Arm shares were reported lower on October 7, 2026, as Microsoft launched its Surface Laptop Ultra and advanced its push to bring agentic AI to Windows laptops. The events coincided; the available reporting does not establish that Microsoft’s launch caused Arm’s share move.
Why are Arm shares falling?
GuruFocus reported Arm shares down 1.6% at $297.63 at about 11:25 a.m. ET on October 7, 2026. That is one intraday snapshot—not the closing price—and it does not show why the stock moved. GuruFocus’s report does not establish a causal link to Microsoft’s launch.
The timing is notable, but the launch was not the first disclosure of the platform. Microsoft had announced in May that RTX Spark would power Windows laptops from Surface and five other PC makers, then said in September that the PCs would arrive in October. The October event put a specific Surface product and launch date on a previously announced initiative.
What is Microsoft’s agentic AI laptop?
Microsoft launched the Surface Laptop Ultra, powered by NVIDIA RTX Spark. Axios reported a starting price of $2,599 and availability beginning October 16, 2026. Those are reported launch details; check Microsoft and retailer listings for current configurations, inventory, and pricing.

Microsoft describes the PC’s AI approach as hybrid: local models can work alongside cloud models. That framing does not mean every AI agent runs entirely on the laptop. The amount of processing done locally versus in the cloud can depend on the model, application, and task. Microsoft executive vice president Pavan Davuluri told Axios, “Hybrid intelligence exists because people’s appetite for intelligence is effectively unlimited.” Axios’s launch report includes the product details and quotation.
What is NVIDIA RTX Spark?
RTX Spark is an Arm-based AI platform developed with NVIDIA, MediaTek, and Microsoft. Microsoft says the system is designed for demanding local AI workloads and agents. Its announced specifications include up to 1 petaflop of AI performance and up to 128GB of unified memory. These are Microsoft’s platform specifications, not independent benchmark results.

Microsoft’s May announcement named Surface, ASUS, Dell, HP, Lenovo, and MSI among the first PC makers for the RTX Spark Windows family. The October report said Surface Laptop Ultra and partner devices would begin to be available October 16. A platform announcement does not confirm that every manufacturer, configuration, or model will be in stock on that date. Microsoft’s May announcement and June platform details explain the ecosystem and specifications.
Can AI agents run locally on a laptop?
RTX Spark PCs are designed to run AI workloads locally, and Microsoft describes local models working with cloud models. Whether a particular agent can run locally depends on its software, model, and workload; the launch description does not establish that all agents work offline or avoid cloud services.

Windows AI hardware labels also need care. Microsoft’s Copilot+ documentation explains that some Windows AI experiences use a neural processing unit (NPU), and that software has to be programmed to use that hardware. RTX Spark materials also discuss GPU capabilities. NPU-based Copilot+ features and GPU workloads are not interchangeable categories, and a laptop’s AI branding alone does not show which processor handles a given task. Arm licenses processor architecture and compute technology used by chipmakers; it is not the laptop maker and is not necessarily the seller of the finished processor. In its July 29, 2026 Q1 FY2027 earnings call, Arm identified NVIDIA RTX Spark as an agentic PC built on Arm Compute Subsystems. That establishes a technology connection, but the reviewed disclosures do not quantify Arm’s royalty per laptop or projected RTX Spark shipments.

The same call reported company-wide revenue of $1.29 billion, up 22% year over year, and royalty revenue of $715 million, also up 22%. Arm said cloud AI was the largest driver of royalty growth. Those figures describe Arm’s overall business, not RTX Spark sales or laptop royalties. CEO Rene Haas said, “NVIDIA introduced RTX Spark, the first agentic PC built on Arm’s Compute Subsystems, enabling sophisticated AI agents and larger AI models which can run locally.” Arm’s Q1 FY2027 earnings-call transcript provides the company’s comments and figures.
Arm’s laptop product page claims “Up to 18% faster single-threaded performance.” That is Arm’s own claim, not an independent test or a direct comparison of Surface Laptop Ultra. Arm’s laptop page presents its performance positioning.

What should buyers check before choosing one?
The launch announcement is not an independent head-to-head review. Before buying an RTX Spark laptop, compare confirmed configurations and prices, then check how the specific device performs in your own workload. Pay particular attention to software and peripheral compatibility on Windows on Arm, battery life measured under comparable conditions, and whether the AI task you care about runs locally or requires cloud access.
