacity. It is whether the whole system—generation, networks, storage and other flexibility, investment, regional coordination and resilience—can provide dependable electricity as demand changes.
