India has detailed, reported evidence of launch activity and spacecraft operations in 2024; the UAE offers a clear example of institution-building and international cooperation; and NASA’s forum membership maps a wider group of Asian space agencies without ranking their capabilities.
Who are the leaders in Asian space technology?
“Leader” depends on the measure. A country may stand out for launch operations, scientific missions, satellite services, industrial capacity, workforce development, international partnerships, or space-safety practices. Those dimensions cannot be combined into a defensible overall ranking without comparable data and a defined scoring method.
NASA’s International Space Exploration Coordination Group (ISECG) is useful as a map of participating agencies, not as a league table. NASA describes ISECG as a non-binding forum for agencies to share exploration plans, objectives, and interests. Its listed Asian participants include China’s CNSA, India’s ISRO, Japan’s JAXA, South Korea’s Korea AeroSpace Administration (KASA), Thailand’s GISTDA, the UAE Space Agency (UAESA), and Vietnam National Space Center (VNSC). NASA reports 27 participating international agencies overall; that is not an Asia-only count. Forum participation does not measure a country’s budget, launch rate, or technical capability, and the list is not a complete inventory of Asian space actors.
How do the best-documented programs compare?
The official evidence summarized here is strongest for India’s reported operational activity and safety work, and for the UAE’s policy framework and bilateral cooperation. For several other agencies, the cited material establishes participation in ISECG but does not provide comparable performance figures.

What does India’s operational record show?
ISRO’s Indian Space Situational Assessment Report 2024, released on 29 May 2025, is a dated snapshot rather than a live count. It says 136 Indian spacecraft had been launched into Earth orbit through 31 December 2024, including spacecraft from private and academic operators. At that date, it listed 22 government-owned operational satellites in low Earth orbit (LEO) and 31 in geostationary orbit (GEO), alongside the active Chandrayaan-2 Orbiter and Aditya-L1 deep-space missions.

ISRO reports that each of these Sriharikota launches injected its payloads into nominally designated orbits:

The report also describes using spent PSLV orbital stages as POEM technology-demonstration platforms. Such a platform can provide an opportunity to test payloads without requiring a separate satellite launch.
Launch activity is not the same as regional leadership
ISRO’s 2025 summary reports 261 launch attempts worldwide and 254 successful launches in 2024. It also counts 2,578 operational satellites added globally that year. These are global totals, not Asian or Indian totals, so they provide context for the growth in space activity rather than a country ranking.

How are Asian programs addressing space safety and debris?
More activity in orbit increases the importance of tracking conjunction risks and disposing of spacecraft responsibly. ISRO’s ISSAR 2024 summary reports that, during 2024, it analyzed more than 53,000 conjunction alerts from the U.S. Combined Space Operations Center (CSpOC) for Indian Earth-orbiting satellites and carried out 10 collision-avoidance manoeuvres for Indian Earth-orbiting spacecraft.
The same report says 702 fragmented objects were added to the debris population by the end of 2024. It reports that fragmentation events included a Long March stage breakup that added around 650 catalogued objects. This is a reported debris event, not a measure of any one country’s overall space-safety performance.

ISRO also reports an intent to pursue a Debris Free Space Mission covering Indian government and non-government actors by 2030. The stated aims include a greater-than-99% probability of successful post-mission disposal compliance and a five-year post-mission residual-lifetime target for LEO missions. These are targets, not evidence that the outcomes have already been achieved.

The UAE illustrates a space-sector strategy centered on institution-building, skills, partnerships, and investment promotion. The UAE Space Agency says it was established in 2014. The UAE government describes the National Space Strategy 2030, launched in March 2019, as a framework for public- and private-sector activity through 2030. These policy and institutional measures are a different kind of evidence from launch counts or mission milestones.

UAE–Japan cooperation
Japan’s Ministry of Economy, Trade and Industry (METI) says Japanese and UAE agencies and organizations held a joint space-sector workshop on 12 December 2024. The two countries had signed a space-cooperation memorandum in July 2023. In September 2025, the UAE Space Agency reported that a delegation visited Japan to discuss cooperation in exploration, research, and advanced space industries. These dated examples demonstrate ongoing engagement; they do not, by themselves, establish the eventual results of the partnership.
How should readers compare Asian space programs?
A fair comparison starts by keeping unlike measures separate. For any claim that one program is ahead, check what was measured, when it was measured, and whether the same evidence exists for the countries being compared.
- Missions and milestones: distinguish a planned mission from one launched or completed, and identify the agency and date.
- Operations: separate launch counts from active spacecraft, scientific missions, and service satellites; align the reporting periods.
- Industry: distinguish government program activity from private-sector capacity and named supplier participation.
- Cooperation: identify the partners and the specific forum, agreement, mission, or exploratory discussion. A non-binding coordination forum is not a treaty or regulator.
- Safety and sustainability: look for reported conjunction operations, debris-mitigation policies, and end-of-life disposal results, while distinguishing targets from achieved outcomes.
The official material cited here does not provide a harmonized cross-country dataset for budgets, mission success rates, commercial revenue, patents, or workforce. Without comparable evidence and a transparent method, naming one country as Asia’s overall space-technology leader would overstate what these sources show.
