Apple’s Private Cloud Compute (PCC) is a privacy-oriented way to send some Apple Intelligence requests to the cloud: Apple says the request includes only task-relevant data, which is used to answer it and is not stored or made accessible to Apple. That makes PCC a plausible technical contribution to the debate over AI and privacy—not proof that Apple Intelligence complies with EU law or that EU regulators have accepted the design.
How does Apple Private Cloud Compute work?
Apple describes Apple Intelligence as a hybrid system. It first checks whether a request can be handled on the user’s device. More demanding requests may be sent to PCC, where Apple says larger models can process them on Apple silicon servers. The company’s June 2024 announcement says only data relevant to the task is sent, used to fulfill the request, and neither stored nor made accessible to Apple. Apple Support gives a similar description of the on-device and cloud paths and notes that feature availability varies by model, language, and region.
These are Apple’s claims about its system and service, not a guarantee that every request is risk-free. The important distinction is that cloud processing is still involved for some requests: PCC is intended to change how that processing is secured and governed, not eliminate it.

Apple describes several controls intended to make the server side verifiable and limit access. These include Secure Enclave protection for server keys, Secure Boot, code signing and verification, and device-side attestation of the PCC cluster before a request is sent. In Apple’s account, the device checks that the server environment is an authorized one before entrusting it with a request.

Apple also provides materials for outside inspection. Its security-research overview describes production software images, transparency-log verification, source code, and a Virtual Research Environment where researchers can examine a virtualized PCC node. Apple’s Verifiable Transparency documentation explains the public inspection resources.
Those mechanisms matter because they make specific software and records available for scrutiny. Availability for inspection is not the same as proof that every deployment, operational process, or individual request has been independently assessed and found safe. Nor does a technical control alone answer every question about who may see operational metadata or how a particular feature uses personal data.

What changed with Apple’s 2026 third-party data-center expansion?
Apple’s June 8, 2026 announcement says PCC is expanding beyond Apple’s own data centers. Apple named Google and NVIDIA as collaborators to run some new Apple Intelligence workloads at third-party data centers, and said its PCC privacy commitments extend to those workloads. This is a meaningful change to the trust model: “PCC” no longer means only a system operating in Apple data centers.

For the expanded arrangement, useful questions include what hardware and code are inside the attested boundary, how processing and operational metadata are handled, and whether the public transparency mechanisms cover the new deployments. Apple’s announcement states its commitment; it does not by itself answer those implementation questions. It would therefore be premature to assume that a third-party facility is equivalent in every respect to an Apple-owned one.

Does PCC make Apple Intelligence GDPR-compliant?
No conclusion about GDPR compliance follows from PCC’s architecture alone. The European Commission explains that the GDPR applies to personal-data processing regardless of the technology used. It also says data remains personal data when encryption or pseudonymisation does not prevent re-identification, and that controllers must be able to demonstrate compliance. A secure cloud design may support that effort, but it does not replace analysis of purpose, lawful basis, data minimisation, transparency, individual rights, retention, security, or controller and processor responsibilities. Whether a particular Apple Intelligence feature satisfies those duties depends on its processing and legal context, not simply on whether it uses PCC. The sources cited here do not provide a feature-specific compliance assessment.

Does the EU AI Act accept PCC as a compromise?
There is no PCC-specific endorsement or compliance determination established by the Commission materials cited here. Those sources explain the rules generally; they do not evaluate Apple’s architecture. That is not evidence that regulators have rejected PCC, either. It means the claim that PCC is “the compromise the EU needs” is an argument about a potentially useful technical model, not a documented EU policy position.

What should users take from Apple’s privacy claims?
- Some requests may leave the device. Apple says more complex requests can go to PCC; Apple Intelligence is not an on-device-only system.
- Apple makes specific data-handling promises. The company says PCC uses task-relevant request data to provide an answer and does not store it or make it accessible to Apple. Treat that as Apple’s stated design and commitment.
- There are inspection mechanisms, but their scope matters. Public software images, transparency records, and research tools create avenues for scrutiny; they do not establish that every operational risk has been independently ruled out.
- The infrastructure is expanding. Apple’s 2026 announcement includes third-party data-center collaborations, so readers should distinguish the stated privacy commitment from details about the deployment’s trust boundary.
- Availability is not universal. Apple says Apple Intelligence features vary by device model, language, and region. Apple Support’s availability and privacy information is the relevant place to check for a particular setup.
For the EU, the defensible case for PCC is narrower than “privacy solved”: a system that limits the data sent, tightly constrains server processing, and exposes parts of its implementation to inspection may help reconcile cloud-based AI with privacy expectations. Whether it actually satisfies legal duties depends on the feature, processing, and deployment—including the newer third-party infrastructure—not on the label PCC alone.
